de la infección por el coro-
navirus es probable que
perjudique gravemente a la
economía real. Como re-
sultado de estos cierres, las
economías se han detenido
totalmente. La producción
de bienes y servicios se ha
detenido, mientras que al
mismo tiempo se ha puesto
fin a la mejora y el perfecci-
onamiento de la infraestruc-
tura productiva.
¿Tiene mucho sentido con-
trarrestar el daño causado
por el virus deteniendo la
economía? Es como tratar de
arreglar un dolor de cabeza
cortando la cabeza.
Los partidarios del confina-
miento de la población gen-
eral opinan que así se reducirá
el número de infecciones y se
«aplanará la curva», con lo
que se reducirá el número de
muertes por el virus.
Estos confinamientos a la
población parecen ser una
respuesta natural de los gobi-
ernos para reducir el número
de individuos moribundos, y
la mayoría de la gente está to-
talmente de acuerdo con esos
decretos gubernamentales.
Sin embargo, la mayoría
de los expertos reconocen
que la información que ten-
emos sobre la naturaleza
del virus es incompleta y de
valor discutible. Incluso la
Organización Mundial de la
Salud (OMS) ha criticado los
consejos de política contra-
dictorios de las autoridades
médicas de diferentes países.
Algunos países han favo-
recido las pruebas y el ais-
lamiento de los portadores,
mientras que otros han im-
puesto cierres. Incluso en lo
que respecta a los datos sobre
infecciones y muertes —por
poco fiables que sean— hay
opiniones contradictorias so-
bre qué enfoques han funcio-
nado mejor. Así pues, parece
que los gobiernos de todo el
mundo están basando sus ac-
ciones, en el mejor de los ca-
sos, en opiniones contradic-
torias sobre el propio virus y
la respuesta apropiada.
Así pues, la política se apli-
ca en un entorno muy poco
claro, incluso impugnado.
Obviamente, existe el riesgo
real de que las políticas que
los gobiernos han introdu-
cido, a pesar de sus buenas
intenciones, puedan terminar
en un desastre.
Detener completamente la
economía para contrarrestar
la infección viral es probable
que cause un daño mucho
mayor a la vida y el bienestar
de las personas. También
existe el «riesgo moral» de
ceder más poder a los gobier-
nos durante las emergencias,
permitiéndoles controlar la
economía y las libertades in-
dividuales en mayor medida.
Según algunos expertos, el
coronavirus actual (SARS-
CoV-2) es similar en muchos
aspectos al virus de la gripe

cionalidad. Si este es el caso,
entonces una vez que llegue
el verano es probable que
el coronavirus desaparezca
durante varios meses antes
de reaparecer en el invier-
no. ¿Deberíamos introducir
bloqueos una vez más para
contrarrestar la amenaza vi-
ral? Sólo se puede esperar
que para entonces hayamos
descubierto una vacuna o al-
gún remedio efectivo contra
el virus.
Por supuesto, siempre ex-
iste la posibilidad de que,
debido a sus incógnitas, no
podamos encontrar un reme-
dio eficaz para el virus. ¿Y
entonces qué?
Los burócratas del gobierno
que operan bajo estrictas reg-
ulaciones no tienen la flexibi-
lidad necesaria para encontrar
soluciones efectivas. Estos
burócratas tampoco tienen el
incentivo de buscarlas. Aquí
es donde una economía de li-
bre mercado podría ayudar.
El factor clave que im-
pulsa a los negocios en una
economía de libre mercado
es la oportunidad de obtener
beneficios. El hecho de que
se puedan obtener beneficios
es un incentivo suficiente
para que los empresarios
entren en un mercado de-
terminado. Los empresarios
descubrirán las formas y los
medios para suministrar los
remedios necesarios para er-
radicar el coronavirus.
Los empresarios también
serán fuente de orientación
sobre cómo podría funcio-
nar la economía en medio de
la crisis. Proporcionarán un
marco para que los individuos
coexistan con el virus.
Algunos países asiáticos,
como Corea del Sur, han
tenido un éxito relativo en la
lucha contra el coronavirus
al introducir pruebas a gran
escala en sus poblaciones a
fin de identificar a las perso-
nas que podrían propagar la
infección viral.

