Clark Stewart will be serving as the wireless, IT, network and control system specialist for this project. Clark is a lead engineer and foreman for 3G and has worked for over 16 years delivering highly technical solutions with for studio, production and installation clients. Currently, Clark is supporting the Riot Games with active studios in the US and Germany. Clark's primary role involves the networking of audio/video hardware, streaming, wireless presentation support and control system programming. Julio Valdez will be serving as the audio specialist for the project with a specific focus on loudspeaker placement, system optimization solutions centered on feedback avoidance and careful optimization of all audio system components. Julio has been actively working as a sound engineer for over twenty years and has been with 3G from its inception. His primary role at 3G involves the design, specification and optimizations of large format sound systems for some of the most critical applications. Rick Boot will be serving as the lead video systems specialist for the project and will be coordinating with Clark and Julio to ensure the seamless integration of all supporting audio and video technologies. The existing system has reach end of life and represents antiquated technologies. Objectives: There are four primary objectives presented in this proposal: 1) Provide new technologies to support the Dias including sound reinforcement, microphones, electronic voting, electronic nameplates, video monitoring and timer controls. 2) Provide new video display technologies for the audience that allow for visual monitoring, annotation, wireless presentation and electronic voting results. 3) Provide new sound reinforcement technologies for the audience that allow for clarity of the spoken word through the Dias microphones, portable wireless microphones and a guest podium microphone. 4) Provide a comprehensive control solution to incorporate wireless controls of the audio/visual systems and Dias wired controls of voting, nameplates and the timer. Design Intention: The intention and specification for this audio/video system has been entered into a CAD line drawing format to effectively communicate the deisgn intention of this system and to clearly specify the products and services being offered. These drawings have been submitted along with this proposal and are considered part of the proposal. System Description: Video: 3G has designed a custom video wall to replace the existing rear projection system consisting of nine video monitors. By using video monitors, this display will be capable of producing a brighter image with increased resolution and clarity. 3G has specified a 70" interactive display to be mounted on the South wall of the Council Chambers for standing presentations. This display will be connected to the video system router and capable of displaying video content from any of the available sources. Additionally, the fixed CPU in the Dias and the wireless presenter appliance will be connected to the display's internal CPU via USB connection to allow for interactive annotation. 3G has selected an "all in one" solution by Taiden to support the technology requirements of the Dias. This system solution includes a panel at each delegate position that will accommodate electronic voting, a microphone for sound reinforcement and a video monitor. Eight of the delegate locations will be furnished with basic panels as described above. Two of the delegate locations will be furnished with an administrative panel to allow for controls of the timer and basic administrative tasks. Of the many administrative rights offered, the mayor will be able to over-ride microphones, control requests to speak and govern each meeting. 3G will provide a wireless presentation appliance as a video source to the video system router. This appliance will serve as a WiFi device and allow presenters to share video content through wireless communications. 3G will integrate the existing document camera as a video source to the video system router. Although we are providing a solution that enables this camera to be re-purposed, it is highly recommended that this camera be replaced with a new device to match the new cameras and installed technologies. The costs for this optional upgrade has been accounted for in an Add/Alternate price that addresses highly recommended optional improvements. 3G will provide three remote Pan/Tilt/Zoom (PTZ) cameras to support video content streaming requirements. These cameras will be programmed with fixed presets that may be recalled using the audio/video control system via both wired and wireless touch panel interfaces. Additionally, using a wireless tablet or a wired CPU, the operator may control each of the cameras using a web interface. Each of these three cameras will be provided with a Camera Control Unit (CCU) that will allow precise optimization of the camera images so they will match in color, brightness and hue. At the core of the video system is a video system router. This device can accept up to eight video inputs (HDMI format) and output eight discrete "zones" of video content. In this system design, we are using a total of four output zones to include 1) the main video display wall, 2) the interactive display, 3) The Dias monitors and 4) The Delegate (admin) monitors. Each of these outputs will be transmitted via HDBaseT technology to ensure the highest level of video quality. 