2014 Engineering & Traffic Survey - 2021 Extension 2 years (15 street segments) September 28, 2021 County of Riverside Superior Courts Larson Justice Center 46-200 Oasis Street Indio, CA 92201 SUBJECT: 2014 Engineering and Traffic Survey Extension City of La Quinta Dear Larson Justice Center / County of Riverside Superior Courts, California Vehicle Code Sections 40801 and 40802 require Engineering and Traffic Surveys (ETS) to establish or revise prima facie speed limits on certain streets within a local jurisdiction before law enforcement can utilize radar or other electronic speed measuring devices for speed enforcement. These surveys must be updated every five, seven, or ten years to ensure the speeds reflect current conditions as dictated by the California Vehicle Code. The surveys can be extended from 5 to 7 years provided the City’s police officer(s) have completed a 24-hour radar operator course [CVC 40802(c)(2)(B)(i)(I)]. Additionally, some surveys may be extended to ten years if the City Traffic Engineer certifies there have been no significant changes to the roadway segment(s) or traffic conditions [CVC 40802(c)(2)(B)(i)(II)]. These provisions assure that posted speed limits are kept reasonably current. This letter is to certify that I am the licensed and duly designated Traffic Engineer for the City of La Quinta. I have evaluated fifteen (15) street segments that were part of the 2014 ETS and determined no significant changes have occurred, including, but not limited to, changes in adjoining property or land use, roadway width or traffic volume for these street segments. Therefore, based on the above reasons, the most recent Engineering and Traffic Survey may be extended up to 10 years from the effective date of the particular ETS conducted for the following street segments: • Adams Street from Miles Avenue to Highway 111 .......................................45 miles per hour • Avenida Bermudas from Avenue 52 to Calle Arroba ....................................40 miles per hour • Avenue 50 (Eastbound) from Jefferson Street to West MVCC Limit ...........45 miles per hour • Avenue 50 (Eastbound) from West MVCC Limit to East MVCC Limit ......50 miles per hour • Avenue 50 (Eastbound) from East MVCC Limit to Madison Street .............50 miles per hour • Avenue 52 from Desert Club Drive to Washington Street ............................50 miles per hour • Avenue 52 from Washington Street to Jefferson Street ................................50 miles per hour • Blackhawk Way from Adams Street to Dune Palms Road............................35 miles per hour • Eisenhower Drive from Calle Sinaloa to Avenida Bermudas .......................40 miles per hour • Fred Waring Drive from Washington Street to Jefferson Street ...................50 miles per hour • Highway 111 from West City Limit to Adams Street ...................................45 miles per hour • Highway 111 from Adams Street to East City Limit .....................................45 miles per hour • Monroe Street from Avenue 60 to Avenue 62 ...............................................50 miles per hour
