(NAI) is a professional consulting firm specializing in project management and civil engineering. We are experienced in providing transportation planning, infrastructure financial planning, roadway and bikeway design, signing and striping design, construction traffic control design, and traffic operations analysis. In addition, we have extensive project management experience in land use planning and environmental analysis. NAI Staff is dedicated to meeting the immediate needs of its public and private sector clients in a timely and cost effective manner. We are effective public speakers and experienced facilitators for group consensus building, intergovernmental coordination, strategic planning, and impact analysis. NAI is equipped with state-of-the-art computer systems and software and is able to provide a complete range of innovative services to ensure the successful completion of each and every project undertaken. With our office in Cathedral City, a short twenty (20) minutes from the City of La Quinta City Hall, we have the ability to pick-up and drop-off documents with ease and respond to meeting requests with short notice. NAI maintains $1 Million in Professional Liability Insurance, General Liability Insurance, and Commercial Automobile Insurance coverage. NAI is uniquely positioned to provide on-call services under this contract. Having worked for the City of La Quinta the past eighteen (18) years, NAI has been actively involved in La Quinta's development into the "Gem of the Desert" it is today. NAI has in depth knowledge of La Quinta's Capital Improvement Plan as well as knowledge of current project statuses. We have been constantly working to develop successful relationships with City Staff to establish an efficient work flow and understanding of internal operations since our first contract with the City. We understand the difficulties associated with developing these relationships and their association with completing successful Capital Improvement Projects. STATEMENT OF QUALIFICATIONS Page 2 PROJECT MANAGEMENT AND CONTRACT ADMINISTRATION NAI is fully capable of providing project management and contract administration to public sector clients. Typical services include:  Coordination with and preparation of all necessary documents to acquire and maintain funding approval from a variety of regional, county, state and federal agencies;  Preparation and tracking of project schedules and budgets;  Preparation of correspondence, reports and memos necessary to administer a variety of Capital Improvement Projects;  Assisting with bidding procedures, preparation of bid summary comparisons, and development of recommendations for City Council consideration to award Public Works construction contracts;  Preparation of Requests for Proposals for project support services including construction support, design, environmental, surveying, material testing, and right-of- way;  Review and summarization of submitted proposals for project support services;  Preparation and processing of Municipal Capital Improvement Plans (CIP);  Preparation and processing of Municipal Development Impact Fee (DIF) Studies; and  Preparation of other routine correspondence. TRANSPORTATION PLANNING AND POLICY NAI Staff have been actively involved with transportation planning and policy development within the Coachella Valley for over 28 years. NAI will use this experience to provide appropriate guidance in the development of your Capital Improvement Plan. Since staff has been instrumental in the development of these programs, we are capable of assisting with any related issues. CIVIL ENGINEERING SERVICES NAI provides a wide range of engineering services to support design efforts for minor capital improvement projects. Due to the complexity of civil and traffic-related transportation projects, we understand that success hinges on understanding the project’s goals, applying innovative engineering, developing successful solutions with viable alternatives, and laying out a plan for its implementation. NAI has prepared two staffing alternatives for the City’s consideration. Alternative 1: This alternative essentially mirrors last year’s one and one half person’s contract time. Nick Nickerson, who has 28 years of experience as a Project Manager/Contract Administrator, will serve as the project lead and will be fully supported by NAI Staff. Alternative 2: This alternative proposes to assign Lorissa Gruehl, P.E., Senior Civil Engineer, on a full time basis and project lead with full support by NAI Staff. This alternative is flexible in a manner that will allow Lorissa to provide these services at a desk at City Hall, from NAI’s local office, or a combination of the two. Nick Nickerson, Senior Project Manager will continue to oversee/manage Lorissa’s work and serve as the project lead for State and/or Federal Funded projects, the City’s Pavement Management Plan Update, Capital Improvement Plan Development, and issues related to the