BACKGROUND: HISTORIC PRESERVATION COMMISSION STAFF REPORT MARCH 15, 2007 • EVALUATION OF PROPOSED REMODELING PROJECT REGARDING A PROPERTY ON THE HISTORIC REGISTER LOCATED AT 53-533 AVENIDA MENDOZA SOUTHWEST CORNER OF CALLE COLIMA AND AVENIDA MENDOZA, LA QUINTA COVE STEVE GOLDSTEIN SILFER & ASSOCIATES, FERNANDO SILVA As the property is listed on the most recent update of the City's Historical Survey, the applicants have filed for a Certificate of Appropriateness in order to conduct a partial demolition and remodeling, as per La Quinta Municipal Code §7.08.010. The property in question is a 10,000 square foot lot with a 1.,092 square foot, wood -framed, octagon - shaped home constructed around 1957. ,The most recent surveydetermined the property did not meet the criteria for listing in the State or National register of Historic Resources. DISCUSSION: The applicants have reported to staff that the existing structure has a deteriorating roof and ' requires substantial improvements to the electrical wiring. The applicants 'are , proposing to demolish the existing garage and a majority of the existing structure in order to enlarge and update the home. 1,033 square feet of the existing 1,092 square foot home.will be demolished and replaced with 1,165 square feet of new construction. The existing casita will also be enlarged by 32 square feet. The proposed renovations will not retain the original octagon design. As this home was constructed sometime around 1957, the structure just recently passed the 50-year threshold for listing on the local Historic Register. If the applicants. - had applied fora building permit one year ago, this item would probably not have been brought before the Historic Preservation Commission. There are no significant features regarding the property other than its unusual octagon shape. P:\Reports - HPC\2007\3-15-07\rpt COA 07-010.doc CONCLUSION: Because the proposed work will result inthe demolition of over 90% of the original structure and an alteration which would remove the octagon shape, staff recommends the Commission consider this proposal a demolition. The existing structure should be photographically documented prior to issuance of a demolition permit. As the structure will be altered beyond its original character, staff further recommends removal of the property from the City's Historic Register. RECOMMENDATION: Adopt Minute Motion 2007- , recommending approval of the proposed demolition and remodeling of a property located at 53-533 Avenida Mendoza subject to the following Conditions: A. The property shall be photographically documented prior to demolition according to City standards. Documentation shall be provided to the City prior to the issuance of a demolition permit. B. .
