Whenever the special event activities extend into private property, it is the responsibility of the Foundation, or their agents, to secure permission from abutting property owners. Such authorization must be secured by the Foundation prior to staring the special event activities. The Foundation will maintain an open line of communication throughout the Festival via: a) Theresa Maggio's cellular phone (760) 275-2559, or b) a- message can be left at the Foundation "finance office" located on the Festival grounds, or c) call the Foundation general, office at 564-1244 to obtain the "finance office" telephone number. 2. All traffic control for this .four day event shall be. provided by the Foundation. The Foundation has indicated they .have contracted with Tops-N-Barricades to provided the necessary traffic control signage, barricades, and cones identified on the approved. traffic control plans for the subject street closures. ' The Foundation, via personnel under its direction, including Minuteman Parking 774-3458, shall set up the traffic control equipment each morning of the Arts Festival and take down the equipment each evening and store it on the adjacent street corner, away from vehicular traffic and pedestrians. The Foundation shall also maintain proper placement of the traffic control equipment throughout each day and notify Tops-N-Barricades if replacement equipment is needed. 4. The Foundation shall securely rope, or otherwise cordon off, vacant properties in the festival site vicinity shown on exhibit A attached hereto. The properties shall be posted with no parking signs placed on 50-foot centers along the property line perimeter indicating violators are subject to towing. The Foundation shall assign public relations personnel to continuously monitor each property during hours the festival is open to the public to alleviate circumstances by advising festival patrons of the strict enforcement policy. The Foundation is responsible for promptly contacting the offended property owner, as shown on Exhibit B, who at their opinion may contact the Sheriff's Department to initiate ticketing and tow service .if a vehicle owner ignores the no parking signs and public relations warning. 6. The.Foundation has hired the services of Colt Security, 346-8033, to patrol the restricted parking area. Their personnel will radio parking violations to Foundation personnel in the "finance office" located on the Festival grounds who will in turn make a telephone call to the offended property owner. Ms. Ostrowsky's local telephone number is 564-4483. r r Arts Festival General Conditions & Provisions - Pen it No. 3143 Page 1 of 1 The following General and Special Provisions are attached to and made a part of Permit No. $ 3 GENERAL PROVISIONS The following shall always apply: ENROACEM1ENT ON PRIVATE PROPERTY: This permit authorizes work to be accomplished within City of La Quinta right of way ONLY. Whenever construction extends; within private property, it is the responsibility of the permittee for his contractors to secure permission from abutting property owners. Such authorization must be secured by the permittee prior to starting work. TRACKLAYING CONSTRUCTION EQUIPMENT: Cleated tracklaying construction equipment shall not be permitted to operate on any paved surface unless fitted with smooth -faced street, pads. All mechanical outriggers shall be fitted with rubber street shoes to protect the paving during excavations. Rubber -tired equipment only shall be used in backfill operations in paved areas. If the existing pavement is scarred, spelled, or broken during the term of this contract, or if the pavement is marred, City of La Quinta shall request that these portions of road be resurfaced over their entire width. Resurfacing shall consist of one coat of two inches (2") of A.C. surfacing plus appropriate seal cost as specified above. PROTECTION OF TRAFFIC: All excavations and work areas shall be properly lighted and barricaded as deemed necessary by the City Engineer or La Quinta City Public Works inspectors. Suitable detours and detour signs shall be placed and maintained for the duration of the project. The City shall be notified.24 hours in advance of any traffic detours or delineations. CARE OF DRAINAGE STRUCTURES: Any drainage structure including corrugated metal pipe, concrete pipe, steel culvert and concrete structures encountered during excavation which necessitate removal shall be replaced in kind. In the event it becomes necessary to remove or cut existing drainage structures, City of La Quinta shall be notified prior to commencement of this work. Drainage structures and open drains shall be kept free of debris at all times for proper drainage. RIGHT OF WAY CLEANUP: Any surplus material. resulting from excavation and backfill operations shall be removed from the right of way. All paved surfaces shall be broomed clean of earth and other objectionable materials immediately after backfill and'compaction. Existing gutter line and drainage ditches sball be replaced to their original standard or better. All excess material shall be removed prior to paving. Water tanker shall be used, as required, to sprinkle the job site to keep down dust conditions and shall be used immediately after backfill. DE -WATER OPERATIONS: If de -watering operations are