Urban Crossroads - Proposal 12604-01 Noise Proposal PROPOSAL FOR SERVICES May 8, 2019 Cheri Flores Planning Manager City of La Quinta 78495 Calle Tampico La Quinta, CA 92253 SUBJECT: X PARK NOISE IMPACT ANALYSIS Dear Cheri Flores: Urban Crossroads, Inc. is pleased to submit this proposal agreement to City of La Quinta (“Client”) to provide a Noise Impact Analysis for the X Park (“Project”), which is located at the southeast corner of Dune Palms Road and Westward Ho Drive, in the City of La Quinta. It is our understanding that the Project is to consist of an outdoor skate park consisting of 87,000 square feet in improved area, with 30,000 square feet dedicated to facilities designed for skateboarders and BMX riders, and an approximately 2,000 square-foot building. QUALIFICATIONS Urban Crossroads, Inc. has prepared Noise Impact Analyses in the City of La Quinta and throughout Coachella Valley (CV), including site-specific studies for individual residential and commercial developments, and program-level analyses of larger projects, such as the multi-modal CV Link corridor project and the CV Water District Cr6 Water Treatment project. Our noise team maintains an understanding of local jurisdiction requirements, and a strong technical background in the application and development of noise prediction models. Please find resumes of our noise team attached for reference. SCOPE OF WORK The following scope of work and associated professional fees represent the services necessary to complete the Noise Impact Analysis: TASK 1: EXISTING CONDITIONS 1.1 Identify and review applicable, Federal, State and Local Noise criteria. This includes the City of La Quinta Noise Element and Municipal Code to determine appropriate noise standards and significance criteria. Cheri Flores City of La Quinta May 8, 2019 Page 2 of 4 12604-01 Noise Proposal 1.2 Review the Project study area to identify noise-sensitive uses as well as the source and location of potential noise generators. This information will be used to select the noise monitoring locations. 1.3 Collect long-term 24-hour ambient noise level measurements in the Project study area at up to six locations to quantify the existing noise environment. All noise level measurement equipment will satisfy American National Standards Institute (ANSI) standard specifications for sound level meters ANSI S1.4-2014/IEC 61672-1:2013. The noise level measurements will be collected consistent with the criteria outlined in the Municipal Code. Briefly describe the ambient noise conditions in the Project study area. TASK 2: OPERATIONAL NOISE ANALYSIS 2.1 Collect reference noise level measurements to represent the expected stationary source impacts associated with the proposed X Park Project land uses including, outdoor skateboarding and BMX activities, and potential outdoor amplified music. 2.2 Evaluate the potential stationary source noise impacts associated with the operation of the proposed Project and recommend mitigation measures to reduce the potential noise impacts to any nearby noise-sensitive uses. 2.3 Assess the operational noise impacts expected at the nearby noise-sensitive uses. The analysis will include a map showing the relationship between the noise source and each surrounding noise-sensitive receptor taking into account the distance and existing noise barriers. 2.4 Identify potential noise abatement measures to ensure that the noise levels satisfy the applicable City of La Quinta criteria at the sensitive receiver locations. TASK 3: NOISE IMPACT ANALYSIS 3.1 Summarize the results of the study in a Noise Impact Analysis report addressing the potential impacts associated with the Project and provide the appropriate mitigation measures to reduce the impacts to levels of less than significant. 3.2 Revise the Noise Impact Analysis report based on comments (provided by Applicant and/or City staff) for up to one (1) review cycle. PROFESSIONAL FEE The fixed fee to accomplish the above Scope of Work is $6,800. Due to potentially dynamic Project considerations including, but not limited to: environmental occurrences, changes in the Project description, and/or modifications in public/private policy, Urban Crossroads reserves the right to shift funds among individual task budgets according to specific needs. If these tasks are required to secure approval of the project, Urban Crossroads, Inc. would be pleased to perform them and charge the Client based on the hourly rates detailed in Exhibit A. REQUIREMENTS To complete the study please provide the following items: • Description of potential Project noise sources or special noise generators. DELIVERABLES/TIMING It is estimated that the Noise Impact Analysis will be completed in 25 working days from the date of Client’s authorization and subsequent receipt of all requested data essential to complete the study, including the final site plan. Additionally, any delays resulting from circumstances beyond our control, such as environmental occurrences, changes in the Project description, and/or modifications in public/private policy may extend the time schedule. In the event this occurs, Urban Crossroads, Inc. will make the Client aware of such issues and adjust expectations accordingly. A PDF (electronic) version of the report will be provided for the client’s use. TERMS If agreeable, this letter serves as our mutual, contractual agreement and authorization to proceed. The Client agrees to compensate Urban Crossroads on a Task Progress Basis (percentage of job completed) as subsequent work is completed.
