(CASC), appreciates your interest and is pleased to provide your City with the enclosed proposal for the City of La Quinta for On-Call Planning Services. CASC understands that the City desires to partner with a competent and qualified team of Land Use Planning and Environmental Professionals to provide “top- notch” environmental services and prepare a wide variety of CEQA and NEPA environmental clearance documents, provide planning project management services, and conduct complex technical research and land use work activities for the Planning Division. At CASC, our team of dedicated environmental planners and seasoned land use planners have provided identical support services to a wide variety of southern California municipal partners. CASC has reviewed the Scope of Work contained within the City’s RFP and will provide experienced Planning and Environmental Services to the City of La Quinta, which includes the review of development applications submitted to the City, the preparation of environmental support documents, as required by the California Environmental Quality Act (CEQA), the National Environmental Protection Act (NEPA), and the City’s Rules to Implement CEQA. CASC will provide “on-call” CEQA Services for the City and serve as an augment to your City staff in the preparation of Notices of Exemption, Initial Studies (IS), Mitigated Negative Declarations (MND), and Environmental Impact Reports (EIR). CASC will also assist and support the City in your peer-review of applicant-prepared CEQA documents, as well as related technical reports prepared in support of the overall environmental document. CASC will also provide subject matter experts to peer-review reports such as Biological Reports; Traffic, Parking, and Circulation Studies; Air Quality/Greenhouse (GHG) Analyses; Water Quality Management Plans (WQMP); Hydrology; Natural Resources; Cultural/Historic; and Noise Impact Reports submitted as part of the environmental review and City’s entitlement process (e.g., Zoning Administrator, Planning Commission, and City Council). CASC is experienced in providing competent and legally adequate reviews of the anticipated studies. In addition, CASC will perform our support services, under the direction of the Planning and Community Development Administrator for the City, and in support of the City’s Rules to Implement CEQA. Below is our proposed approach and understanding to accomplish the preparation of Environmental Clearance Documents and provide CEQA Consulting Services as specified by the Scope of Work in the RFP. • CASC’s general approach to a project is one that takes maximum advantage of our Environmental Planning and Land Use experience and combines it with the City’s General Plan policies and Municipal Code requirements to produce a practical approach to overall contract services. Additionally, CASC recognizes the pride the City has in providing the region with quality services while remaining cognizant of cost and efficiency. As an extension of City Staff, CASC’s services would remain in line with the high-quality reputation the City has built throughout the Riverside County region. • Should conditions be discovered that are not currently anticipated, the CASC team is technically seasoned in developing and implementing innovative solutions for the City to resolve potential concerns. The firm is known for its “can do” approach, including services ranging from CEQA/NEPA Environmental Services for local agencies to processing a wide range of Planning and Environmental applications. SERVICES PROVIDED: Traffic Impact Analysis, Parking Surveys, Modeling and Simulations, Traffic Calming, Air Quality Analysis, Health Risk Assessments, Noise Level Measurements, Stationary Source Noise, Traffic Engineering, Circulation Planning, Complete Streets, Greenhouse Gas Emissions, Energy Analysis, Traffic Noise Prediction, Construction Noise. 