I parked behind it and took documentary photos of a red Honda Accord AZ license expiration 03/2019. The vehicle had a smashed in front windshield that actually had holes going into the interior of the vehicle. A tarp that previously may have covered the vehicle was lying on the ground in front of the vehicle. The rear end was wrecked, the drivers side mirror was hanging, there was rear driver side window that was cardboard, and the passenger rear tire was shredded and the vehicle was sitting on its metal rim. The vehicle also was filled with trash making it near impossible for people to sit in it. A female came out and said it only needed a tire. A Hispanic male came out about 55 years old, 225 lbs, and asked what I was doing and when I started to explain I was there to address the vehicle on the street , he began cursing me out, calling me names and was circling closer to me and continued to curse at me in my face. I replied with a little of the same to back him off, as I felt concern for my safety. I retreated back to my truck and called Dispatch to send a Deputy. While I was waiting for a Deputy, the driver of the vehicle starting removing belongings from the vehicle because I had informed the vehicle was unsafe to be on a highway, and was 2 years out of registration. She pushed the trash in the vehicle over and got in the car and drove it on the metal rim and made a U turn into the driveway. I got out a Vehicle Warning Notice and started to write it up. The Deputy arrived and the male was denigrating my character to the Deputy. After writing her the notice, she did not accept it so I dropped it on the grass as the agitated male was a bit close for me to place it on the ground. There was a second vehicle in the driveway with no plate and a flat tire. I will create a separate case for the blue Ford Focus. A tarp is not an acceptable remedy to solve the violation. It can be relocated into the enclosed garage. From reading a past case entry of Officer Rodarte's on 11/09/2020 at this address, he noted that cursed him out, was rude, talked over him, said Moises worked for him, had to do what he said, and he is a tax payer. I was also able to glean a VIN # for the blue Ford Escort from another vehicle abatement case. I called Mr. Garza and informed him I was at the 51505 Avenida Martinez address yesterday. He confirmed he's the owner. I advised I was addressing a vehicle parked on the street in a wrecked, unlicensed condition on the north side of the house. I stated another officer noted cursed him out. Mr. Garza replied is his son, that he causes problems for him at times. ( Garza). I mentioned I will be sending him copies of the notices and pictures of the vehicles. I asked if he can be helpful in encouraging his son to resolve the code violations at the property as he is ultimately responsible for what happens at the house. He wanted to file a formal complaint on Officer Moreno stating as a public servant he shouldn't be jerk to tax payer and wanted to know who was in charge of code compliance. I informed him of Supervisor Meredith and gave him his desk phone to file a compliant. He wanted know why his father was harassed and he has health conditions and stated all he did was have the lady move the car to his driveway so it didn't get towed. I informed Mr.Garza that once the vehicle was moved to his driveway it becomes a vehicle abatement case and stated for vehicle to be parked in the driveway in public view it has to be operable and currently registered and stated that vehicle in that condition was neither due to the registration being expired 2 years. He thought that was bull crap and stated he a tax payer and shouldn't be treated like that. He stated that the vehicle should be gone today and doesn't know why he needed to start harassing me and that it wasn't his vehicle. I informed him again once it was moved to his driveway it became the properties issue. I stated there wasn't citation issued and once the vehicle is removed the case can be closed. He ended the conversation by stating he didn't agree with me but thanked me answering his questions and would reach out to supervisor Meredith.
