The following findings can be made as required in Section 9.210.025 of the La Quinta Municipal Code: 1. Consistency with General Plan: The land use is consistent with the General Commercial General Plan designation which allows for a full range of commercial uses, including the proposed veterinary clinic. The proposal would provide needed services for the residents of the City. 2. Consistency with Zoning Code: The proposed use is consistent with the provisions of the Regional Commercial zoning designation and requirements of the zoning code. 3. Compliance with CEQA: Processing and approval of the permit application are in compliance with the requirements of the California Environmental Quality Act. The project is consistent with EA 1997-337 prepared for the Centre at La Quinta, certified on July 15, 1997. 4. Surrounding Uses: Approval of the application will not create conditions materially detrimental to the public health, safety and general welfare or injurious to or incompatible with other properties or land uses in the vicinity in that this is a commercial operation located within a commercial area. The location is appropriate for the proposed use. The Minor Use Permit is subject to the following conditions of approval: 1.Applicant shall secure approval of building permit for construction of the veterinary clinic. 2.Applicant shall secure approval of a Sign Program Amendment and Sign Permit to facilitate signage for the business. 3.Applicant shall secure a business license prior to operation of the business. 4.Construction Permits Fire Department Review: Submittal of construction plans to the Office of the Fire Marshal for development, construction, installation and operational use permitting shall be required. Final fire and life safety conditions will be addressed when the Office of the Fire Marshal reviews these plans. These conditions will be based on occupancy, use, California Building Code (CBC), California Fire Code, and related codes, which are in effect at the time of building plan submittal. These conditions are preliminary and further review will occur upon receipt of construction plans. Additional requirements may be required based upon the adopted codes at the time of submittal. We have opened these in several locations in Wal Marts across the nation. Our clinics do low cost vaccinations, well checks, and nail trims. We do not do any overnight stays, surgeries, or boarding. A) Yes they do, we go through a use process and permitting process with them as well when required. We use signage to direct our customers to our front door and not through the store.
