The site is bounded on the north by Westward Ho Drive, on the west by Dune Palms Road, on the south by partially developed land, and on the east by vacant land. The historical natural runoff pattern prior to any development in the immediate vicinity was generally easterly toward the Whitewater River. However, subsequent to development having taken place, and predicated upon the governmental agencies requirement over the years that all new development retain the incremental increase of the 100 yr., 24 hr. storm event on -site, there is relatively little, if any, runoff entering onto the proposed site. The only historic runoff is presently coming from the property immediately adjacent to the west. The volume of this runoff was calculated to be a little over 1000 Cu.Ft. during the 100 -yr., 24 -Hr. storm event. Furthermore, should there be any off - site flows coming on -site, such flows would continue to follow their current natural flow pattern easterly along the Westward Ho Drive right -of -way and ultimately converging with the Whitewater River Storm Channel. Therefore, the main hydrologic consideration will be that of determining the necessity of any on -site detention, predicated upon the incremental increase over the undeveloped state to the developed state, caused by the 100 yr., 24 hr. storm event. The U.S.D.A. Soil Survey Map indicates that the hydrologic soil group of the tributary area is primarily "Myoma fine sand" (MUD), and is listed as a hydrologic soils group A. The site is mostly covered with normal desert brush and raw land cover. The tributary area is fairly flat, thereby resulting in a runoff index number of 71 for the undeveloped site, and 32 for the developed site. (RCFC &WCD, Plate E -6.1 (1 of 2)). This translates into an infiltration rate for pervious areas of the watershed to be 0.35 in/hr., for the undeveloped site and 0.74 in/hr., for the developed site. (RCFC &WCD, Plate E -2.2). Based upon the above criteria, and using 0% factor for impervious areas of the undeveloped site and a 40% impervious factor for the developed site, and using an AMC -II curve, the RCFCWD method reflects that the 100 -yr., 24 -hr. storm event retention be 1040 Cu.Ft. for Parcel 1; 860 Cu.Ft. for Parcel 2; and 860 Cu.Ft. for Parcel 3.