4 CITY OF LA QUINTA ON-CALL PLANNING SERVICES PROJECT PROFILES AND REFERENCES RIVERSIDE 40 TENTATIVE MAP VISTA SANTA ROSA, CA CASC has prepared an Initial Study/Mitigated Negative Declaration (IS/MND), for a proposed residential subdivision consisting of 80-single family residential lots, with a minimum lot size of 10,000 square feet located at the southeast corner of Monroe Street and 55th Avenue in the unincorporated area of the County of Riverside adjacent to the City of La Quinta. The Project includes a significant amount of permanent open space that will integrate quasi-commercial agriculture per the Vista Santa Rosa Design Guidelines adopted in 2008. CASC has prepared the Initial Study Checklist (in accordance with the newly adopted Appendix G of the State CEQA Statutes) on behalf of the County of Riverside Transportation and Land Management Agency (TLMA) in order to satisfy the requirements of CEQA for this proposed development. In addition, to the CEQA document preparation, CASC is preparing a Hydrology and Hydraulics Report, Drainage Report, a Preliminary Water Quality Management Plan (P-WQMP), an Air Quali- ty/Greenhouse Gas (GHG) Analysis Report in support of the Project, as well as peer-reviewing and integrating several additional technical studies including, Noise, and a Phase I Environmental Site Assessment (ESA). DEVELOPMENT REVIEW/PLAN CHECK/ENVIRONMENTAL SERVICES CITY OF DESERT HOT SPRINGS, CA CASC served as an “on-call” consultant, to the City of Desert Hot Springs, to pro- vide a wide array of Development Review/Plan Check Services and Environmental Planning and Regulatory Services for the City of Desert Hot Springs. CASC was part of the City’s approved on-call list of Environmental Planning and Land Use Consult- ants that assisted in land use, zoning, and CEQA environmental review of a wide array of major development applications, including residential, commercial, and several new industrial projects, associated with the City’s Municipal Code. CASC’s municipal planning and environmental services provided a much needed asset to the City for cost-efhective and efficient services towards the community and your business partners. As part of CASC’s Scope of Work, our firm provided Design Review, General Plan and Zoning Compliance relative to new Development Projects that were submitted to the City. INITIAL STUDY, BRIDGE INVESTMENT GROUP HOLDINGS CITY OF MORENO VALLEY, CA CASC recently completed the drafting, management, and preparation of a highly technical Initial Study (IS), which resulted in a Mitigated Negative Declaration (MND) for the proposed Roc Belago Project. CASC prepared and managed the Ini- tial Study, provided a technical and CEQA-level peer review of the third party spe- cial studies, managed the responses to the public and agency comments received. The entire project site, comprised of the existing 27-hole golf course and the driving range facility, occupies approximately 270 acres. The golf course meanders through the northern portion of the Moreno Valley Ranch community as depicted in Figure 3. The 21.96-acre project site of the proposed multi-family residential complex is an irregularly shaped parcel being created by means of a Par- cel Map currently being processed and is located east of Moreno Beach Drive and south of John F. Kennedy Drive. The site was previously used as the driving range for the Moreno Valley Ranch Golf Course, which closed golf op- erations in August of 2015. The proposed apartment site is bordered on the north by existing multi-family resi- dential development and the golf course club house fronting on John F. Kennedy Drive, to the east by single- family residential development fronting on Bay Hill Drive, to the south by open space and single-family residential development along Championship Drive and to the west by golf course/open space along Moreno Beach Drive. The proposed project entitlement includes a General Plan Amendment of the Land Use Designation, Change of Zone/Specific Plan Amendment No. 9, Plot Plan for the multi-family residential complex and a Tentative Parcel Map to reconfigure planning areas and create the legal parcel for the residential com-plex. The amendments to the City General Plan as well as the Moreno Valley Ranch Specific Plan 193 will permit the development of 417 multi-family residences. The proposed Specific Plan Amendment No. 9 will reconfigure planning areas and change the designation on the 21.96-acre apartment site from Open Space (OS) to High Residential (HR). CONTRACT ENVIRONMENTAL SERVICES CITY OF HEMET, CA CASC was recently under contract with the City of Hemet to provide management of a CEQA document, which results in an Initial Study (IS) and Mitigated Negative Declaration (MND) for a proposed “Shop-N-Go” Conditional Use Permit (CUP), located at the southwest corner of Fruitvale and Sanderson Avenues. The pro- posed Project includes a two-phase development, with Phase One including a Con- ditional Use Permit (CUP) for the 3,607 s.f. convenience store with no alcohol sales proposed. The Project also includes a 1,500 s.f. service commercial retail, and a 4,859 s.f. fuel canopy with 16 gas pumps. Phase Two includes a 3,278 s.f. drive-thru restaurant and a 17,500 s.f. retail