TUMF or Measure A programs. Over the past 11 years Ms. Gruehl has worked on a variety of infrastructure planning, design and construction projects, including design-build. She has experience working directly with project development teams to create efficient and constructible projects which meet the objectives of the client. PROJECT MANAGEMENT AND CONTRACT ADMINISTRATION Ms. Gruehl has proven herself to be a capable asset to City On-call Programs. Through staff extensions she has supported cities in becoming more efficient and successful in delivering capital projects. Typical services include: plan checking and estimating, value engineering analysis, request for proposal (RFP) preparation, project engineering support, preparation and tracking of project schedules and budgets; preparation of bid documents, preparation of bid summary comparisons, and construction support. Ms. Gruehl is currently serving as a Project Engineer in support of NAI’s On-Call Project Management and Contract Administration Support Services Contracts for the City of La Quinta, City of Cathedral City, and the City of Indio PROJECT DESIGN Ms. Gruehl’s design experience includes roadway geometrics, bikeway geometrics, site grading, traffic design, traffic control design, retaining wall design, and storm drain improvements. Her knowledge and familiarity with the latest design standards, including FHWA, AASHTO, and Caltrans, facilitates successful project delivery. Ms. Gruehl has comprehensive knowledge in a variety of design software including AutoCAD, Civil 3D, AutoTURN, MicroStation, and InRoads. Miscellaneous Public Facility ADA Civil Improvements, City of La Quinta - Ms. Gruehl serves as the Project Engineer responsible for the preparation of the plans, specifications and engineer’s estimate (PS&E) for on-site ADA Improvements to the City of La Quinta’s Library, Civic Center Park, and La Quinta Park. The project limits included approximately 4 million square feet. Carranza Drainage Improvements, La Quinta, CA - Ms. Gruehl served as the Project Engineer responsible for the preparation of the PS&E for drainage improvements along Avenida Carranza in La Quinta, CA. Improvements included grading for a swale, concrete overside drain, concrete headwall, and joining and extending 36” CMPs. Ortega Sidewalk Improvements and Lighted Crosswalk, Cathedral City, CA - Ms. Gruehl serves as the Project Engineer responsible for the preparation of the PS&E for sidewalk gap closures, ADA compliant sidewalk ramps, lighted crosswalk improvements, and curb and gutter gap closures from Cathedral Canyon Drive to Date Palm Drive along Ortega Road and at the intersection of 30th Avenue and Avenida La Paz. Other Experience Includes: Design/Build Services for Fiber Optic Network Project, Port of Long Beach, CA - Ms. Gruehl served as the Project Engineer responsible for coordinating directly with the contractor to develop plans, installation details, record drawings, ordering and tracking construction materials, leading monthly progress meetings, preparation of traffic control plans, right of way research, and cost estimating. Improvements included the design and installation of a Fiber Optic Network (FON) throughout the Port of Long Beach Harbor complex. Cherry Avenue Grade Separation, County of San Bernardino, CA - Ms. Gruehl served as the Project Engineer responsible for Engineering and Environmental services to widen the existing grade separation at Cherry Avenue. As Project Engineer, Ms. Gruehl coordinated with the County of San Bernardino, SCRRA, and BNSF Railway, and was in responsible charge for the design and preparation of the PS&E package. Project tasks included preparation of roadway layout, grading, signal plans, retaining wall plans, signing and striping plans, coordination of the environmental documents, and preparation of specifications and estimate. Mr. Nickerson has a strong background in civil engineering with an emphasis in structural engineering. With over 5 years of experience in design and project management, he brings an array of knowledge to support capital improvement projects from cradle to grave. PROJECT MANAGEMENT AND CONTRACT ADMINISTRATION In the past few years, Mr. Nickerson has developed a solid reputation for providing administrative and engineering support for federal and state aid projects. He has written grant applications to successfully secure funding from federal programs such as STP and CMAQ as well as the new Active Transportation Program (ATP), and for regional transportation funds such as TDA Article 3 (SB821) for Bicycle and Pedestrian facilities in the County of Riverside. With his in depth knowledge of state and federal procedures as well as his continuously developing network of agency contacts, he is able to successfully manage the projects through the federal and state funding requirements. This on-going support requires a significant amount of interagency coordination between the cities, utilities, and