Condition 20 - The parcels involved in this application shall be adjusted and/or merged with the existing maintenance building property to form one remaining parcel. Condition 21-. The sight visibility problem at the entry gate on Avenida Carranza shall be analyzed to ensure that vehicle traffic can exit the site without creating problems to bicyclists on the Bear Creek Bike Path. The design solution shall be reviewed and approved by the Community Development Director and the City Engineer. Condition 22 - The applicant shall work with the Coachella Valley Water District to eliminate the District's access to the dike from the property to the north of this site (e.g., the triangular piece of property with curb cut access on the cul-de-sac). The cooperative agreement would allow District personnel to use KSL's property to enter the Bear Creek Channel to the north. Condition 23 - The Imperial Irrigation District shall relocate or underground the existing overhead utility lines at the owner's request provided the District is reimbursed for its costs. A minimum 10- foot high vertical clearance shall be maintained between any 'overhead lines and proposed on -site equipment. Future building construction on this site shall be restricted and governed by California General Order #95. Van Houten & Associates, Inc. has been retained to perform a noise assessment for the La Quinta Golf Course maintenance facility improvements in the City of La Quinta. The proposed project is located in a residential area adjacent to Avenida Carranza at the end of Avenida Obregon (Figurel). To the north and west of the facility is the La Quinta Golf Course. To the south and east are one-story single family homes. Measurements have been obtained and an analysis has been performed to assess the existing and projected noise environments in the vicinity of the project site and to determine compliance of the project with appropriate standards. The following sections of this study provide a description of the project, the applicable standards, establish the existing and future noise exposures at the site, provide an assessment of impact, and, where necessary, recommend viable mitigation measures. PROJECT DESCRIPTION The existing maintenance facility occupies the western half of the land parcel adjacent to Avenida Carranza. The Phase I improvements in this area consist of a 16' high maintenance building in the approximate center of the lot and an employee parking area at the south end of the lot adjacent to the residence on Avenida Obregon. This parking area is also currently used for outdoor equipment storage, while a number of employees currently park at the northern end of the vacant lot that occupies the eastern half of the land parcel. There is a 6' high block wall between the maintenance facility and the residence on Avenida Obregon. 1 FORREST K HAAG, ASLA Project File: 2643-96 With the proposed improvements the vacant lot at the eastern half of the land parcel will be paved over and additional employee parking area will be constructed at the northern end of the lot. The southern two-thirds of the lot will be used for outdoor equipment storage. In addition, a 6' high block wall will be constructed along the southern, eastern, and northern sides of the land parcel. (Refer to Figure 1.) NOISE STANDARDS The City of La Quinta has placed the following conditions of approval on the proposed project: A noise study shall be prepared by a qualified engineer analyzing the impacts of the proposed project on adjoining neighbors. The study shall be prepared based on the requirements of the La Quinta General Plan (Chapter 8.0 - Environmental Hazards Element) which requires a commercial project to perform a noise study if the project is within 1, 000 feet of a residential use. The study shall make recommendations that help mitigate any noise from the facility and ensure that outdoor noise is less than 75 dB CNEL in the storage yard and less than 60 dB CNEL at surrounding residential parcels. The study should address the benefits of having a six-foot high wall versus a four foot high wall on the property lines. Refer to Appendixes I and II for a description of the A -weighted measure of noise level and the CNEL measure of noise exposure. EXISTING ENVIRONMENT The following characterizes our understanding of the current operations at the facility: • The staff begins arriving at the facility at about 5:00 a.m. during the summer and about 6:00 a.m. during the winter. Most of the employees park at the north end of the vacant lot, while some of the staff parks in the parking area south of the maintenance buildings. • Within the first hour the employees receive their assignments and prepare their equipment. About 20 pieces of equipment leave together during this hour, including tractors and backhoes from the storage area south of the maintenance