PRESENT: Authority Members: Evans, Fitzpatrick, Radi, Sanchez, Chairperson Peña ABSENT: None VERBAL ANNOUNCEMENT – AB 23 was made by the Authority Secretary PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA – None CONFIRMATION OF AGENDA – Confirmed STUDY SESSION 1. DISCUSS AFFORDABLE HOUSING DEVELOPMENT OPTIONS Assistant to the City Manager Villalpando and Management Analyst Ferreira presented the staff report, which is on file in the Clerk’s office. Authority discussed affordable housing development options - congregant care, veteran housing, multi- and single-family housing; current inventory includes seven single-family parcels in the Cove approximately 5,000 sq. ft. each, and one larger parcel next to the future X-Park site approximately 2-3 acres in size that could accommodate a development of 15 studio and one- bedroom apartment units ranging from 400 to 600 sq. ft. in size; Housing Commission’s recommendations; retaining an affordable housing developer/operator to build an affordable housing development of 15 units or less on the site next to the X-Park; identifying future larger developments of at least 70 units which may allow the Authority to purchase 10-15 units to be designated as affordable housing. Staff and the City Attorney explained the use restrictions on Housing Funds per state law, regulations that may result in increased construction costs, and prevailing wage exemptions. CONSENT CALENDAR ITEM NO. 1 3 HOUSING AUTHORITY SPECIAL MEETING MINUTES Page 2 of 2 JULY 2, 2019 Council discussed mitigation measures stemming from the X-Park noise and lighting should an affordable housing development be constructed on the adjacent parcel; the City’s current affordable housing unit requirements per the General Plan Housing Element; the state’s regional housing needs assessment for Regional Housing Need Allocation unit requirements has been initiated and the results will be finalized in a year and a half; and current regional affordable housing unit requirements per the Southern California Association of Governments to which the City is a member of. The Authority reached a consensus and directed Staff to look into selling the seven vacant parcels in the Cove and depositing the proceeds into the Housing Fund to be used for future affordable housing options; explore retaining a developer to design and build an affordable housing complex at the vacant parcel next to the X-Park, and if not feasible, also explore selling the parcel; consider veteran housing; and identify units the Authority can purchase from larger unit future developments. Respectfully submitted, MONIKA RADEVA, Authority Secretary La Quinta Housing Authority 4 City of La Quinta HOUSING AUTHORITY MEETING: October 1, 2019 STAFF REPORT AGENDA TITLE: EXCUSE ABSENCE FOR HOUSING COMMISSIONER CASTO FROM THE SEPTEMBER 11, 2019 HOUSING COMMISSION MEETING RECOMMENDATION Excuse absence for Housing Commissioner Gia Casto from the September 11, 2019 Housing Commission meeting. EXECUTIVE SUMMARY Commissioner Casto requested to be excused from the September 11, 2019 Housing Commission meeting as she was out of the area at that time. Commissioner Casto has no excused or un-excused absences in fiscal year 2019/20. FISCAL IMPACT No meeting attendance compensation is paid to absent members. BACKGROUND/ANALYSIS The Municipal Code states: “If any member of a board, commission or committee absents him/herself from two consecutive regular meetings, or absents him/herself from a total of three regular meetings within any fiscal year, his/her office shall become vacant and shall be filled as any other vacancy. A board, commission or committee member may request advance permission from the city council to be absent at one or more regular meetings due to extenuating circumstances, and/or may request the city council to excuse an absence after-the-fact where such extenuating circumstances prevented the member from seeking advance permission to be absent. If such permission or excuse is granted by the city council, the absence shall not be counted toward the above-stated limitations on absences.” ALTERNATIVES Council may deny this request, which would result in the absences being counted toward the Commissioner’s limitation on absences as noted above. Prepared by: Tania Flores, Management Assistant Approved by: Monika Radeva, City Clerk CONSENT CALENDAR ITEM NO. 2 5 6 City of La Quinta HOUSING AUTHORITY MEETING: October 1, 2019 STAFF REPORT AGENDA TITLE: ADOPT RESOLUTION TO AUTHORIZE APPLICATION FOR, AND RECEIPT OF, CALIFORNIA SENATE BILL 2 PLANNING GRANTS PROGRAM FUNDS TO STREAMLINE AND INCREASE HOUSING PRODUCTION RECOMMENDATION Adopt a resolution to authorize application for, and receipt of, California Senate Bill 2 Planning Grants Program Funds to streamline and increase housing production in the City of La Quinta; and authorize the Executive Director/City Manager to execute all related documents. EXECUTIVE SUMMARY •On March 2, 2019, the State of California Department of Housing and Community Development issued a Notice of Funding