the California Department of Transportation (Caltrans). He has an intimate knowledge of local standards as well as state standards; including the Local Assistance Procedures Manual, the Local Assistance Programs Guidelines, the Project Development Procedures Manual, etc. City of Indio On-Call Project Assistance, Indio, CA Mr. Nickerson is currently under contract with the City of Indio to provide project management and contract administration support services for a variety of Public Works Projects. Typical services include: coordination with and preparation of all necessary documents to acquire and maintain funding approval from variety of regional, county, state and federal agencies; the preparation of correspondence, reports and memos necessary to administer a variety of City Capital Improvement Projects; preparation of bid documents, preparation of bid summary comparisons, and development of recommendations for City Council consideration to award Public Works construction contracts; and preparation of other routine correspondence. Senior Project Engineer Page 11 Representative projects include: Indian Palms Country Club Pavement Management Plan, Indio, CA - This project consisted of inspecting 7.5 miles of community streets and compiling a Pavement Management Plan for the Indian Palms Country Club Association. Mr. Nickerson was responsible for leading the inspection of the streets, uploading the information to MicroPAVER, determining the Pavement Condition Index (PCI), and writing the Pavement Management Plan. Sculpture Footing Design, Cathedral City, CA - The City of Cathedral City was donated two sculptures from renowned sculptor Simi Dabah. Mr. Nickerson was charged with the preliminary design of the footings for each sculpture. Jackson/Market Traffic Signal, Indio, CA - This project included the installation of a traffic signal at the intersection of Jackson Street and Market Street; and interconnect of traffic signals along Jackson Street in the City of Indio. Funded through CMAQ, Mr. Nickerson was responsible for assisting construction management, invoicing, and final project close out following the federal guidelines. This required knowledge of the federal reimbursement and final report of expenditures requirements. Seismic Retrofit Projects, Indio, CA - This project consists of four bridge seismic retrofits and two scour protection plans in the City of Indio. Mr. Nickerson is responsible for managing the design consultant in preparing the final Plans, Specifications and Estimates for bid. He is also responsible for getting the appropriate federal funds authorized in order to move the project along. Avenue 44 Low Water Crossing Replacement, Indio, CA - This project involves replacing the existing low water crossing with an all-weather access bridge in the City of Indio. Mr. Nickerson is responsible for getting the federal funds authorized for Preliminary Engineering, writing the RFP, amending the City of Indio Professional Services Agreement to include federal language and managing the design consultant to develop a timely project. French Valley Interchange, Temecula, CA - Engineering assistant responsible for Type Selection submittal management. The project included 12 structures, including bridges and retaining walls, along the I-15 corridor in Temecula. Friars Road Overcrossing (Widen), San Diego, CA - Engineering assistant responsible for main bridge design and detailing. The structure included a thin widening on each side of the existing Friar Road Overcrossing over SR-163. We are sensitive to community impacts and recognize the need for preparing biddable, constructible plans, specifications, and engineer’s estimate (PS&E) packages; along with schedules that are achievable considering the restraints of time, labor, materials and equipment. The NAI Team recognizes the value and need for immediate action to respond to time sensitive project management issues. NAI will, in essence, serve as an extension of City staff while working assigned work objectives. As such, our project lead, Nick Nickerson, will be available and “reachable” before, during and after normal city business hours by simply calling his mobile phone at (760) 861-6401. NAI specializes in staff augmentation services and is prepared to provide the following tasks under this contract: Task 1 Prepare and submit necessary documents, and coordinate with various regional, county, state and federal funding agencies to acquire and maintain funding approval. Administering regional, county, state or federal funding begins with the grant application and does not end until the final report of expenditures is accepted and final payment is received by the City. NAI has successfully delivered hundreds of millions of dollars' worth of projects fully or partially funded with grant monies. NAI’s Project Team has a better than average understanding and working knowledge of the various grant requirements and/or procedures and stay current