luciones que tenemos hasta
ahora son los encierros y el

La ciudad está buscando la consultoría de una firma independiente
para gestionar la documentación asociada con la reciente pandemia
de Coronavirus (COVID-19).
Tras la declaración de emergencia del Estado de California (4 de
marzo de 2020), la ciudad declaró estado local de emergencia el
17 de marzo del 2020 y posteriormente presentó una declaración
de FEMA el 22 de marzo del 2020. Además, el 8 de marzo del
2020, el Oficial de Salud Pública del Condado de Riverside declaró
una emergencia de salud local basada en una amenaza inminente
y próxima para la salud pública a partir de la introducción de
COVID-19 en el Condado de Riverside.
La ciudad ha estado registrando las nóminas, gastos de
suministros, y las donaciones asociadas con el incidente. Sin
embargo se requiere documentación de seguimiento adicional y la
organización de dicha documentación.
El personal de la ciudad continuará cumpliendo con todas las

fácilmente a las personas.
Esto ya lo alertó hace al-
gunos años atrás Noam
Chomsky.
Chomsky describe 10
técnicas que son utiliza-
das por los medios ma-
sivos de comunicación y
que les sirven a los Gobi-
ernos para controlar a las
personas:
• Distracción: bom-
bardear a las personas a
información constante
para que no puedan dis-
cernir entre lo relevante y
lo irrelevante. Por ejemp-
lo, hablar constantemente
del Covid-19, escuchar
las declaraciones de cada
persona infectada, centrar
la atención en la cuarente-
na de las “celebridades”,
extensos debates sobre el
virus, etc. No obstante,
se deja de lado las noti-
cias económicas, el día
después del confinamien-
to, entre otros.
• Crear problemas y of-
recer soluciones. Se in-
venta un problema y se
propone una solución que
conviene a sus intereses.
Por ejemplo, difundir un
estado de alarma y apr-
ovecharlo para intervenir
más la sociedad, coar-
tando, de esa forma, lib-
ertades individuales. Esto
ha servido durante toda la
historia mundial para que
en épocas de “economías
de guerras”, como nos la
pintan con el Covi-19, los
Estados puedan dirigir a
la sociedad a un social-
ismo más extremo.
• Gradualidad: llevar a
cabo medidas paulatinas
que de haber sido llevado
adelante todas juntas hab-
ría sido inaceptable. Por
ejemplo, los decretos de
necesidad y urgencia al
cual en estos momentos
apelan casi todos los go-
biernos. Se aplican todas
las semanas, pero, prácti-
camente nadie ha cuestio-
nado un instrumento no
muy democrático.
• Diferir: no hacerse car-
go de las responsabili-
dades. Se argumenta que
se han tomado decisiones
difíciles pero necesarias
porque sino el camino
hubiese catastrófico. Los
gobiernos utilizando la
excusa de las muertes que
se hubieran generado por
el virus si ellos no hu-
biesen aplicado tal o cuál
medida.
• Tomar al público como
niños. Optar por una es-
trategia de comunicación
infantilizante. Se con-
sidera a las personas como
niños pequeños que no se
pueden dejarlos solos y
no son capaces de pensar
por sí mismos, así se les
enajena del pensamiento
crítico y el papá Estado
toma una posición de tu-
tor. De ésta forma, el in-
dividuo deja de ser dueño
de su capacidad de pensar
y accionar, para pasar a
responder a los caprichos
y antojos del Estado.
• Apelar a las emociones.
En vez de utilizar argu-
mentos, usan las emocio-
nes y el inconsciente hu-
mano para manipular a las
personas. Es una técnica
muy amada por el social-
ismo. Todos saben que el
socialismo no funcionó en
ninguna parte del mundo
sus políticas son muy em-
pobrecedoras, pero sigue
siendo una ideología muy
vigente ya que, precisa-
mente, utilizan los sen-
timientos y la sensibilidad
a la hora de comunicar.
Por otra parte, hoy se está
utilizando el miedo de las
personas de “contagiarse
y morir” para justificar
políticas de todo tipo que,
definitivamente, tendrán
consecuencias negativas
de largo plazo.
• Fomentar la ignorancia.
No producir contenido de
calidad y reemplazarlo
por valores más bajos. A
más baja calidad educa-
tiva, más margen de ma-
nipular a las masas.
• Estimular la complacen-
cia. Desarrollar en el pú-
blico un deseo de medioc-
ridad y conformismo. Las
célebres citas de “salud o
economía”, “mejor pobres
pero vivos”, “no podemos
aspirar a ser como el resto
del mundo”, “con tal o
cuál presidente comemos
asado todos los fines de
semana”, “un poco de in-
flación no es mala”, etc.
• Generar autoculpabi-
lidad. Responsabilizar al
individuo de los prob-
lemas estructurales que
son de la sociedad. Por
ejemplo, cuando quieren
responsabilizar a los em-
presarios de la inflación.
• El uso de las ciencias
humanas para éste fin que
ayudan a difundir las pro-
pagandas políticas. Cuán-
tos profesionales deseo-
sos de difundir el mensaje
político y aplauden sin
cuestionar de forma muy
servil al político de turno.
Definitivamente, tal
como describe Chomsky,
nos estamos enfrentando
a nueva manipulación por
parte del Estado para que
agachemos la cabeza sin
cuestionar los deseos y
antojos del grupo de per-
sonas que se encuentran al
frente del poder político.
Ahora, sólo depende
de nosotros dejar que lo
hagan o no.