building incorporating a pharmacy drive-thru. The pro- posed Project is located on a 4.04-acre parcel located at the southwest corner of Fruitvale and Sanderson Ave- nues. CASC was in charge of managing the environmental research, coordination with various technical sub- consultants, the project proponent, and the City of Hemet to efficiently and effectively prepare the IS/MND for consideration by the City of Hemet Planning Commission through posting of the Notice of Determination (NOD). BIOLOGICAL RESOURCE MANAGEMENT COUNTY OF RIVERSIDE, DEPARTMENT OF WASTE RESOURCES CASC is currently under contract with the County of Riverside – Department of Waste Resources to provide biological resource management, preparation of Hab- itat Management Plans, and supervise the installation of wetlands mitigation with- in the Lamb Canyon Landfill, which is located north of State Highway 79, within the City of Beaumont. The Lamb Canyon Landfill is operated by RCDWR and has been in operation since 1970. The Lamb Canyon Conservation Area (LCCA) was established to provide on-site habitat as mitigation for impacts relating to landfill expansion projects. A Restrictive Covenant was placed over the LCCA as an interim measure until the US Army Corps of Engineers (USACE) completes processing the proposed Conservation Ease- ment. CASC is preparing a work plan for the enhancement of biological mitigation areas, that includes the installa- tion and replacement of criteria plants in compliance with United States and Fish and Wildlife Service (USFWS) and Army Corps Guidelines. CASC is in charge of managing the biological enhancement and mitigation protocols, coordination of installation contractors and act as an extension of staff for the County of Riverside – DWR to effi- ciently and effectively achieve compliance of the updated LCCA through the Army Corps of Engineers. PRADO MOTORSPORTS PARK CONSTRUCTION ASSISTANCE CITY OF CORONA, CA CASC’s Senior Biologist, Ms. Boydstun, serves as the Project Manager and Biologist for a project that is proposing to develop an ofh-road motorsports park and associ- ated infrastructure on approximately 96.6-acres of the total 162.3-acre project site. Prado Raceway will include a gated entry, access roads throughout the park, several designated parking areas and multiple closed course tracks for riders of all skill levels, and a 65.6-acre open space area. In compliance with the Western Riverside Multi-Species Habitat Con- servation Plan (WRMSHCP), CASC has managed the Plan compliance on behalf of project proponent. Our activi- ties have included conducting vegetation mapping, focused surveys for the western burrowing owl, least Bell’s vireo, and narrow endemic special status plant species. In addition, CASC has assisted with southwestern willow flycatcher focused surveys. FRENCH VALLEY MARKETPLACE FRENCH VALLEY, CA CASC recently drafted, managed, and prepared a highly technical Initial Study (IS), which resulted in a Mitigated Negative Declaration (MND) for the proposed French Valley Marketplace located in the unincorporated area of French Valley (Riverside County, CA). CASC prepared and managed the IS, provided a technical and CEQA-level peer review of the third party special studies, managed the public agency comments and represented the environmental portion of the Project to Riverside County TLMA staff. The proposed Project is located at the northeast corner of Thompson Avenue and Winchester Road (State Route 79). The Project is located within the Quinto Do Lago Specific Plan (SP No. 284). The Project proposes to develop and construct approximately 151,231 square feet (sf) of retail and service commercial buildings, along with associated landscaping, infrastructure, ingress/egress, and water quality features. The proposed development will grade and construct approximately 19.62 net acres within an approximate 20-acre parcel. The primary access point will be the future extension of Leon Road, which will terminate at the Project boundary and create a new signalized in- tersection at Thompson and Leon. The Project also proposes a secondary access location, closer to the Thompson Road/SR-79 intersection. This entrance and exit will serve as a “right-in/right-out”. The project proposes approxi- mately 543 parking stalls, which includes 26 stalls reserved for disabled parking. CASC coordinated and managed the project’s review with the Airport Land Use Commission (ALUC) to obtain a finding of consistency with airport guidelines due to the Project’s vicinity to the French Valley Municipal Airport. CASC