required and pumps are forcing water on City of La Quinta roads, it shall be the responsibility of the permittee (contractor) to control this water and to provide off-street barricades when necessary.. CLOSING STREETS: No street shall be closed. A minimum of one lane of traffic shall be maintained at all times to provide limited access for the adjoining, property owners and emergency vehicles. In the event it is felt by the permittee that he'must close a street for any length of time, permittee shall contact this office to obtain the necessary permission. SPECIAL PROVISIONS The following shall apply when indicated: 760 R 1 NOTIFICATION: Permittee shall notify the City at (ftX)777-7075 at least 48 hours in advance of starting construction. R2 LTT] ITY CLEARANCE: (Substructures) Prior to making any excavation within the City of La Quints right of way authorized by permit, the permittee shall contact all concerned utility companies relative to the location of existing ' substructures. Damage to existing substructures resulting from operations conducted under this permit shall be the sole responsibility of the permittee. R3 UTILITY CLEARANCE: (Surface Structures) No work shall be done under this permit until all utilities are clear of the proposed work site. The perminee shall notify all concerned utility companies of the proposed work. R4 PAVEMENT WIDENING: Area between the proposed concrete gutter line and ,the existing road pavement shall be surfaced with inches of A.C. paving placed on inches of class aggregate subbase course having an "R" value of not less than and in conformance with City of La Quinta Road Improvement Standards and Specifications, Ordinance #461. R5 ' PARKWAY GRADING: Area between the property line and top of the proposed concrete curb shall be graded to a slope of 1/4 inch to one foot (I). R6 GRADE CHECKING: City of La Quints shall check grades upon receipt of plan and profile and/or grades as established by a licensed engineer. R7 CURB REMOVAL FOR DRIVEWAYS: A portion of the existing concrete curb and/or curb and gutter (_feet) shall be. removed. Curb and/or curb and gutter shall be saw cut prior'to removal, Depressed curb, matching concrete gutter and concrete driveway approach shall be constructed in conformance with City of La Quinta Standard #207. R8 DRIVEWAYS: A.C. driveways shall be constructed as not to alter existing drainage pattern. Surfacing between the property line and the existing road paving shall be 2 1/2 inches of A.C. paving placed on of class aggregate base. Driveway construction shall conform to attached drawing. R9 SIGHT CLEARANCE: Sight clearance of 600 feet in all directions shall be assured and maintained at all times. R10 SOIL STERILIZER: The area to be surfaced shall be treated with soil sterilizer. Rate of application shall commply with.the manufacturer's specifications. RL 1 COORDINATE WORK -:...The proposed work shall be subordinated to any operation which the State of California or City of La Quinta may conduct in this area during the period of this permit. Work shall be coordinated with the State or City of La Quinta forces to preclude delay or interference with State of City of La Quinta projects. R 12 SURVEY MONUMENTS: Prior to excavation or beginning of construction, all survey monuments which exist on the centerline of all streets or property lines when involved shall be completely tied out so they may readily and correctly be replaced by a licensed civil engineer or surveyor at the expense of the permittee. A complete set of notes showing the ties to these monuments shall be furnished to the City Engineer prior to the removal of any monuments. This office shall be notified upon completion or replacement of all survey monuments for proper project clearance. R 13 PAVEMENTCUTTING: Pavement will be mechanically saw cut to a straight to a straight edge prior to excavation. Method of pavement cutting shall be approved through the office of the City Engineer.. (Under no circumstances shall excavating equipment be used to excavate prior to cutting of pavement.) excavation material shall be placed in such a position as to best facilitate the general flow traffic. Prior to final paving operations, any damage to pavement straight edges shall be corrected. R14 LIMIT' OF EXCAVATIONS: Excavations shall be limited to 1000 linear feet of open trench before backfill operations must begin. All excavations shall be properly barricaded with lights overnight, on weekends and holidays for the protection of the traveling public. The Public Works Inspector shall determine the suitability of excavation barricading in each case. No excavation shall remain open for a period exceeding five (5) days. No excavation shall be made unless the construction material is actually on the work site. R15 BACKFILL MATERIAL: Backfill shall be free of brush, roots or other organic substance detrimental to its use for purposes of producing an adequately consolidated backfill. Any material which the City of La Quinta deems unsuitable (spongy or saturated material) which is encountered during excavation shall not be used for backfill, but shall be supplemented or replaced by an approved sand or gravel. R16 BACKFILL SAND: Backfill shall be approved transit -mix sand or equivalent and shall be'placed in lifts of not greater than