building. • The employees return 4 hours later with half the equipment for a lunch break. After lunch the employees return to work with the equipment. • At the end of an 8-hour workday the employees return with all of the equipment. • During the work day there are sporadic noise events involving equipment leaving from and returning to the maintenance facility. Based on our observations at the site there are three primary sources of noise at the maintenance facility. These are: 1) activities in the employee parking lots, primarily car door slamming; 2) the 2 J. J. VAN HOUTEN & ASSOCIATES, INC. FORREST K HAAG, ASLA Project File: 2643-96 maintenance equipment leaving or returning to the facility at the beginning and end of the day, as well as at lunch; and 3) the tractors and backhoes. The following summarizes the unmitigated noise levels measured for each of thse sources: Noise Source Maximum Noise Level Equivalent Sound Level. Refer to Appendix III for a complete listing of the measurement data. Using the measured data and the assumptions identified earlier in this section we performed an analysis to estimate the maximum hourly noise level experienced at the adjacent homes. (Refer to Appendix IV for the analysis.) This value was then used to estimate the exterior CNEL at the homes, taking into consideration any existing mitigation. The results of this analysis are provided in Figures 2 and 3. Referring to the figures, the existing CNEL at the adjacent home on Avenida Obregon is estimated to be 53 dB. At the homes on Avenida Carranza, the estimated existing CNEL is 52 dB. The estimated existing average maximum noise level generated at the adjacent home by activities at the maintenance facility are summarized as follows: Noise Source Average Maximum Noise Level at Nearest Home Avenida Obregon Avenida Carranza Car parking/door slam 80 dB(A) 79 dB(A) Equipment leaving/returning 60 dB(A) 64 dB(A) Tractor/backhoe 72 dB(A) 65 dB(A) "WITH PROJECT" ENVIRONMENT It is our understanding that with the proposed project the operation of the maintenance facility will not change, with the exception of moving the outdoor storage area from the southern parking area to the vacant lot. In addition, a 6' block wall will be constructed along the southern, eastern and northern property lines to mitigate the facility noise levels that propagate to the homes on Avenida Carranza. Based on these changes, the "with project" noise environment was analyzed using the same methodology as for the existing environment (as discussed in the previous section). The results of the analysis are provided in Appendix IV and in Figures 4 and 5. Referring to the figures, the estimated "with project" CNEL is 52 dB at the home on Avenida Obregon, and 49 dB at the residence on Avenida Carranza. There will be no change in the CNEL or average maximum noise levels experienced at the home on Avenida Obregon since there is an existing 6' high wall at this location. However, at the homes on Avenida Carranza both the CNEL and the average maximum noise levels will increase by about 1 dB as a result of the lower wall height. Refer to Figure 6 and the analysis of Appendix IV. ASSESSMENT OF IMPACT As indicated in the previous sections, the existing exterior CNEL at all homes in the vicinity of the maintenance facility is estimated to be below the City's standard of 60 dB. With the equipment relocation and walls associated with the proposed project, the CNEL will be reduced even further by about 2 to 3 dB. Therefore, it may be concluded that the project, as designed, will comply with the City's noise standards. However, the CNEL metric does not address the annoyance potential of the maximum noise levels generated by the maintenance facility noise. This is better accomplished by looking at the maximum noise levels generated by the single events at the facility, the time of day at which they occur, and the frequency with which they occur. For example, at the home on Avenida Obregon, the number of single events will be reduced since the tractors will be relocated. However, the highest maximum noise level of up to 80 dB(A) generated by parking lot activities will remain unchanged. At the homes on Avenida Carranza, the maximum noise levels will be reduced by 6 dB(A) to a level of up to about 73 dB(A). The reduction will be noticeable. In addition, the residents will be exposed to the additional noise source of the tractors and backhoes. MITIGATION OF SIGNIFICANT IMPACTS Analysis indicates that there are no significant impacts associated with the proposed project relative to the City's standards. However, the maximum noise levels generated by vehicle movements and experienced at the nearby homes are considered excessive. Therefore, it is recommended that the following mitigation measures be considered in order to minimize the annoyance potential at these home: 1. Construct a 6' high wall along the property lines as proposed, rather than a 4' high wall. 2. Locate the noisiest equipment (e.g., tractors and backhoes) at the western side of the proposed storage area near the maintenance building. 