worked to expedite this process due to a limited Project timeline and was successful in receiving a finding of consistency from the ALUC board within one month. This task consisted of meeting several times a week with ALUC stafh and the Client to ensure that the Project met open area requirements and maximum building occu- pancy thresholds. CASC worked with the Client to identify potential locations onsite for the required open area that would meet the height and diameter requirements of ALUC. CASC coordinated with the Project architect to ensure that the proposed building floor plans did not exceed ALUC’s building occupancy per average acre and per single acre. CASC also prepared an airport land use compatibility exhibit and occupancy analysis in support of these requirements. CASC was able to negotiate conditions of approval that provided flexibility for the Client, while still maintaining consistency with ALUC standards. Furthermore, CASC reached out to and coordinated with Caltrans to request a right in/right out driveway access to the site. DIAMOND VALLEY ESTATES SPECIFIC PLAN AND EIR COUNTY OF RIVERSIDE, CA CASC is currently under contract with Diamond Valley Estates, LLC to provide pro- ject management, public outreach, environmental document and MSHCP compli- ance for this new master planned community located within the unincorporated community of Hemet. CASC serves as the Environmental Project Manager for the 413-acre specific plan proposal, including the extension of new water and recycled water lines, sanitary sewer facilities, a new 4-million-gallon water tank (permitted through EMWD), and over 570 residential units of various sizes, layouts, and densities. The specific plan proposal includes over 500,000 s.f. of mixed-use commercial, civic, and retail land uses strategic orientated throughout the plan. The proposed Project is also located within a Criteria Cell Unit of the WRC-MSHCP. CASC is responsible for the management and draft- ing of a MSHCP compliance report, a DBESP and JD, as well as processing the HANS application through the Coun- ty of Riverside Environmental Programs Division (EPD). CASC brings an experienced working knowledge of the HANS process and compliance requirements, having managed several dozen HANS projects prior to the Diamond Valley Estates Specific Plan development. For the proposed development, CASC represented the developer in negotiations with County stafh through the HANS and HANS – Phase II processes, working closely with EPD stafh to ensure the Plan conservation goals are met while providing a viable footprint for new development to meet the County’s growing housing needs. Infrastructure improvements for the increase in heavy traffic, commuters and residents are essential. In addition, SR-60 is a major east-west transportation route and a Surface Transportation Assistance Act (STAA) Route for use by oversized trucks. On SR-60, Theodore Street is a strategic access point for the existing and proposed development in the eastern edge of the City. The current two-lane and two ramp configuration will not support the anticipated area growth. A modified clover leaf and bridge replacement was the chosen alterna- tive to improve traffic to meet 2035 projections. Approved by the City Council the new plan will not only relieve future congestion at the interchange and on local roads by increasing capacity and accommodate truck traffic, it also provides segregated non-motorized lanes. During the PA&ED phase Leighton provided the Structures Prelim- inary Geotechnical Design Report, Preliminary Materials Report, Initial Site Assessment, and Aerial Deposited Lead (ADL) Study. Previously, Leighton had completed reports for the adjacent industrial development which in- cluded pavement design and Materials/Geotechnical Design Report, for East and West Bound On-Ramp/Ofh Ramps to Theodore Street, a Preliminary Geotechnical Evaluation and ADL survey of SR-60 from Theodore Street one mile west to Redlands Boulevard. The geotechnical related reports were prepared with available data, includ- ing our in-house reports. The ISA and ADL Survey required field exploration, to obtain soil samples for analytical testing, and paint samples of the existing bridge. These activities were conducted with a Caltrans approved work plan. Leighton expended our in-house data from the Theodore to Redlands project for the PGDR, ISA, and ADL, saving the City both time and money. URBAN CROSSROADS WESTRIDGE COMMERCE CENTER PROJECT CITY OF MORENO VALLEY, CALIFORNIA Urban Crossroads, Inc. prepared a traffic, air