A Vehicle Warning Notice was written and I attempted to provide it to the Hispanic male about 55 years old, 225 lbs., 5'9" tall, who was cursing me out and behaving in an agitated manner and kept circling back towards me in a threatening manner and was in my face cursing at me. I retreated to my vehicle and I called Deputy to keep the peace. I read in a prior case on 11/09/2020 that states called in response to a Vehicle Abatement notice and was cursing Moises and rude, and talking over him on the phone. As he refused the notice, I placed it on the ground for him to take if he chose to. He picked it up and said he would throw it in the trash as they do not litter on the property. I called Mr. Garza and informed him I was at the 51505 Avenida Martinez address yesterday. He confirmed he's the owner. I advised I was addressing a vehicle parked on the street in a wrecked, unlicensed condition on the north side of the house. I elaborated that it had a smashed windshield, shredded rear tire to the rim, broken drivers mirror, damaged rear end, etc. I told him a male about 55 came out and cursed me out. I stated another officer noted cursed him out. Mr. Garza replied . ). I mentioned I will be sending him copies of the notices and pictures of the vehicles. I asked if he can be helpful in encouraging his son to resolve the code violations at the property as he is ultimately responsible for what happens at the house. I did not stop and take photos as the threatening individual, , was present as I was driving by. I will go by another time. If he is there again, i will call a deputy for assistance and complete my inspection and if the vehicle remains in the same condition, I will send a Notice of Intent to Tow. Inspection Anthony Moreno 03/22/2021 10:30 am 0.50 I arrived and set up a block and a half away and called RSO dispatch non-emergency for a Deputy to assist and keep the peace. Deputy Keyes arrived. Mr. , , My inspection revealed the blue Ford Focus was still stored with no plate and a flat tire and no registration tags in the driveway. The vehicle has not been registered for so long it is not on file per DMV. He stated he wanted to speak with a supervisor so that he can file a complaint. He became increasingly upset throughout the conversation. I was able to calm him down and speak to him about the case. I asked that he move the blue ford focus back into the garage. I advised this will eliminate that violation. I asked about the white vehicle. He stated the vehicle now has tags. He stated his girlfriend found tags and placed them on the car. I asked if the tags belong to this vehicle, he stated he was unsure she was the one that found them. Please check with DMV again to confirm if the tags are current and belong to this vehicle. He asked to speak with Supervisor Meredith again. I advised he was not in the office but I could give him his email address so that he can formally file a complaint. He was given supervisor Meredith's email address.
