Subject: 2009 Engineering and Traffic Survey
Dear Mr. Nickerson:
As requested, Willdan Engineering has completed a review of the recommended speed
zones for the following segments due to the current changes in roadway characteristics
which include traffic calming devices:
o Avenida Bermudas - Avenue 52 to Calle Tampico
o Avenida La Fonda - Desert Club Drive to Washington Street
o Desert Club Drive - Avenue 52 to 1300 n/o Calle Tampico
The Engineering and Traffic Surveys for the above segments were conducted in
accordance with applicable provisions of the CVC, following procedures outlined in the
California Manual on Uniform Traffic Control Devices (California MUTCD) dated September
2006 and as required by Section 627 of the California Vehicle Code. The Report is
intended to satisfy the requirements of Section 40802 of the CVC to enable the continued
use of radar for traffic speed enforcement.

SEGMENTS WITH SPECIAL CONDITIONS
The following segments surveyed had recommended speed limits that were 5 miles per
hour (mph) or more below the 85th percentile speed due to conditions not readily apparent
to the driver. Each segment is discussed below.
Segment #2— Avenida La Fonda - Desert Club Drive to Washington Street
This segment is currently posted at 30 mph and has 1 through lane in each direction with
an ADT of 1,347 vehicles per day. The adjacent land use is residential. The 85th
percentile speed is 33 mph and would normally justify a 35 mph posted speed limit.
However, due to various hidden driveways that may not be apparent to unfamiliar drivers a
lower speed limit is prudent. It is recommended that the speed limit remain at 30 mph for
the above reasons.
Segment #3— Desert Club Drive — Avenue 52 to 1300' n/o Calte Tampico
This segment is currently posted at 30mph and has 1 through lane in each direction with an
ADT of 1,967 vehicles per day. The adjacent land use is commercial and residential. The
85th percentile speed is 29 mph and would normally justify a 30 mph posted speed limit.
However, due to various hidden driveways and heavy pedestrian traffic that may not be
apparent to unfamiliar drivers, a lower speed limit is prudent. It is recommended that the
speed limit be posted at 25 mph for the above reasons.

Survey Equipment
Engineering and Traffic Survey
City of La Quinta
SURVEY EQUIPMENT USED
The radar equipment used to collect speed measurements for this survey was a K-15
Model Hand -Held traffic Radar manufactured by MPH Industries of Owensboro, Kentucky.
The calibration of the unit was checked before each series of measurements were taken.
Tests of the unit were conducted in accordance with the manufacturer's specifications.
The K-15 Hand -Held Traffic Radarwas last calibrated on September2, 2008, by RHF Inc.