Availability of up to $123 million under Senate Bill (SB 2) Planning Grants Program from the Building Homes and Jobs Trust Fund. •Grant funds have been allocated in a non-competitive manner for all Counties and Cities in California, and requires apportionment based upon population size. •The City can apply and receive up to $160,000 during the Year 1 round of funding in a non-competitive setting through SB 2 and utilize funds to streamline housing production. •In order to receive SB 2 funding, the Authority must adopt a resolution authorizing application to the Planning Grants Program. FISCAL IMPACT Potential of receiving up to $160,000 grant for streamlining housing production. If awarded, a separate Special Fund would be established to track revenues and expenses associated with the grant. BACKGROUND/ANALYSIS SB 2 is the first permanent source of state funding dedicated to help ing local governments increase housing production. The program is funded by fees levied on certain real estate transactions and is expected to generate between $250 to $300 million annually. The California Department of Housing and CONSENT CALENDAR ITEM NO. 3 7 Community Development (HCD) is administering the program. The revenues generated for the first year of funding will be split between homelessness programs and planning grants. Local governments will be eligible to apply for planning grants. HCD has identified that, as a smaller locality, the City is eligible to apply for up to $160,000 in a non-competitive manner. Such funds have been preliminarily identified by staff for activities such as: •Review the feasibility of rezoning of properties to Permit By-right additional housing opportunities; •Create objective design and development standards; •Detail specific plans or form codes coupled with California Environmental Quality Act (CEQA) streamlining to create pre-approved projects for affordable housing efforts; •Promote awareness of Accessory Dwelling Units and other innovative building strategies; and •Create expedited processing systems within the organization to streamline the entitlement and permitting processes. HA 2019 - XXX A RESOLUTION OF THE LA QUINTA HOUSING AUTHORITY AUTHORIZING APPLICATION FOR, AND RECEIPT OF, SB 2 PLANNING GRANTS PROGRAM FUNDS WHEREAS, the State of California, Department of Housing and Community Development (Department) has issued a Notice of Funding Availability (NOFA) dated March 2, 2019, for its Planning Grants Program (PGP); and WHEREAS, the City of La Quinta desires to submit a project application for the PGP program to accelerate the production o f housing and will submit a 2019 PGP grant application as described in the Planning Grants Program NOFA and SB 2 Planning Grants Program Guidelines released by the Department for the PGP Program; and WHEREAS, the Department is authorized to provide up to $123 million under the SB 2 Planning Grants Program from the Building Homes and Jobs Trust Fund for assistance to Counties (as described in Health and Safety Code section 50470 et seq. (Chapter 364, Statutes of 2017 (SB 2)) related to the PGP Program. NOW, THEREFORE, BE IT RESOLVED by the La Quinta Housing Authority, as follows: SECTION 1. The City of La Quinta is hereby authorized and directed to apply for and submit to the Department the 2019 Planning Grants Program application released March 2, 2019 in the amount of $160,000. SECTION 2. In connection with the PGP grant, if the application is approved by the Department, the Executive Director/City Manager is authorized to enter into, execute, and deliver a State of California Agreement (Standard Agreement) for the amount of $160,000, and any and all other documents required or deemed necessary or appropriate to evidence and secure the PGP grant, the City’s obligations related thereto, and all amendments thereto (collectively the “PGP Grant Documents”). SECTION 3. The City shall be subject to the terms and conditions as specified in the Standard Agreement, the SB 2 Planning Grants Program Guidelines, and any applicable PGP guidelines published by the Department. Funds are to be used for allowable expenditures as specifically identified in 9 Resolution No. HA 2019-XXX SB 2 Planning Grants Program Funds Adopted: October 1, 2019 Page 2 of 3 the Standard Agreement. The application in full is incorporated as part of the Standard Agreement. Any and all activities funded, information provided, and timelines represented in the application will be enforceable through the executed Standard Agreement. The Housing Authority hereby agrees to use the funds for eligible uses in the manner presented in the application as approved by the Department and in accordance with the Planning Grants NOFA, the Planning Grants Program Guidelines, and 2019 Planning Grants Program Application. SECTION 4. The Executive Director/City Manager is authorized to execute the City of La Quinta Planning Grants Program application, the PGP Grant Documents, and any amendments thereto, on behalf of the City as required by the Department for receipt of the PGP Grant.
