2020 CVAG - Request 2 for Amend 2 to Increase RAP Funding - Dune Palms Bridge Project 2011-05 November 16, 2020 Tom Kirk Executive Director Coachella Valley Association of Governments 73-710 Fred Waring Drive, Suite 200 Palm Desert, CA 92260 Subject: Request for Increased Regional Arterial Program Funding for the Dune Palms Road Bridge Spanning the Whitewater River Dear Mr. Kirk, The City of La Quinta respectfully requests the Coachella Valley Association of Governments (CVAG) approve Amendment No. 2 to the Agency Reimbursement Agreement between the City of La Quinta and CVAG for the Design and Construction of a new Bridge over the Whitewater River on Dune Palms Road increasing the Regional Arterial Program Funding Contribution for the new Bridge from $1,506,750 to $5,395,230, an increase of $3,888,480. It also requests Amendment 2 extend the term of the Agency Reimbursement Agreement through December 2024. CVAG previously authorized and obligated the following: Original Reimbursement Agreement, dated 12-03-2003 $1,506,750 Amendment 1, Dune Palms Road Widening, dated 09-16-2016 $1,862,250 Total CVAG Funding Authorization to date: $3,369,000 The Dune Palms Road widening between Blackhawk Way and the new bridge approach is complete. The CVAG funding provided as part of Amendment 1 has been expended and reimbursed by CVAG. The new bridge project is partially funded with Surface Transportation Program (STP) funds through the State’s Highway Bridge Program (HBP). The HBP will now provide 88.53%, up to $17,652,222, toward “participating costs” associated with the proposed all weather bridge spanning the Whitewater River on Dune Palms Road. The detailed cost estimate for the CV Link Components is attached for your reference. The costs presented were prepared using the actual bid information CVAG obtained from bidders during its recent bid advertisement and award of the CV Link. The increased project costs of the bridge are primarily due to increases in construction and right-of-way costs, along with the addition of the CVAG requested CV Link Elements. The original construction cost estimates were prepared in conjunction with the original HBP Funding Application in 2011. The original right- of-way cost did not anticipate the need for eminent domain proceedings due to an uncooperative property owner on the northeast corner. The original cost estimate did not anticipate the enhanced CV Link project elements requested by CVAG. The City of La Quinta is finalizing the right-of-way phase and anticipates having a shovel ready project by March 2021. Construction is expected to begin as early as June or July 2021.