quality, health risk, climate change, and noise impact analysis for a proposed 937,260 square foot industrial ware- house project generally located south of the SR-60 Freeway, west of Redlands Boulevard, and north of Fir Avenue in the City of Moreno Valley. The analyses were conducted in support of the project Environmental Impact Report (EIR), and included detailed analysis of the surrounding roadway network and the adjacent freeway mainline as well as a detailed analysis of impacts to neighboring sensitive land uses. Consistent with City of Moreno Valley requirements, the project traffic report evaluated the potential impacts to traffic and circulation associated with development of the proposed project for project opening year and long- range General Plan Buildout traffic conditions. The air quality, health risk, and climate change analyses identified impacts resulting from development of the project on a localized and regional level. Applicable mitigation measures were identified to lessen the air quality, health risk, and climate change impacts. The noise impact study analyzed long-term ofh-site traffic noise impacts as well as daily operational on-site noise impacts and short -term construction related noise impacts. He is prac- ticed in circulation plans and transportation studies for various planned communities throughout Southern Cali- fornia. Pranesh Tarikere, Senior Engineer: Mr. Tarikere has worked in transportation planning and traffic engineering since 2003. Mr. Tarikere has developed a wide range of expertise in transportation planning, transportation modeling, neighborhood traffic control, and traffic impact analysis. Haseeb Qureshi, AQ/GHG Specialist: Mr. Qureshi has been working in the field of air quality, climate change, health risk assessment, and vehicular and non-motorized transportation planning and analysis since 2006. He, has authored numerous air quality, health risk, greenhouse gas, traffic impact analysis studies, and provided in- put into project design to promote sustainability and walkability for projects ranging from small development projects to citywide General Plan updates and large scale specific plans. He will provide the City with Air Quality/ Greenhouse Gas/Climate Change/Health Risk Assessments, and peer review of client prepared reports. Alex Wolfe, Senior Noise Analyst: Mr. Wolfe has been involved in the analysis and reporting of noise impacts to and from development projects using the Federal Highway Administration (FHWA) Traffic Noise Model (TNM), and utilizes Geographic Information Systems (GIS) to graphically represent existing and future noise environ- ments. His technical expertise includes environmental noise measurements and modeling. He will provide the City with Noise Impact Analysis, and peer review of client prepared reports. 13 CITY OF LA QUINTA ON-CALL PLANNING SERVICES WORK PLAN AND TECHNICAL APPROACH PROJECT UNDERSTANDING: The City of La Quinta (incorporated 1982), coined as the “Gem of the Desert,” is located in the Coachella Valley between the cities of Indian Wells and Indio. As of 2017, the population of the City of La Quinta (City) is approximately 42,000. The City is well known for being a leading golf destination in the nation, and was founded with a goal of providing well-planned and desirable neighborhoods, a diversified economic base, and exceptional recreational and cultural opportunities. The City home to the Desert Cahuilla Indians, ranches, recreational amenities, as well as a large seasonal population of “snow birds.” As the City population grows, La Quinta emphasizes the need for a broad range of transportation and economic development opportunities, especially those that reduce impact to the environment and effectively move people and goods. Currently, the City is processing various capital improvement projects and planning projects in the pipeline that enhance their economic vitality and livability. CASC offers the technical knowledge and experience to provide the City with of the requested professional planning services, including project management of specialized and complex projects, conducting due diligence research and development application review, preparing CEQA and NEPA documents such as Categorical Exemptions, Negative Declarations, Mitigated Negative Declarations, Mitigation, Monitoring, and Reporting Plan (MMRP), and Environmental Impact Reports. One of the key elements in preparing environmental documents is having a solid understanding of the proposed project prior to initiating technical studies and environmental