La Ciudad de La Quinta (“Ciudad”) invita a instituciones calificadas

La ciudad está buscando la consultoría de una firma independiente
para gestionar la documentación asociada con la reciente pandemia
de Coronavirus (COVID-19).
Tras la declaración de emergencia del Estado de California (4 de
marzo de 2020), la ciudad declaró estado local de emergencia el
17 de marzo del 2020 y posteriormente presentó una declaración
de FEMA el 22 de marzo del 2020. Además, el 8 de marzo del
2020, el Oficial de Salud Pública del Condado de Riverside declaró
una emergencia de salud local basada en una amenaza inminente
y próxima para la salud pública a partir de la introducción de
COVID-19 en el Condado de Riverside.
La ciudad ha estado registrando las nóminas, gastos de
suministros, y las donaciones asociadas con el incidente. Sin
embargo se requiere documentación de seguimiento adicional y la
organización de dicha documentación.
El personal de la ciudad continuará cumpliendo con todas las
políticas actuales de Personal, Compras, Manejo de Efectivo y
Cuentas por cobrar. Verificación del cumplimiento de las Políticas
será la responsabilidad del personal de la ciudad y no de la empresa
consultora.

The Contractor shall post a copy of the DIR’s determination of the prevailing rate of per diem wages at each job site. Requests to substitute an equivalent item for a brand or trade name item must be made by written request submitted no later than ten (10) Calendar Days before the Bid submission deadline. Requests shall clearly describe the product for which approval is requested, including all data necessary to demonstrate acceptability.LIQUIDATED DAMAGES. Liquidated damages shall accrue in the amount of $1,400 for each calendar day that Work remains incomplete beyond the Project completion deadline specified in the Contract Documents.BIDDING PROCESS. The City of La Quinta (“City”) invites qualified institutions to submit proposals for
Project Management associated with FEMA reporting.

The City is seeking a qualified third-party consulting firm to manage the
documentation associated with novel coronavirus (COVID-19) pandemic.
Following the State of California emergency declaration (March 4, 2020), the City
declared a local state of emergency on March 17, 2020 and subsequently filed for
FEMA on March 22, 2020. In addition, on March 8, 2020, the Riverside County
Public Health Officer declared a local health emergency based on an imminent and
proximate threat to public health from the introduction of COVID-19 in the County
of Riverside.
The City has been tracking payroll, supply expenses, and donations associated
with the incident. However, additional follow up documentation and the
organization of such documentation is desired.
City Staff shall continue to adhere to all current Personnel, Purchasing, Cash
Handling, and Accounts Receivables Policies. The Consultant shall not be
responsible for verification of Policy adherence. Adherence to Policies will be the
responsibility of City Staff.
