The site consists of 1.25 gross acres, including the dedicated street right-of-way of Caleo Bay Drive. The property is currently vacant and surrounded by single-family residential homes to the east, health care offices to the north, mental health care facilities to the south and Washington Street to the west. Caleo Bay Drive originally was slated to drain to the Lake La Quinta development to the east. The capacity of the site has met its maximum and all sites are now required to retain 100% of the calculated stormwater flows onsite. The proposed art museum and studio is comprised of a single main building on the west with a “U” shaped parking lot on the east connecting to Caleo Bay Drive on the northern and southern corners of the site. and on-site system of underground stormwater storage pipes are arrayed in a matrix of three 5-foot diameter corrugated, perforated plastic running west to east with interconnecting manifold on either end. Manholes located on the southeast and northwest corners of the matrix allow for easy access for maintenance and inspection. A Maxwell Plus system of drywells is interconnected to the storage system to allow for percolation of the collected storm flows during and after the storm events. Should the storm event over capacitate the system; overflow would occur via Catch Basin #1 at the southeast corner of the site on Caleo Bay Drive. From there, the flows would continue along their historical routes southerly to either Lake La Quinta or to Avenue 48. The United States Department of Agriculture Soils Map of the Coachella Valley was utilized to determine the soils typing for the calculations and the City of La Quinta Bulletin 06-16 to determine the allowable infiltration rates. Copies are included within the report. PURPOSE OF THIS STUDY; We shall analyze the 10-Year and 100-Year storms utilizing the Riverside County Flood Control and Water Conservation District (RCFC&WCD) Rational and Synthetic Unit Hydrogrpah, Shortcut Methods to determin both the volumes of runoff and the intensities of point flows to the proposed facilities both on-site and off-site. ANALYSIS; Initial Tributary Area “A” is located at the northern most rear of the building. There, a 6-inch diameter drain line continues east and then south to the boundary of Area “D”. The total flow to this point for the 100-Year, 1-Hour event was 1.41 cubic feet per second (CFS or Q100) and a velocity of 3.50 feet per second (FPS or V100). The remaining area drains of Area “A” along the line pick up a small planter area along the parkway of Caleo Bay on either side of the north entry gate and join the proposed 18-inch diamter drain line at the southeast corner of Area “D”. The calculated capacity of the drain line to this critical point assures no larger pipline is required for these two drainage areas. Area “C” consists of the majority southern parking lot and a small portion of the building roof area. This areas flows to the southern gate and onto Caleo Bay Drive to Catch Basin #1. The Q100 flow leaving the site is 1.88 CFS. Area “E” consists of the off-site street improvements of Caleo Bay Drive. The flows from this area confluence with Area “C’s” flows at Catch Basin #1 just south of the southern driveway. The Q100 for Caleo Bay is 0.61 CFS and the confluenced flow Q100 is 2.42 CFS. Calculation for the localized depression show that the 4 inch or 0.33’ depression is capable of keeping and collecting the 100-Year, 1-Hour event with no overflow downstream. 100- Year, 1-Hour velocity within the proposed 18-inch diameter pipeline from Catch Basin #1 to the primary Maxwell Plus chamber confluenced with Area “B”’s is 4.21 CFS and 2.38 FPS. Initial Area “D” consists of the northern part of the building and parking lot. This area drains to a 24-inch square, precase concrete area drain located just inside the northern gate (Node #8). The Q100 to this point is 1.88 CFS and calculation for a grated inlet in a sump show that the ponding elevation to capture the entire flow is 0.23’ above the top of grate. From this point, stormwaters within the 18-inch diameter pipleine flow south to the primary Maxwell Plus chamber as well confluencing with the Area ‘A” flows at a maximum Q100 of 3.29 CFS and a velocity of 1.86 FPS. This flow is easily conveyed to the secondary chamber of the Maxwell Plus system and the matrix of storage pipelines. During the storms analyzed, utilizing the Synthetic Unit Hyrograph method, A City approved factor of 0.25 CFS infiltration was accounted for during each period for the use of the Maxwell Plus system. When flows did not exceed the calculated available capacity, only the volume produced in that period was deducted from the accumulated incoming storm flows. due to the type of soil and the percentage of the impervious site coverage, the 100-Year, 1- Hour event was the most intense as far as accumulated volume generated reaching a depth of 5.00 feet of the 5.00 foot capacity of the system during the 100-Year,3-Hour event, this volume excludes volumes throughout the entire remainder of the storm drain system that act as additional capacity. 4 OF 144 This is an official copy of a portion of the above referenced flood map.