analyses. This can result in significant time and cost savings for our clients by reducing the need to backtrack and duplicate field efforts as a result new or changed project circumstances, while also providing quality control. CASC can assist the City in defining the precise location and boundaries of the proposed projects and can prepare all of the components, facilities, and associated infrastructure required to construct and operate the proposed project. In addition, CASC has the ability to work with staff and applicants to resolve potential issues and assist with the project case review, entitlement and complex environmental process from the kick-off meeting through the completion of the public review comment period, preparing staff reports, and attending and responding to questions at the public hearings. PROJECT MANAGEMENT: CASC strongly believes in accountability of target milestones and work product. In order to stay on track, CASC uses Deltek software for our project data recording and analyses. This networked system is user-friendly and allows our project management staff to access up-to-date information regarding all project phases. The immediate availability of accurate project data allows for maximum project budget control down to the individual task level. Furthermore, CASC utilizes Microsoft Project scheduling software to track key deadlines and milestones to ensure that project deliverables are met in a timely fashion. The Project Manager reviews the scheduling software on a daily basis to ensure tasks are within its projected timeframe and meets with the Director of Planning on a weekly basis to go over project budget and status. When there are numerous moving parts to a project, communication is central to meet target deadlines. Therefore, the Project Manager will make it a priority to hold conference call updates with key personnel and subconsultants should there be any revisions to the project such as the site plan or the CEQA document on a regular basis. Each and every CASC project may be easily accessed, tracked, and updated via download from our accounting to scheduling systems. All CASC Project Managers has been thoroughly trained in the use of these systems and has access to their project data through the Vision interface. TECHNOLOGY AND COMMUNICATION: Concise and effective communication with the City and staff is key to a successful project timeline. With the use of top-of-the-line software such as Bluebeam Revu Standard (“Bluebeam”), CASC will help the City ensure that responses to comments received on the environmental documents are complete and adequate for purposes of CEQA. CASC shall utilize Bluebeam to receive electronic review of plans and maps from the City and ensure a streamlined process of receiving comments. CONDUCTING PRELIMINARY ENVIRONMENTAL COMPLIANCE REVIEW: CASC’s proposed approach to preparing environmental documentation reflects our extensive experience with the preparation of documentation for various types of projects. CASC will coordinate with the City to obtain necessary project information, such as a site plan, related studies, and documents, including electronic files for GIS and/or CAD for mapping exhibits. Once the project description is prepared and agreed upon by all entities, CASC will conduct a preliminary environmental compliance review to determine whether the project is subjected, exempted, or excluded from environmental review from CEQA. CASC’s Director of Planning, Frank Coyle will contact the City’s project planner to schedule an initial “Kick-Off Meeting” with the appropriate City Staff and Project proponent, as necessary. Prior to attending the Kick-Off Meeting, CASC will prepare an agenda to guide the meeting in an efficient, timely 14 CITY OF LA QUINTA ON-CALL PLANNING SERVICES manner, and to solidify which complex technical studies are required to comply with CEQA and result in a complete and defensible CEQA document. We also conduct a preliminary constraints analysis to ensure the proper consideration of environmental resources and limitations of a proposed project site. Finally, CASC will discuss the Work Plan details of the process, including an identification of responsibilities and communications protocol, important milestones, and quality control procedures. Typcally within 48-hours of the Kick-off meeting. CASC will prepare and submit back to staff a detailed updated Work Plan and updated project description and schedule. Our goal is to keep Staff informed of all project components to ensure client satisfaction. QUALITY