3G has provided comprehensive system line drawings of the proposed design to effectively communicate the system's connections, features and complimentary device requirements. Audio: Referencing the aforementioned Taiden products, there will be eleven control panels located in the Dais. Each of these control panels will include a self-contained microphone to address the sound reinforcement requirements of the room. A "microphone-only" delegate station will be installed at the existing podium to support guest speakers. This microphone will be connected to the "request to speak" functionality of the Taiden system and controlled by the administrative panels. The RFP refers to the replacement of (15) microphones. As there are only (11) delegate stations provided for integrated microphone, monitor and voting services, 3G has offered an Add/Alternate price for the addition of delegate "microphone only" stations in the event this optional feature is required by the City. 3G will replace the twelve existing Dias monitor speakers with new round recessed speakers. During the final design phase and prior to installation, 3G will develop an acoustic model to precisely locate these speakers for optimal performance. 3G will disconnect the existing two loudspeakers in the council chambers. 3G will replace the existing wireless microphone systems to provide a total of three wireless handheld microphones and one wireless lavaliere microphone. These four systems will be professionally integrated with a wireless antenna splitter and remote antennas to ensure trouble free operation throughout the council chambers. 3G will provide a comprehensive digital processing system to control the audio source inputs and zone outputs. This processor will provide the necessary optimization dynamics controls to minimize feedback and maximize speech intelligibility. Additionally, this processor will be connected to the control system to allow for operator control of volume and basic settings. 3G highly recommends the installation of a assistive listening system comprised of one transmitter, four receivers, four headsets and two neck loop induction receivers. This system will satisfy the ADA requirements for the facility and provide hearing assistance to those who require it. The costs for this optional upgrade has been accounted for in an Add/Alternate price that addresses highly recommended optional improvements. Control System: The Dais voting electronic voting controls and request to speak functionality will be provided by the (11) "all-in-one" delegate stations. Please refer to the aforementioned explaination of this system for additional details. 3G will provide (11) new digital nameplates to replace the existing nameplate system. These name plates will be connected to the Taiden system and controlled by the delegate administrative panels and allow for name changes to be made. The specified Taiden system will be furnished with a timer software module to provide the integrate timer functionality requested by the City. The audio/video display and sound reinforcement controls of the system will be accessed using one of several available options: 1) A wired CPU may control the new PTZ cameras via a web interface, 2) A wired Crestron touch screen interface will be installed with specific control macros to allow for the power on/off of the system, source selection and audio system controls and 3) The same functionality available on the Crestron wired touch panel will be available to an owner furnished Apple I-Pad with the Crestron mobile App installed. Training: 3G will host a formal training event following to system installation to include system operation and application specific settings for the specified Taiden system. The training session will be hosted by both 3G (audio and video components) and by Media-Visions (Taiden system). Scope of Work: 1) Provision of turn-key systems as outlined in provided AV system line drawings and written system description. 2) Provide system design and documentation as required for coordination & installation. 3) Provide procurement of all specified system components and hardware. 4) Provide shop assembly, fabrication, testing, programming and burn-in of all primary system components. 5) Deliver all specified system components to the project site. 6) Install and terminate all new cable assemblies, panels and connections. 7) Provide onsite installation and project management. 8) Provide testing, configuration and commissioning of all components & systems. Commissioning Details: System Commissioning is one of the most important (and often overlooked) aspects of a professional sound system installation. It is so critical, that 3G has assigned it as a separate phase of every project that equal in important to system design and system installation. The Commissioning Phase includes all of the testing, tuning and optimizations to prepare a system for performance readiness. Below is a brief outline of what will be included in the System Commissioning: • Testing and documentation of all equipment electrical services with references between hot, neutral and ground conductors. • Testing and documentation of all infrastructure connections including microphone level, line level and fiber optic connections. • Verification of loudspeaker articulation, site and azimuth angles based on the design documentation. • Documentation of product serial numbers. • Verification, documentation and upgrades to equipment firmware. • Visual overview inspections of all terminations and random thorough inspections of some terminations. • Installation of all nomenclature labels on equipment faceplates. • Loading of all software and programs relative to the system's processing and control. • Testing of all operator controls. • Onsite modifications to programming and operator controls as needed. Exclusions: 1) Any supporting services or trades required for the installation of the specified system requiring a license other than a C-7 low voltage license is excluded from this agreement and assumed to be provided by others unless specifically identified as an inclusion. Such work includes carpentry, construction, concrete cutting or coring, concrete forming and installation, painting, drywall, plaster, electrical and conduit/ raceway installation. 