three feet (3') and vibrated using vibrotamper or equivalent equipment. Alternate methods may be substituted, but in any case, a relative compaction of 95 percent shall be attained with the structural section of the roadway. R17 BACKFII L PLACEMENT. Backfill shall be applied. in layers of not more than 50 percent of the total depth of the trench before flooding or a maximum of five-foot (" lifts where trenches are of excessive depths. Care is to be exercised that the backfill material is not subjected to extreme swell by flooding operations. Backfill material shall be placed so that the resulting compaction shall be not less than 90 percent or equivalent to the surrounding ground, whichever is the greater compaction. Where ponding or flooding is used for a maximum settlement, adequate dares will be constructed to retain the water. Where jetting is used, the jets shall be of sufficient length to reach the bottom of each layer and the water supply shall be continuous. R18 COMPACTION TESTS: If so required by the inspector, compaction tests shall be made at intervals of not more than 1000 feet and a minimum of one (1) test on each road: One (1) copy of each test shall be forwarded to the City Engineer for approval and filed prior to making permanent repairs. Compaction tests shall be made as outlined in Section 6.3.01 of the Standard Specifications, Division of Highways, State of California, dated January 1973. R1.9 COMPACTION TESTS: If so required -by the inspector, compaction tests shall be made for each crossing or service line. One (1) copy of each test shall be forwarded to the.City Engineer for approval and filed prior to making permanent repairs. Compaction testa shall be made as outlined in Section 6.3.01 of the Standard Specifications, Division of Highways, State of California, dated January 1973. R20 TEMPORARY PAVEMENT REPAIRS: After completion of backfill and compaction operations, a temporary patch consisting of 2 inches of SC400 shall be placed on a prepared subgrade. The SC-800 temporary paving shall be placed after a waximum of 3000 linear feet of trench has been excavated and backfill operations completed, but in no case shall the placement of the temporary pavement exceed a five (5) day limit. R21 PERMANENT- PAVEMENT REPAIR: After backfill and compaction have been completed, a temporary patch consisting of two inches (2") of SC-800 shall be placed immediately. A permanent patch of inches A.C. surfacing placed on a inch class base shall be placed no later than days after completion of temporary road repair. RZ2 FOG SEAL: A fog seal coat consisting of an application of asphaltic emulsion shall be applied over all patch area as determined by the City Engineer. R23 STREET RESTRIPING: Where street striping is still visible on streets to be excavated, such striping shall be replaced upon completion of permanent repairs. R24 TREE RELOCATION OR REMOVAL: Tree relocation within the City of La Quinta road right of way shall be accomplished by a licensed, bonded and insured tree service, and handled safely without interference or hazard to the traveling public. It shall be the responsibility of the permittee to maintain the tree in a vigorous growing condition at its new location. Trees to be removed shall be in sections which can be handled safely without interference or hazard to highway traffic. The entire width of the tree stump shall be removed and disposed of so that no debris remains in view of the highway. The stump hole shall be backfilled and thoroughly compacted as specified in the following paragraph. Where is becomes necessary to restrict traffic, the work shall be restricted to a-maximumof 500 feet at any one time. Adequate signs, flagmen and or barricades shall be provided to protect the traveling public at all times. Large holes resulting from tree removal shall be backfilled and compacted to not less than 90 percent or equivalent to the surrounding ground, whichever is the greater compaction as determined by the impact or field method. Compaction tests shall comply with Section 6.3.01 of the Standard Specifications, Division of Highways, State of California, dated January 1973. The temporary street closure will have minor impacts on the surrounding area because other streets adjoining the site are available to provide access to the immediate neighbors or businesses surrounding the Frances Hack Park. The affected property owners will be notified of the upcoming event as required. by Temporary Use Permit 99-208. 2. The City Council approves the closure of Avenida Montezuma in the Eastbound portion from Eisenhower Drive to Avenida Navarro and in the Westbound portion from Avenida Navarro to Avenida Mendoza (Exhibit "A") from 9:00 A.M. to 10:00 P.M. on March 16-19, 2000, subject to conditions imposed by the Public Works and Community Development Departments. The Riverside County Sheriff's Department will tow any unauthorized vehicle within this area at the time of the event. SECTION 5. In case of bad weather, the City Manger is authorized to reschedule the street closure provided all conditions of approval under TUP 99-208 are met. SECTION 6. A traffic control plan shall be submitted by the applicant and approved by the Public Works Department. The La Quinta Arts Foundation personnel shall obtain an Encroachment Permit from the Public Works Department prior to closing the .street, and install all traffic safety signs and barricades prior to the closure of said street. The La Quinta Arts Foundation has applied to close portions of Avenida Montezuma • between Eisenhower Drive and Avenida Navarro during their outdoor art and music festival (1.8th annual) at the La Quinta Community Park from March 16, 2000 through March 19, 2000, during the hours of 9:00 a.m. to 10:00 p.m. Temporary closure of these one-way public; streets during this annual event will permit areas for valet parking and loading and unloading of guests .arriving by bus. A letter from the La Quinta Arts Foundation requesting the street closure is attached .