The project consists of approximately 14.46 acres Iodated at the northeast corner of Fred Waring Drive and Washington Street in the City of La Quinta, California. This property is described as Parcel 2 of PM 31876. This study analyzes the retention requirements for the developed conditions for the proposed residential lots, Fred Waring Drive and Palm Royale Drive. For the purpose of this study, the proposed commercial property (10.02 acres) to the west is assumed to drain to the proposed retention basin. The proposed retention basin is sized to accommodate the developed run off from the controlling 100 year storm event. If the commercial property retains it's run off on site, the proposed basin will have additional freeboard for just the residential portion. Runoff modeling was performed under the guidelines of the Riverside County Flood Control and Water Conservations District Hydrology Manual (RCFCD). Retention basins were sized utilizing the Synthetic Unit Method for the 100 -year storm event. A percolation factor of 1 inch per hour was used in the calculations. A standard drywell(s) are proposed for each retention basin assist in the handling of nuisance flows. Percolation at the drywells have been assumed to be zero. The tables shown on the attached hydrology maps summarize the results of the retention basin calculations. Each basin has been evaluated to contain the run off generated from the 3 hour, 6 hour or 24 hour, 100 year event (producing the greatest run off volume). In summary, the proposed retention basin as shown on the Tentative Tract Map is adequate to contain the runoff from the controlling 100 year storm event for the developed residential and commercial projects. A more detailed hydrology and hydraulic study will be presented for City review with the final design documents. The more detailed report will include hydraulic calculations for catch basins and storm drain systems as well as fine tuning the retention basin sizing, shapes and characteristics.