2) All wire paths, raceways and conduits required for the installation of the low voltage cabling shall be provided by others. All existing wire paths, raceways and conduits are assumed to be complete, empty and capable of supporting the required cable types and quantities specified. 3) The customer shall provide the services of structural engineers, architects and electrical engineers as required by the AHJ (authority having jurisdiction) for the support of the specified installation. 3G expressly excludes these services as they must be provided by a specialty firm that is licensed and authorized to practice in the State of California. 4) The customer will provide a secured staging area for tools and equipment throughout the scheduled period of installation. 5) Costs for any payment or performance bonds are expressly excluded and will result in increased project costs if required. 6) Costs for customer mandated overtime labor, expedited schedule requests or expedited freight has not been included in the proposed costs structure and will increase the project costs if required. 7) Costs for acoustical treatments (both products and labor) and any related consulting services are expressly excluded. 8) The City will be responsible for all Millwork modifications, wall modifications and electrical/conduit improvements required for the installation of the specified system. 9) Sales Taxes have been excluded from the proposed system costs. If the City is responsible for the payment of sales or use taxes associated with this project, 3G's invoicing will reflect the additional tax amounts. This estimated period of time includes procurement and receipt of the specified components, shop fabrication and testing and onsite installation. The onsite installation period is expected to consume two weeks of this proposed time table. 2) The proposed project duration and labor costs assume that 3G will be permitted to maintain consistent periods of onsite work; identified as five days per week, eight hours per day occurring Monday through Friday between the hours of 7am and 6pm. 3) Project delays, changes to the specified scope of work, customer mandated overtime, expedited schedule requests or limited access to the specified work areas generally require a signed change order or change directive representing an increase the costs of the project. 4) 3G will actively coordinate with the customer to support scheduled events in the venue during the installation period. This will include a detailed project schedule to outline specific milestones. Terms: 1) All invoices and payment requests shall be based on progressive installments applied against progress. 3G reserves the right to bill for stored goods once received (with proof of receipt) without having delivered them or commenced the installation. 2) Payment requests shall be generated bi-weekly and payable with Net10 day terms. 3) Following the installation, the final remaining balance shall be billed with Net 30 day terms. 4) As this is a design/build project, the City shall waive claims to retentions and all payment requests shall be issued in full. The warranty coverage in this package is determined by the terms and conditions of each manufacturer and generally does not include the labor costs to troubleshoot, remove or replace components onsite. Rather, this warranty coverage typically begins when the defective component is brought to our facility in Vernon, CA. However, all workmanship, installation and defects that 3G is directly responsible for will be corrected at no costs for a period of one year. Silver: The Silver package includes all of the services as the Bronze package with the following additions: • All onsite labor to troubleshoot, remove and replace defective components is covered at no additional costs. • Includes one service visit each quarter to clean components and racks, test all components, conduct listening tests, document system conditions, verify system performance and install software and firmware updates as they become available from each manufacturer. • Includes one un-planned service call each quarter with a 48 hour maximum response time. • The cost for the Silver service package is $1,200 per quarter or $4,320 per year if paid in full. Gold: The Gold package includes all of the services as the Silver package with the following additions: • Increases the on-site service visits to once monthly. • Includes one un-planned service call each month rather than one quarterly. • Includes free rental inventory equipment support in the event of component failure. • Includes expedited warranty repairs. • Includes two training sessions each year for newly hired technicians. • The cost for the Gold service package is $1,200 per month or $12,960.00 per year if paid in full.