(See Attachment 1). An encroachment permit shall be issued by the Public Works Department for any signs placed in the City's rights -of -way. Signs in the City right-of-way shall be mounted on maximum 2inches;by 2-inches wood posts unless otherwise approved by the Public Works Director. Signs placed on private property shall be installed only if authorization from the owner has been secured prior to installation. A .bond or other type of guarantee acceptable to the City Engineer shall be posted with the Public Works Department insuring that unpaved parking lots for the event are stabilized after the event is completed pursuant to Chapter 6.16 of the Municipal Code (Fugitive Dust Control Ordinance). The bond will be released once the applicant has provided a letter from their contractor stating 'that'the stabilizer material has been installed (i.e., chemical emulsion, wild flower mix with irrigation, etc.) and City staff has made a field inspection to verify compliance. A copy of the contractor's letter shall also be submitted to the Community Development Department for filing. 6. A check (or cash) in'the amount of $100.00 shall be posted with the Community Development Department guaranteeing removal of the temporary signs. The posted monies will be refunded when all 'on=site and off -site signs are removed as defined herein. Additional conditions are: 7. Prior to.start of the event, a site inspection shall be made by City staff and the Fire Marshal to insure compliance with all project conditions. 8. Temporary trash receptacles shall be provided so that trash/debris can be deposited accordingly. The site shall be left clean of any litter at the close of the event. 9. Portable restrooms shall be provided for guests and volunteers as required by the Building and :Safety Department. Restroom facilities shall be accessible to the physically challenged. 10. The serving of food. and alcoholic beverages, at the event shall be subject to the rules and requirements of the Riverside County Health, Department and State, Department of Alcoholic Beverage Control. Alcoholic beverages shall be served in paper or plastic cups. 11. Area lighting must be adequate to permit patrons proper visibility within the stage and seating areas. Temporary lighting shall not be directed toward surrounding residential properties. 12. Portable generators, if used, shall be shielded to prevent accidental contact with guests. Extension cords shall be secured to the ground to prevent tripping. 13. Noise created by musical entertainment shall not be physically annoying to adjacent residential property owners. The applicant shall comply with noise control standards established in Sections.9.100.210 (Noise Control) of the Zoning Code. 14. Riverside County Sheriffs Deputies shall be employed during the event to provide security and traffic control supervision as determined by their agency through prior contractual arrangements. Please note that California Title 8, Electrical Safety Orders, specifies the closest distance that unqualified electrical workers can get to electrically energized conductors. Unqualified electrical workers can get no closer than six (6) feet to Imperial Irrigation District distribution lines and no closer than ten (10) feet to transmission lines. People operating boom type lifting or hoisting equipment can get no closer than ten (10) feet to distribution lines and seventeen (17) feet to transmission lines. 16. If ground excavation is required, please contact Underground Service Alert (USA) at 1-800-227-2600. The service is free of charge provided USA is given at least two days' notice.. 17. No overnight camping at the site is permitted. Exhibitors or food vendors may leave their vehicles or equipment at the park provided the applicant provides overnight security. 18. Temporary signs are permitted as attached herein. Prior to installing signs in the City's right-of-way, an Encroachment Permit shall be obtained from the Public Works Department. 19: All unimproved (unpaved) roadways and parking areas used in conjunction with this event _shall be adequately compacted and prepared to create a hardened travel surface, and maintained in a manner (watered) which will reduce dust during use by vehicular traffic. If the soil composition is not. conducive to formation of a hardened surface, an appropriate chemical binder shall be applied as a_ remedial measure. 