The site currently contains a date palm grove, similar to.the properties to the east and west. The area to the south. is undeveloped vacant ground. The area to the north, on the other side of Avenue 58, is a developed single family residential area (Tract 30092). DESCRIPTION The 4.8 -acre site is to be developed as single family residential detached homes. The proposed development contains 12 quarter -acre lots and three storm retention basin lots. REGIONAL HYDROLOGIC CONDITIONS The site is located in a Zone "C" according to the most current FEMA map, Community Panel 0602452300 D. This zone designation is defined as "areas of minimal flooding ". METHODOLOGY Criteria for this study were based on the Hydrology Manual of the Riverside County Flood Control and Water Conservation District (RCFC & WCD), and the City of La Quinta Engineering Bulletin #06 -16. The rational method was used to determine flows for sizing drainage facilities. The unit hydrograph was used to determine flood volumes for sizing retention basin. The flood hydrograph was used to route flows through the basins to account for infiltration. The calculations were performed using the CIVILDESIGN /CIVILCADD "Riverside County Rational'Hydrology Program ", a computer software program developed by Joseph E. Bonadiman and Associates Incorporated, which perform the calculations in accordance with RCFC & WCD criteria. HYDROLOGY & HYDRAULICS SUMMARY The site will be designed to drain to a proposed retention basin located in the northeast corner of the site. The amount of storm water that must be retained on -site is 100% of the 100 -yr developed condition storm, which amounts to 35,867 cubic feet or 0.823 acre -feet. The total available storage excluding percolation is. approximately 36,000 cubic feet, which is greater than the required storage. The basin will include a drywell to mitigate nuisance water.
