REQUESTED PUBLIC WORKS CORRECTIONS (1st Round Check to Planning):
1. Hydrology Map, Please confirm the high point elevation at the project entry and recheck
the tributary area from storm flows from the adjacent tract at PGA West — Greg Norman,
TM 29136 as redlined. Please provide PGA West — Greg Norman HOA approval of the
newly proposed entry connection.
2. Hydrology Report: Please revise the hydrology report to comply with current
Engineering Bulletin 06 -16 guidance. Rainfall and percolation assumptions do not
meet current Public Works guidelines. Please review La Quinta Storm Intensities and
Percolation values used for the Synthetic Unit Hydrograph Method. The 1, 3, 6, and 24
hour intensities should be 2.00, 2.60, 3.10, and 4.00 inches, respectively for Zone 5.

REQUESTED PUBLIC WORKS CORRECTIONS (Incomplete Response to 1St
Round-Redlines to Planning):
Please confirm and provide text in the Hydrology Report,.-and call out on the
Drainage Study Map, a design high point at the Project Entry adjacent to Brown
Deer Park. This high point is necessary to block tributary storm flows from the
adjacent PGA West Greg Norman site. Additionally, please provide text in the
Hydrology Report that confirms installation of a cross gutter at the Project Entry..
and that the PGA West Greg Norman HOA has approved the revised entry
concept. Additionally,. please resolve inconsistencies between the text of the
Hydrology Report and the provided Hacker calculations. (Second Request Item)
2. Please make corrections to newly provided Synthetic Unit Hydrograph Shortcut
Method calculations as redlined including corrections for.the Constant Loss Rate
(0.2), Low Loss Rate (3 & 6 hr = 90% and 24hr = 50 %) and RI (69 for Type C
soil). Subareas, retention basin volume requirements and individual storm
volume requirements'are missing, inconsistent and /or contain numerous errors.
Please clearly define both offsite and onsite required flood volumes with correct
tributary areas. Public Works has provided approximate check figures to assist
the EOR. Storm volumes remain under estimated and not fully summed.

REQUESTED PUBLIC WORKS CORRECTIONS (Incomplete Submittal -1St Round
Check - Comments to Planning):
Public Works has received and reviewed the Hacker Engineering Hydrology Report
dated April 9, 2009 and the related Rough Grading Plan dated April 13, 2009 for the
subject project per Planning Transmittal Memo dated 4/16/09. The FOR has now
provided approvable calculations for retention volumes for amended Tract Map 32742,
but has proposed layered retention facilities which have been determined by the City
Engineer to be unapprovable as a design concept.
The applicant is requested to incorporate the following corrections into subsequent
submittals:
1. Sheets 1, 2, 4 and Hydrology Report: The retention volume correction (see prior
March 4., 2009, Public Works redline transmittal memo, Comment 2) has been
accomplished by use of underground StormchamberT' retention systems to
provide the incremental required storm water storage.
Public Works can not approve an underground retention vault below an above
ground retention basin, for this project. Please reconfigure the retention basin as
required to achieve a storage volume equal to 104,722 cubic ft or greater.
Additionally, please comply with all design criteria of Public Works Engineering
Bulletins 06 -15 and 06 -16.
2. Sheet 2: Please show the drainage condition in the-quitclaimed BOR easement
Clarify and show drainage flows in the southerly direction, including perimeter
wall openings or equal, as redlined.

quitclaimed BOR easement. Please call out the flow direction, swale elevations
and contours or equal as redlined. Please define the historical flow route and
confirm that storm flows were routed to the south. Second request item.
2. Hydrology Report, Drainage Study Map & Sheet 2 of Rough Grading Plan:
Please modify the proposed design to provide retention basin percolation in less
than 72 hours per Public Works Engineering Bulletin 06 -16. The proposed

design provides for basin percolation by utilization of 2 Maxwell Plus drywell
systems. The total required flood volume is estimated by Hacker Engineering to
equal 104,722 cubic feet. This flood volume results in a 145 hour time
requirement to percolate the deep basin configuration for the Amended Map site
design, using an assumed 0.1 cfs injection rate per drywell. A 72 hour
percolation time infiltrates only 51,840 cubic feet of storm water. Additionally,
the drywell'spacing is excessively close (90 ft) as compared. to the standard City
specification of 200 ft spacing. The City Engineer requires long term injection
testing for approval of higher drywell injection rates for basin percolation and
verification of available permeable sand zones. Please refer to page.3 of
Engineering Bulletin 06 -16 for additional information. Second request item.