on the ever changing environment. This knowledge and experience will ensure the successful delivery of capital projects that are funded with these restricted sources. Task 2 Prepare and track project schedules. At the beginning of the fiscal year the NAI Team will meet with City Staff and assist in prioritizing the delivery of each project listed within the City’s Capital Improvement Program (CIP). NAI will prepare an overall critical path method schedule to clearly illustrate when objectives for each project will be accomplished and the time relationship with other projects. This timeline is invaluable in managing staff workload, design consultant deliverables and anticipating approvals by city management and elected policy makers. PROJECT UNDERSTANDING AND APPROACH Page 13 Task 3 Prepare correspondence, reports, and memoranda necessary to administer various City capital improvement projects. The NAI Team fully understands the necessity of preparing clear and concise correspondence that discusses the advantages and/or disadvantages of project alternatives. We are fully prepared to draft any necessary correspondence, report, or memorandum necessary to successfully deliver the city’s capital projects. Task 4 Assist with bidding procedures, prepare bid summary comparisons in a table format, and make recommendations for City Council consideration to award Public Works contracts for construction. This critical objective begins with the preparation of biddable specifications, constructible plans, and realistic engineer’s estimate (PS&E) package. The NAI Team, fully experienced with city procedures, will assist with plan checks, verifying engineer’s estimate, and preparing the "front end" of the project specifications. We will also assist in responding to contractor requests for information (RFI), preparing any necessary addenda to the bid documents, preparing bid comparison summaries that compare the bids received to the engineer’s estimate, performing due diligence on the low bidder, and preparing a staff report with award findings and recommendations for consideration by the City Council. Task 5 Prepare and conduct informal request for proposals to construction support sub-consultants, summarize proposals received and make recommendations for award of Professional Services Agreements. The NAI Team has a strong working knowledge of the City’s Consultant Selection Process for both small and large projects. We will draft comprehensive Request for Proposal (RFP) and/or Request for Qualifications (RFQ) that clearly define the project scope and intent and identifies critical path schedule or administrative issues. We will incorporate State and/or Federal requirements when necessary. We will negotiate the consultant’s scope of work, negotiate the right fee, prepare resultant professional services agreement, and prepare a staff report with consultant selection findings and recommendations for consideration by the City Council. Task 6 Monitor and report on project status, budget vs. actual expenditures, and contract time vs. actual time. The NAI Team will provide project specific input to the departments “Master Schedule” which provides a status of all critical path project issues. We will be prepared to report all project matters related to budget, expected expenditures and delivery schedule in the Department's monthly Master Schedule meeting or any necessary impromptu meeting. We will also prepare for and attend the bi-monthly meeting with Finance Department staff if requested. PROJECT UNDERSTANDING AND APPROACH Page 14 Task 7 Prepare staff reports for City Council consideration. The NAI Team will continue to prepare any necessary staff report that ensures the successful deliver of assigned capital projects. We have unique knowledge of the City's preferred format saving City Staff review time and effort. Task 8 Prepare and/or manage the City’s Development Impact Fee Update. The NAI Team is thoroughly familiar with the City’s Development Impact Fee Study. We understand all of its components and are fully capable of updating the fee study. We also have considerable experience working with the Desert Valley Builders Association (DVBA) staff. This experience as proven invaluable during past Fee Study updates. Task 9 Assistance with issues associated with the Coachella Valley Transportation Uniform Mitigation Fee (TUMF) Program. NAI’s Principal/Senior Project Manager was instrumental in the development of the Coachella Valley Transportation Uniform Mitigation Fee (TUMF) Program while serving as the Director of Transportation and Planning for the Coachella Valley Association of Governments. As such, NAI is more qualified than most to assist the City with TUMF related issues. Task 10 Assistance with the Measure A ½ Cent Sales Tax Capital Improvement Plan and Maintenance of Effort requirements. The Measure A ½ Cent Sales Tax policies and procedures were also developed by CVAG in conjunction with its TUMF Program.
