Subject: Budget, Fiscal Year 1983-1984
The budget for Fiscal Year 1983-1984 is complete, but there was not
sufficient time today to type it. It will be distributed on
Tuesday.
The budget is balanced, and among other things, it provides for
1k sheriff's patrol cars.
I would like to schedule a budget study session for Monday, June 27,
or Tuesday, June 28. Budget adoption will be planned for Tuesday,
July 5, 1983.

Subject. Budget - Fiscal Year 1983-1984
Through conservative fiscal management, the City of La Quinta has
been able to complete its first full fiscal year, assume municipal
services and establish a staff of seven persons, with an unexpended
surplus of $331,797 in the General Fund and a total of $487,484 in
all funds. This was accomplished without the necessity to borrow
funds from any other source, which is a unique accomplishment among
newly incorporated cities. This balance puts the City in an
excellent fiscal position to meet the needs of 1983-1984.
In Fiscal Year 1983-1984, General Fund revenue is estimated to be
$1,052,096, with expenditures to be $958,057, leaving a year-end
balance of $425,836. The estimated revenue in all funds is
$1,472,989, with expenditures of $1,237,518, and a year-end balance
of $722,955.
The budget provides funds for 4.5 additional positions: receptionist/
clerk; planning director; building inspector;,animal control/street
maintenance.worker; and a 'k-time bookkeeper. Funds are also
included for a UCR intern for the full academic year.
Recommendations regarding classifications and salaries of present
staff are being made. These should be discussed in personnel session.
The allocation for Sheriff's law enforcement services has been
increased to 1.5 patrol cars, beginning September 1, 1983.
Funds are included for a quarterly newsletter.
Capital equipment items included in the budget are: a four station
computer, two light utility pick-up trucks, Council Chamber sound
system and tape recorder, office equipment, and communication radios.
These and other items will be described in more detail in the study
session, Tuesday, June 28, 1983, at 3:00 p.m.

OF LA C_INTA, CALIFORNIA, APPROVING A BUDGET
FOR FISCAL YEAR 1983-1984.
WHEREAS, a budget for the Fiscal Year 1983-1984 has been
prepared by the City Manager and the Director of Finance; and
WHEREAS, the City Council has examined said budget and
conferred with the City Manager and the Director of Finance; and
WHEREAS, the City Council desires to adopt a budget for the
fiscal year; and
WHEREAS, the City Council has, after due deliberation and
consideration, made such amendments in the proposed budget as it
considers desirable.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of La Quinta, as follows:
SECTION 1. The budget, a summary of which is attached hereto
and made a part hereof, is hereby approved.
SECTION 2. The City Manager shall have authority to adjust
the amounts aoorowriated among objects within each departmental
activity, and among accounts within the objects, provided however,
that the total appropriations for each fund may not exceed the amounts
provided in this budget resolution (or any amending resolution). Said
adjustments shall be made only upon written justification by the City
Manager, Director of Finance or department head(s) responsible for
the activity or activities involved.
SECTION 3. Transfer of cash or unappropriated fund balance
from one fund to another shall be made only upon resolution of the
City Council.
SECTION 4. That the prepayment of demands prior to audit by
the Finance Committee and the City Council may be made by the
Director of Finance in conformity with the authority provided by
Section 37208 of the Government Code of the State. of California.
SECTION 5. The Director of Finance shall render a monthly
report to the City Council on the status of City operations as
relates to the approved budget and any amendments thereto. The
Director of Finance shall design a standard format for such reports,
to be approved by the Finance Committee.

SECTION 5. During the first five (5) years of service, employees
shall accrue vacation at the rate of 0.83 days per month. Employees
with five (5) or more continuous years of service shall accrue vacation
at the rate of 1.25 days per month. Employees with ten (10) or more
continuous years of service shall accrue vacation at the rate of 1.67
days per month.
A. The City Manager shall accrue vacation at the rate of 1.25
days per month.
B. The City Attorney shall accrue vacation at the rate of 1.25
days per month.
C. Vacation time shall be taken at the approval of the City Manager.
SECTION 6. Employees shall be granted sick leave with pay at the
rate of one working day for each full month of the employee's service,
usable only for actual sickness or physical disability.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY 01"
LA QUINTA, CALIFORNIA, AMENDING SECTION 2.04.050
OF THE LA QUINTA MUNICIPAL CODE PROVIDING FOR
COMPENSATION AND REIMBURSEMENT TO MEMBERS OF THE
CITY COUNCIL.
The city council of the City of La Quinta does ordain as follows:
SECTION 1. Section 2.04.050 of the La Quints Municipal Code hereby is
amended to read as follows:
2.04.050 Compensation and reimbursement. Pursuant to Section 36516
of the Government Code of the State, compensation shall be paid to each
member of the city council in the amount of one hundred fifty dollars
($150) per month. The compensation prescribed herein is and shall be
exclusive of any amounts payable to each member of the council as
reimbursement for actual and necessary expenses incurred by him or her
in the performance of official duties for the City of La Quinta; and,
accordingly, each member of the council shall receive reimbursement for
such actual and necessary expenses incurred in the performance of
official duties for the city, pursuant to the provisions of Section
36514.5 of the Government Code.
SECTION 2. EFFECTIVE DATE. This Ordinance shall be in full force and
effect thirty (30) days after passage.
SECTION 3. POSTING. The city clerk shall within 15 days after the passage
of this ordinance, cause it to be posted in at least the 3 public places
designated by resolution of the city council; shall certify to the adoption and
posting of this ordinance; and shall cause this ordinance and its certification,
together with proof of posting, to be entered in the book of ordinances of this
City.
The foregoing ordinance was approved and adopted at a meeting of the city

1983-1984.