ASSURANCE AND QUALITY CONTROL SUPPORT ORGANIZATION: CASC’s key team members hold certifications that require continuing education; such as APA certification in Land Use Planning, CEQA/NEPA expertise, Regulatory Permits and Licenses for Cultural, Biological, Traffic, Air, Noise, GHG, and Water Quality. Office Ergonomics: A good office design is not only functional, but provides comfortable work areas for staff members. CASC’s offices has afforded us the opportunity to improve upon our office efficiencies by grouping engineers, CAD drafters, managers, and supporting staff together in ways that improve upon communication and add comfort as well. FILE BACK UP PLAN, RETENTION, AND SECURITY SAFEGAURDS: CASC follows industry IT standards with a 10TB dedicated backup to disk server with hourly “snapshots” of all user files and emails. If a user was to accidently delete or damage a file, we are able to go back within the hour and retrieve the document thus minimizing loss of production to the absolute minimum. Digital files and hard copies (if any) are retained for a minimum of ten years after completion of a project. After ten years, the project file lists are reviewed for potential future use, and either retained or destroyed depending upon the status of that project (for example projects that were “shelved” (not constructed) may be kept for longer periods of time as they may have value if the project has the potential to re-start). He has prepared and managed a wide variety of high-quality policy planning and environmental documents, achieving an impressive record of accomplishment in successfully managing projects through the entftle- ment process. Mr. Coyle was employed as the Deputy Planning Director for Riverside County, overseeing both the Advanced Planning and Cur- rent Planning divisions. In additfon, Mr. Coyle has managed over 30 on- call environmental contracts in southern California. RELEVANT EXPERIENCE: Travertine Development, City of La Quinta, CA: Mr. Coyle was the Senior Planner for this 900-acre, golf-oriented community development project that included 2,300 homes, a 277-unit hillside enclave on 330 acres, one hotel, commercial/retail sites, and two championship 18-hole golf courses in the City of La Quinta, at the base of the Santa Rosa Mountains. Because each community has unique opportunitfes, constraints, and stakeholders that inform the process, each Community Plan may move forward as individual GPAs. The purpose of the High- way 74 Community Plan is to refine the conceptual land use plan and develop guiding policies to implement the County’s vision for the Highway 74 Business Corridor. The Plan includes a preliminary proposal for land use desig- natfons modificatfon to strengthen the region’s economic status. The County initfated a GPA to amend the Gen- eral Plan Foundatfon Component and accompanying land use designatfons for approximately 804 acres along Highway 74. The GPA will involve different types of land use categories folded into the community’s vision and applicable goals of the General Plan. Santa Ana River Trail Project Environmental Studies for Riverside County Parks and Open Space District, River- side County, CA: As Project Director, Mr. Coyle is overseeing the preparatfon of environmental documents for the Santa Ana River Trail Project, a hiking, bicycle, and equestrian trail project located along the Santa Ana River in Riverside County. This portfon of the trail extends from Hidden Valley County Park (east of the Interstate [I] 15 river crossing) through the Prado Basin and extends to the Orange County line. He was responsible for overseeing the conductfng of biological surveys to satfsfy Riverside County Multfple Species Habitat Conservatfon Plan (MSHCP) and regulatory requirements and preparing CEQA documentatfon (IS/MND) and NEPA documentatfon (US Army Corps of Engineers [USACE] Environmental Assessment [EA]) for the project. He also oversaw the con- ducted intensive surveys to determine the presence of sensitfve species, such as least Bell’s vireo (Vireo bellii), southwestern willow flycatcher (Empidonax traillii extfmus), burrowing owl (Athene cunicularia), and sensitfve plants. Las Montanas Marketplace Project, City of Indio, CA: Mr. Coyle was the Director in charge of preparing the EIR for the Las Montanas Marketplace Project, an approximately 92-acre mixed-use development consistfng of retail and/or entertainment structures, multf-residentfal housing (condominiums or apartments totaling 1,820 dwelling units), a hotel or conventfon center, and corporate or medical