Triple Left Turn Lane
St;ALED BIDS will be received by the City DI La Quints (City) at the Office of the
City Clerk located at 78-795 Calle Tampico, La Quinta, California, 42253, until
11:00 A.M. an Wednesday, July 29, 2020 at which time they will be
publicly opened and read for perfonnFngwork as follows:
The project will create triple left tum lanes on all four appfoaches tip the
Washington Stfect and Fred Waring Drive intersection. The work will include
widening the road, reconstructing the curb, gutter and sidewalks at the
intersection turners, installing City fumished signal poles, furnishingg and
installing other signal equipment, re -grading a retention basin slope,'rrack seal
and slurry seal, driveway reconstruction, catch basin reconstructlon, and
signing and striping. All project work and Incidental Items to complete the
project shall be performed in accordance with the plans, specifications, and
other provisions of the contract. All the above improvements are 10 be
constructed In a workmanlike manner, leaving the entire project in a neat and
Vres.IfSoentable condltlom Refer to Sections 3000 and 4000 for more

This project shall be completed within 65 working days from the date
speailad In the Notice to Proceed. Time for the commencement and completion
of the work is Important and is to be of the essence of the Contract. The
SurCeSSful bidder should plan to order any long lead time equipment items
immediately following "Notice of Award".
A field meeting is scheduIedfor 11:00 A.M., Monday, July 20, 2020 at
the northeast corner of Fred Waring Drive and Washington Street. All
pre-bid questions must be submitted in writing to

executed upon the forms bound and.made a part of said Specifications.
Bid security in an amount not less than ten percent (10%) of the total bid dollar
amount and conforming to the prescribed bidding procedures is required to be
submitted with each bid, as a guaranty to be Forfeited should the bidder, if
awarded the contract, fail to enter into the same, or fails to fumish in a timely
manner the hunds andlor proof of insurance. The :City reserves the right to

Pursuant to the provisions of California Labor Code Section 5707, each bid
submitted in response to this Invitation to Bid shall contain, as a bid item,
adequate sheeting, shoring, and bracing, or equivalent method, for the
protection of life and iamb in trenches and open excavation, which shall
conform to appllcable safety orders. 5y listing this sum, the bidder warrants
that its action does not convey tort liahllity toIFte City, its consultaom and their
empiayees, agents, and soh -consultants.
Pursuant to Section 1770, et. seq., of the California Labor Code, the successful
bidder shall pay stat less than the prevailing rate of per diem wages as
delermined by the Director of the California Department of Industrial RelaUons.
These wage rates are available from the California Department of industrial
Relations' Internet website at http:llwww.dir.ca:gov.
Pursuant to Secilon 1725.5 of the California Labor Cade, no contractor or
subcontractor may be awarded a contract for public work on a public works
project unless registered with the Department of Industrial Relations at the time
the contract is awarded. Contractors and subcontractors may find additional

Pursuant to Labor Code section 1771 -1. no contractor or subcontractor may be
listed on a bid proposal fora public works project submitted on or after March
1, 2015 unless registered with the Department of Industrial Relations.
Furthermore, all bidders and contractors are hereby notified that no contractor
or subcontractor may be awarded, on or after April 1. 7015, a contract for
public work fin a public works project unless registered with [he Department of
IndustrW Relations.
Pursuant to Labor Code section 1771.4, all bidders are hereby notified that this
project is subject to compliance monitoring and enforcement by the
Department of Industrial Relations.
Pursuant to SBB54, all contractors and subcontractors must furnish
electronic certified payroll records directlyto the Labor Commissioner
(aka Division of Labor Standards Enforcement). All contractors and
subcontractors must also provide a copy and Proof to the City of
online submittal within 2 days of online submission.
Pursuant to Public Contract Code Section 72300, for monies earned by the
Contractor and withheld by the City to ensure the performance of the Contract,
the Contractor may, at Ili option, choose to substitute securities meeting the
requirements of said Public Contract Code Sectfon 22300.
All bidders shall he licensed under the provlsions of Chapter 9, ❑iwsion 3 of the
Business and PrdfeSSIDnS Cade of the State of California to do thetype nI work
contemplated in the project. In accordance with provisions of Califomia Puhhr
Contract Cade SectlDn 3300, the City has dtermined that the General
Contractor shall possess a valid Class A, at the time that the bid Is whinitted.
Subcontractors shall possess valid, sultable 11censes for the work they will
perform; all rierttical work shallhe performed by a licensed C-10 (Electrical
Contractor). Failure to possess the specified license(s) shall render the bid as
non-responsive.
The successful bidder will be required to furnish a Labor and Materials bond in
the amount equal to one hundred percent (100%) of the Contract price, as well
as a Faithful FOformance Bond, in the amount equal to one hundred percent

Each bidder shall submit with its bid a statement setting forth its experience on
the forms included in the Bid Proposal.