4 J. J. VAN HOUTEN & ASSOCIATES, INC. FORREST K. Employees utilizing equipment and the parking areas near the residential locations should be required to a) minimize the application of power and equipment acceleration, and b) avoid car door slamming and excessive vehicle acceleration. (Refer to the assessment of safety and administrative controls prepared by Forrest K. Haag, letter dated May 9, 1996). CONCLUSION Measurements have been obtained and an analysis has been performed to assess the existing and "with project" noise levels in the vicinity of the La Quinta Golf Course maintenance facility. The results of our analysis indicates that the proposed project will not generate a significant impact at the nearby homes relative to the noise standards identified in the City of La Quinta's conditions of approval. However, the annoyance potential of the facility noise levels is considered significant. Mitigation measures have been provided to minimize the annoyance. NOISE EVALUATION CRITERIA A description of the character of a particular noise requires the following: • Amplitude and amplitude variation of the acoustics wave, • Frequency (pitch) content of the wave motion, and • Duration of the noise. The scale of measurement that is most useful in community noise measurement is the A - weighted sound pressure level, commonly called the A -level or dB(A). It is measured in decibels to provide a scale with the range and characteristics most consistent with that of people's hearing ability. A -Weighted Sound Level To establish the A -weighted level, the acoustic signal is detected by the microphone and then filtered, heavily weighting those portions of the noise which are most annoying to individuals. This weighting of sound energy corresponds approximately to the relative annoyance to human senses of noise experienced at various frequencies. The A -weighted sound pressure levels of a few typical sources of noise experienced by people within the general vicinity of the subject project are indicated in Figure I-1. The A -weighted sound level of traffic and other long term noise producing activities within and around the community varies considerably with time. Measurements of this varying noise level are accomplished by recording the values of the noise for a specified period of time. An analysis of these recordings yields the A -level values for noise that are useful in assessing the potential annoyance of the disturbance. For the purposes of this study, the following values have been used: L.0- The near minimum A -level. Ninety percent of the time the A -level is greater than this value. 1--so - The central tendency of the A -level. This value is exceeded 50% of the time during the measurement period. Leo - The near maximum A -level. This value is a measure of the long-term annoyance of the noise. REPRESENTATIVE NOISE SOURCES AND SOUND LEVELS APPENDIX II NOISE EXPOSURE - COMMUNITY NOISE EQUIVALENT LEVEL (CNEL) It is recognized that a given level of noise may be more or less tolerable depending on the duration of exposure experienced by an individual. There are numerous measures of noise exposure which consider not only the A -weighted sound level variation of noise but also the duration of the disturbance. The State Department of Aeronautics and the California Commission on Housing and Community Development have adopted the community noise equivalent level (CNEL) measure of exposure. This measure considers an energy averaged A -weighted noise level for the evening hours (from 7:00 pm to 10:00 pm increased by 5 dB, and the late evening and morning hour noise levels (from 10:00 pm to 7:00 am) increased by 10 dB. The daytime noise levels are combined with these weighted levels and then averaged to obtain a CNEL value. The United States Environmental Protection Agency (EPA) has adopted a federal policy of noise control and acceptable levels of noise exposure. The measure of exposure used by the EPA is the day -night average noise level, Ldn. This measure is essentially an average of the A -weighted sound levels experienced for each 24-hour period. Late evening and early morning (10:00 pm to 7:00 am) noise levels are more annoying and, therefore, are increased by 10 dB and averaged along with the daytime levels. This measure differs from the CNEL value only by the elimination of the 5 dB of additional weighting applied to noise experienced during the hours from 7:00 pm to 10:00 pm. For most transportation noise sources, the two measures (CNEL and Ldn) are essentially equal. A comparative description of outdoor CNEL values is provided in Figure II-1.
