RFP Addendum 1 to 2015 RFP for Contract Mgmt Services DATE: April 15, 2015 TO: All Prospective Request for Proposals (RFP) Holders RE: RFP for CIP Project Management and Administrative Support Services ADDENDUM NUMBER 1 The following shall be considered as incorporated into the Request for Proposals (RFP) for the above referenced professional services. The portions of the RFP not specifically mentioned in this Addendum remain in force. DEADLINE EXTENDED The deadline to submit proposals in response to this RFP has been extended. Proposal packages are to be submitted to the City on/before 5:00 P.M. on April 30, 2015. Proposals received after this stated deadline shall not be accepted. TYPES OF SERVICES Question: The subject or title of the RFP states to provide CIP Project Management and Administrative Support Services. The paragraph under the subject/title states "qualified consultants to provide construction management and administrative support services." Is the RFP for both CIP PM and CM services? Response: The RFP is for CIP Project Management and Administrative Support Services only. There is no Construction Management services component. Question: The last sentence of sub-section B on the third page states to submit a fee schedule using prevailing wage rates. Does the RFP include geo-technical services? Response: The RFP does not include geotechnical services. CONSULTANT TIME/PERSONNEL/LOCATION Questions: Is the City looking for someone to augment City staff on a “full-time” basis or on an “as-needed” basis? Does the City anticipate more than one project manager/construction manager? If possible, please provide the number and classifications of the staff required for the services. Response: The current contract utilizes 1.5 Full Time Equivalent positions. Two people do the majority of the work in La Quinta. Question: Must requested services be provided from the City offices or can they be provided from consultant's office and supplemented with meetings and occasionally working from the City offices? Response: The majority of project development team meetings and other meetings (such as City Council meetings) are held at City Hall, and consultant is required to attend these. However, no office space will be provided to the consultant at City Hall. LOCAL PREFERENCE Question: Does the City have local firm preference? Response: Not formally. However, a firm with a local presence can normally react quickly to the emerging issues associated with managing CIP projects. COST PROPOSAL Question: Since no projects have been identified in the RFP, should we only submit a fee schedule rather than a cost proposal? Response: The CIP is listed on the City’s website. A fee schedule is appropriate. Prospective consultant s are hereby notified that Addendum No. 1 must be acknowledged and is hereby incorporated as part of the original RFP document .