20.. Parking areas that are not hard surfaced or turf, shall be sufficiently watered daily up to the event's opening, and during, to reduce blowing dust. Any tracked -out or other accumulation of soil material(s) onto paved areas, whether public or private, shall be wet -swept, water flushed, or otherwise removed (no dry -sweep methods permitted) by the end of each day, and shall be kept damp during event operation hours until removed. 21. The City will provide this service for $850.00 which does not include any additional public relations personnel. 23. All designated private security personnel must be licensed by the State of California and possess a current Private Security Guard license. 24. Parking attendants shall wear reflective vests and carry flashlights after dusk. 25. Vendors shall obtain.a City Business License. 26. By holding the outdoor event, the applicant agrees to indemnify, defend and hold harmless the City of La Quinta. in the event of any legal claim or litigation arising�out of the City's approval of this project. The City of La Quinta shall have the right. to select its defense counsel in its sole discretion. This event, La Quinta Arts Festival, will be conducted in compliance with Chapter 9.216 (#348 of the Riverside County Land Use Ordinance XIXa), "Temporary Outdoor Events." The anticipated attendance at the show is .not expected to exceed 1,000 at any given time. The four - day event will be open to the public daily from 10:00 a.m. until dusk, approximately 6:00 p.m. On Friday, March 19 and Saturday, March 20, we will present an evening concert extending our hours to 9:00 p.m. Artists and volunteers will arrive on March 15, 2000 to set up displays but these numbers will not exceed 300. La Quints Arts Festival will be held on the grounds of La Quinta Community Park, located at 77-865 Avenida Montezuma in La Quinta. Permission has been requested to hold the show on this site from the Board of Directors of Coachella Valley Recreation and Park District, the agency with jurisdiction over the park: The attached plot plan indicates: a) . the area in which the displays will be exhibited; b) artist and patron parking areas; c) placement of sanitation facilities. ADEQUATE AREA TO CONDUCT THE EVENT: The grounds consist of the park itself and the ball field. Approximately 250 artists will display their work, and foot traffic will be on the grass between the displays. The public will be admitted through one gate located at the east tip of:the park. PARKING: Parking for artists and the public will. be located to the southwest of the park on land owned by Rupert Yessayian. Public parking will be on the property owned by Eddy Nicholson .bordered by the streets of Tampico, Bermudas, and La Fonda, on property owned by City of La Quinta on Navarro and Montezuma and possibly on the property owned by Bill Martin to the north of Tampico. Permission from all property owners will be sought. Professional attendants will assist the public in parking. FOOD SERVICE: Food and beverage services will be provided to the public from outside professional purveyors who will prepare food or beverages according to Health Department Standards. FIRST AID STATIONS: La Quinta Fire Department will be asked to provide standby first aid response. Ambulance access will be maintained and the. entire facility and parking will have identifiable locations plotted on a grid for easy location of emergency sites. Fire exits are two twenty -foot wide gated openings in the- fence on the north and south side of the park. The gridded plot map will be utilized by fire control personnel. SANITATION FACILITIES: We will arrange for portolets to be brought in by Waste Management of. the Desert. POTABLE WATER: 'Drinking water will be available at no cost from food and beverage vendors and from the water fountains on the park grounds. SOLID WASTE DISPOSAL: Six large covered trash containers are permanently located on the park grounds. La Quinta Arts Foundation will supply trash containers. Food and beverage vendors will be required. to supply additional receptacles. La Quinta Arts Foundation will see to the daily transfer of refuse to. proper containers on site. . SECURITY OPERATION: Security for the event will be a joint effort involving the Riverside County Sheriff's Department, the City of La Quinta and a professional security service. A private guard will patrol the premises at all times commencing at 6:00 p.m. on March 14th'and continuing until 8:00 a.m. on March 20th. SITE RESTORATION: The site will be cleaned and restored to its original condition or better at the conclusion of the event. The staff and board of Coachella Valley Recreation and Parks District and city staff will be .encouraged to inspect the grounds subsequent to the event. CAMPING: Exhibitors in recreational vehicles will not be .permitted to camp overnight in the parking lots nor on adjacent city streets. A list of alternative campsites has been made available to exhibitors. (See attached listing.) PERMISSION TO. SERVE ALCOHOLIC BEVERAGES: We request permission to serve beer and wine on the actual show grounds. The beer and wine sellers will check that each purchaser is over 21 years of age. Alcohol consumption will take place within the designated fenced grounds only. We will obtain permission from Coachella Valley Recreation and Park District .and permits from Alcohol Beverage Control for the .sale of beer and wine at this year's. event. In the several years we have offered beer and. wine at . the Festival, we