2022-23 CVAG MOU - Homeless Prevention Services (Housing First Program)FY 2022/2023 MEMORANDUM OF UNDERSTANDING BETWEEN LA QUINTA HOUSING AUTHORITY AND COACHELLA VALLEY ASSOCIATION OF GOVERNMENTS This Memorandum of Understanding (the "Memorandum") is made by and between the La Quinta Housing Authority, a public body, corporate and politic ("Authority") and the COACHELLA VALLEY ASSOCIATION OF GOVERNMENTS ("CVAG"), as of June 30, 2022 with respect to the following: RECITALS WHEREAS, the Authority is interested in providing food and shelter to those in need and, in that regard would like to support the CVAG Coachella Valley Housing First program; WHEREAS, the CVAG agrees to use the Authority funding for homeless prevention measures in eastern Coachella Valley and more specifically in the City of La Quinta this fiscal year; NOW, THEREFORE, the Authority and CVAG agree to the following: 1.0 TERM OF MEMORANDUM. The term of this Memorandum shall expire on June 30, 2023. 2.0 OBLIGATIONS OF THE PARTIES. 2.1 CVAG will provide food and shelter services at the CVAG facility, located at 83791 Date Avenue, Indio, CA 92201. CVAG shall provide the services set forth in Exhibit A attached hereto and incorporated herein by this reference ("Scope of Services"). CVAG shall deliver to the Authority periodic reports and compliance metrics as set forth in Exhibit B attached hereto and incorporated by this reference ("Compliance Reports"). CVAG shall comply with all federal, state, and local laws and regulations applicable to CVAG, the Scope of Services, and the use of the Authority Financial Support Funds (as defined in Section 2.2 below) and the use of any other public moneys (collectively, the "Compliance Requirements"). 2.2 The Authority will provide financial support of One Hundred Thousand Dollars ($100,000) ("Authority Financial Support Funds") to CVAG. Provided CVAG complies with its obligations under this Memorandum, the Authority shall disburse the Authority Financial Support Funds no later than 10 days after the execution of this Memorandum. This meeting provided teleconferencing accessibility pursuant to Executive Orders N-60-20 and N-08-21 executed by the Governor of California, and subsequently Assembly Bill 361 (AB 361, 2021), enacted in response to the state of emergency relating to novel coronavirus disease 2019 (COVID-19) and enabling teleconferencing accommodations by suspending or waiving specified provisions in the Ralph M. Brown Act (Government Code § 54950 et seq.). PRESENT: Authority Members Evans, Fitzpatrick, Peña, Radi, and Chairperson Sanchez ABSENT: None VERBAL ANNOUNCEMENT – AB 23 was made by Authority Secretary Radeva. STAFF PRESENT: City Manager/Executive Director McMillen, City Attorney/Authority Counsel Ihrke, City Clerk/Authority Secretary Radeva, Acting Deputy City Clerk McGinley, Director of Business Unit and Housing Development Villalpando, Management Analyst Kinley, and Community Resources Manager Calderon PLEDGE OF ALLEGIANCE Authority Member Fitzpatrick led the audience in the Pledge of Allegiance. PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA – None CONFIRMATION OF AGENDA Authority Director McMillen said the staff report for Business Session Item No. 1 should have referenced fiscal years 2021/22 and 2022/23, which staff will note during the presentation. APPROVE HOUSING AUTHORITY QUARTERLY MEETING MINUTES OF APRIL 19, 2022 MOTION – A motion was made and seconded by Authority Members Fitzpatrick/Evans to approve the Consent Calendar as recommended. Motion passed unanimously. BUSINESS SESSION 1. APPROVE BUDGET APPROPRIATION AND FUNDING TO PROVIDE ASSISTANCE TO AREA HOMELESS SERVICE PROVIDERS AND HOMELESS PREVENTION PARTNERS FOR FISCAL YEARS 2021/22 AND 2022/23 Management Analyst Kinley presented the staff report, which is on file in the Clerk’s Office. Authority Members discussed chronic homelessness and the services and resources provided by CV Housing First program, administered through the Coachella Valley Association of Governments (CVAG); Galilee Center offers assistance by providing food, clothing, and basic needs for local disadvantaged children, families, and farm workers in the East Coachella Valley, including a 75-bed shelter; providing funding to the Galilee Center would help alleviate demand of services on the rest of homelessness service providers; if funding for the Galilee Center is approved, it will be specific to fund operations; benefits of funding regional as well as local services; and numerous grant funding La Quinta has provided to the Galilee Center over the years. Chairperson Sanchez said Erica Felci, Assistant to the Executive Director at CVAG, provided WRITTEN PUBLIC COMMENTS thanking the Authority and the City’s for its continued partnership and support of the CV Housing First regional program over the years. PUBLIC SPEAKER IN-PERSON: Kay Wolff, La Quinta – said she has visited the Galilee Center many times; those who stay at the shelter can stay as long they need; refugees are provided governmental assistance to comply with immigration requirements, and assistance with immigration filings; the center provides food and medical services to those staying at the shelter, and once a week food distributions