office campuses. The proposed residentfal uses would be constructed at four levels, consistfng of one level of “liner units” to conceal internal parking at the first floor, and three levels of double-loaded flats above. Residentfal parking would be satfsfied by a combinatfon of surface and structured parking, including 1,664 spaces at North Residentfal and 1,068 spaces at East Residentfal, totaling 2,732 spaces for residentfal uses. The commercial component would include retail, cinema, and grocery uses totaling 292,200 square feet, with a combinatfon of 290 surface spaces and a portfon of the parking in Park- ing Structures A and B. Corporate office uses would total 345,300 square feet over seven office buildings. BDS II; Tentative Tract Map 31924 and Tentative Parcel Map 32092, City of Banning, CA: Mr. Coyle assisted in preparing and processing two subdivision maps and technical studies (traffic, biology, and hydrology) for this 452- acre project consistfng of 481 single-family residentfal lots, parks, and open space. The project was designed to avoid environmentally sensitfve areas as much as possible. The project was approved by the City of Banning. O’Donnell Industrial Park, City of Banning, CA: Mr. Coyle managed this 64-acre site development applicatfon for an industrial park development proposed at the northeast corner of Hathaway and Ramsey in the City of Banning. The project consisted of 12 industrial buildings with 1,200,000 square feet of industrial park uses. This planned industrial development would also provide the necessary circulatfon improvements to accommodate future de- velopment to the east. Sun Lakes Village, City of Banning, CA: Mr. Coyle successfully managed the SPA, various technical studies (traffic, noise, biology, and hydrology), and a Tentatfve Parcel Map for this 41-acre commercial project in the City of Ban- ning. The project consisted of six auto dealer pads, three medical office pads, and three commercial retail pads. Mr. Coyle also coordinated the preparatfon of the preliminary designs for Sun Lakes Boulevard, which when fully constructed will provide a much-needed east-west regional corridor through the City. Horus Thousand Palms Solar Facility, County of Riverside, CA: Ms. Osorio served as Assistant Project Manager for the Horus Thousand Palms Solar Facility in unincorporated Riverside County. The Project is a 165 gross acre solar facility consistfng of 71,610 photovoltaic (PV) modules of 20-megawatt direct current (DC) or less, using solar grid connectfon with the Imperial Irrigatfon District (IID). The Project requires a Conditfonal Use Permit (CUP), a Change of Zone (CZ), and a Development Agreement (DA) with the County of Riverside. French Valley Marketplace, Murrieta, CA: Ms. Osorio assisted in the entftlement and CEQA process for the French Valley Marketplace project in unincorporated Riverside County, which proposed the sitfng, constructfon, and development of 132,568 square feet of neighborhood retail commercial on approximately 21 acres. The site plan proposed the constructfon of 16 retail buildings, including fast food/drive-thru restaurant establishments, a small format grocery store, fitness center, stand along drug store, an auto parts retailer, and various other multf- tenant retail establishments. Ms. Osorio analyzed the Air Quality and Greenhouse Gas (AQ/GHG) impacts of the project using the CalEEMod platiorm and incorporated those findings into the Initfal Study document, as well as write several sectfon analyses required in the IS. Other than in the performance of professional services and to the full extent permitted by law, Contracting Party shall indemnify, defend (with counsel selected approved by City), and hold harmless the Indemnified Parties from and against any liability (including liability for claims, suits, actions, arbitration proceedings, administrative proceedings, regulatory proceedings, losses, ex- penses or costs of any kind, whether actual, alleged or threatened, including, without limitation, incidental and consequential damages, court costs, attorneys’ fees, litigation expenses, and fees of expert consultants or expert witnesses) incurred in connection therewith and costs of investigation, where the same arise out of, are a conse- quence of, or are in any way attributable to, in whole or in part, the performance of this Agreement by Con- tracting Party or by any individual or entity for which Contracting Party is legally liable, including but not limited to officers, agents, employees, or subcontractors of Contracting Party.