have never had an incidence of public intoxication or damage to . property as a result of alcohol. consumption. The directional signs which are painted on MDO plywood will be set in place February 28 and will be taken down by March 24th TEMPORARY PORTA-PANEL We request approval from the City of La Quinta' to place a portable billboard on the Southeast corner of the intersection of Highway 111 and Washington Street for approximately two weeks prior to and during the event weekend, March 16, 17, 18, 19, 2000. Permit to hold a minor outdoor event in La Quinta FOUNDATION DATE OF EVENT: March 16, 17, 18, 19, 2000 La Quinta Arts Foundation requests a permit to hold a "Minor Outdoor Event" within the city limits of La Quinta on March 16, 17, 18, 19, 2000. This event, La Quinta Arts Festival, will be conducted in compliance with Chapter 9.216 (#348 of the Riverside County Land Use Ordinance XIXa), "Temporary Outdoor Events." The anticipated attendance at the show is not expected to exceed 1,000 at any given time. The four - day event will be open to the public daily from 10:00 a.m. until dusk, approximately 6:00 p.m. On Friday, March 19 and Saturday, March 20, we will present an evening concert extending our hours to 9:00 p.m. Artists and volunteers will arrive on March 15, 2000 to set up displays but these numbers will not exceed 300. La Quinta Arts Festival .will be held on the grounds of La Quinta Community Park, located at 77-865 Avenida Montezuma in La Quinta. Permission has been requested to hold the show on this site from the Board of Directors of Coachella Valley Recreation and Park District, the agency with jurisdiction over the park. The attached plot plan indicates: a) the area in which the displays will be exhibited: b) artist and patron parking areas; c) placement of sanitation facilities. ADEQUATE AREA TO CONDUCT THE EVENT: The grounds consist of the park itself and the ball field. Approximately 250 artists will display their work, and foot traffic will be on the grass between the displays. . The public will be admitted through one gate located at the east tip of ;the park. PARKING: Parking for artists and the public will be located to the southwest of the park on land owned by Rupert Yessayian. Public parking will be on the property owned by Eddy Nicholson bordered by the streets of Tampico, Bermudas, and La Fonda, on property owned by City of La Quinta on Navarro and Montezuma and possibly on the property owned by Bill Martin to the north of Tampico. Permission from all property owners will be sought. Professional attendants will assist the public in parking. FOOD SERVICE: Food and beverage services will be provided to the public from outside professional purveyors who will prepare food or beverages according to Health Department Standards. FIRST AID STATIONS: La Quinta Fire Department will be asked to provide standby first aid response. Ambulance access will be maintained and the entire facility and parking will have identifiable locations plotted on a grid for easy location of emergency sites. This will be communicated to all security and safety personnel. Fire exits are two twenty -foot wide gated openings in the fence on the north and south side of the park. The gridded plot map will be utilized by fire control personnel. SANITATION FACILITIES: We will. arrange for portolets to be brought in by Waste Management of the Desert. POTABLE WATER: Drinking water will be available at no cost from food and beverage vendors and from the water fountains on the park grounds. SOLID WASTE DISPOSAL: Six large covered trash containers are permanently located on the pairk grounds. La Quinta Arts Foundation will supply trash containers. Food and beverage vendors will be required to supply additional receptacles.. La Quinta Arts Foundation will see to the daily transfer of refuse to proper containers on site. SECURITY OPERATION: Security for the event will be a joint effort involving the Riverside County Sheriff's Department, the City of La Quinta and a professional security service: A private guard will patrol the premises at all -times commencing at 6:.00 p.m. on March 14th and continuing until 8:00 a.m. on March 20th. SITE RESTORATION: The site will be cleaned and restored to its original condition or better at' the conclusion, of the event. The staff and board of Coachella Valley Recreation and Parks District and city 'staff will be encouraged ' to inspect the grounds subsequent to the event. CAMPING: Exhibitors in recreational vehicles will not be permitted to camp overnight in the parking• lots nor on adjacent city streets. A list of alternative campsites has been made available to exhibitors. (See attached listing.) r PERMISSION TO SERVE ALCOHOLIC BEVERAGES: We request permission to serve beer and wine on the actual show grounds. The beer and wine sellers will check that each purchaser is over 21 years of age. Alcohol consumption will take place within the designated fenced grounds only. We will obtain permission from Coachella Valley Recreation and Park District and permits from Alcohol Beverage Control for the sale of beer and wine at this year's event. In the ,several years we have offered beer and wine at . the Festival, we have never had an incidence of public intoxication or damage to property as a result of alcohol consumption.