are provided to the community; and the on-site thrift shop offers goods at very low costs. HOUSING AUTHORITY MINUTES Page 3 of 3 MAY 3, 2022 SPECIAL MEETING Authority Member Evans noted she will support Funding Option No. 3, as presented in the staff report, providing funding for the Galilee Center, even though she believes their services do not benefit La Quinta. MOTION – A motion was made and seconded by Authority Members Fitzpatrick/Radi to: A. Approve budget appropriation of $250,000 for fiscal year 2021/22 and 55,000 for fiscal year 2022/23 to provide assistance to area homeless service providers and homeless prevention partners; and B. Approve funding Option No. 3 as follows: a. Coachella Valley Rescue Mission – $100,000; b. Martha’s Village and Kitchen – $100,000; c. Coachella Valley Association of Governments – CV Housing First program – $100,000; and d. Galilee Center – $5,000 Motion passed unanimously. Respectfully submitted, MONIKA RADEVA, Authority Secretary La Quinta Housing Authority City of La Quinta HOUSING AUTHORITY SPECIAL MEETING: May 3, 2022 STAFF REPORT AGENDA TITLE: APPROVE BUDGET APPROPRIATION AND FUNDING TO PROVIDE ASSISTANCE TO AREA HOMELESS SERVICE PROVIDERS AND HOMELESS PREVENTION PARTNERS FOR FISCAL YEARS 2021/22 AND 2022/23 RECOMMENDATION Approve budget appropriation and funding option to provide assistance to area homeless service providers and homeless prevention partners – Coachella Valley Rescue Mission (CVRM), Martha’s Village and Kitchen (MVK) and Coachella Valley Association of Governments (CVAG) for Fiscal Years 2021/22 and 2022/23. EXECUTIVE SUMMARY Staff receives quarterly metrics regarding the success of this funding and can track how it positively impacts the City of La Quinta and Greater Coachella Valley community. For Authority consideration, the Housing Commission recommends the following allocation totaling $300,000 for 2022/23: o $100,000 to CVRM o $100,000 to MVK o $100,000 to CVAG FISCAL IMPACT The Low-Mod Housing Authority fund has a current homeless funding budget of $250,000 for FY 2021/22 available in account number 243-0000-60532. If approved, a $50,000 budget appropriation would result in a budget of $300,000. The Low-Mod Housing Authority Fund has a current fund balance of approximately $2,790,000 which would be used to increase the budget as directed. BACKGROUND/ANALYSIS The Commission and Staff recommend providing $100,000 to CVRM, MVK, and CVAG, as these organizations serve the City of La Quinta, and Greater Coachella Valley area, assisting with homeless relief efforts and COVID-19 pandemic relief impacting disadvantaged communities. BUSINESS SESSION ITEM NO. 1 7 Each organization is required to provide a quarterly report on their use of the funds, indicate how many La Quinta individuals were assisted, and what services they utilized. Below is a summary of regional accomplishments of each organization for Calendar Year 2021:  CVRM: Over 5,000 unique individuals sheltered, clothed, and fed, when they would otherwise be homeless.  MVK: Over 300 individuals placed into permanent affordable housing after receiving workforce training and obtaining a job that will provide for sustainability and cover all expenses.  CVAG: 75 chronically homeless individuals placed into permanent housing through the program. A standard Memorandum of Understanding (MOU) is signed by all providers, stipulating annual and quarterly reporting requirements. Further, during the October 5, 2021, City Council Meeting regarding the Community Services Grant Program awards, Council direction was given for the Commission to review the Galilee Center’s request for assistance, as it may relate to housing and homeless prevention services. During the March 9, 2022 regular Housing Commission meeting, a study session was held discussing the appropriateness of funding Galilee Center’s request for an annual $5,000 award related to housing and homeless prevention services. As requested by the Commission, a tour of the Galilee Center was conducted on April 6, led by Co- Founder Claudia Castorena for City staff and the Commission. Information about the history of the facility and services provided to the public was discussed. Though the services could be considered in relation to the Low-Mod Housing Fund’s qualifying expenditures of housing and homeless prevention services, and therefore be required to fulfill the same requirements as stipulated in the MOUs for other organizations, the Commission noted the Galilee Center does not provide for La Quinta residents in a close enough proximity to the facility, and therefore does not recommend funding their request for assistance. Staff has prepared three funding options for the Authority to review regarding FY 2022/23, recommending Option 1, per the Commission’s direction: Option 1 (Commission Recommendation w/ Budget Increase): - CVRM: $100,000 - MVK: $100,000 - CVAG: $100,000 TOTAL: $300,000 (Budget increase of $50,000) 8 Option 2 (No Budget Increase): -CVRM: $100,000 -MVK: $100,000 -CVAG: $50,000 TOTAL: $250,000 (No budget increase) Option 3 (Consideration of Galilee Center Request and Budget Increase) -CVRM: $100,000 -MVK: $100,000 -CVAG: $100,000 -Galilee Center: $5,000 TOTAL: $305,000 (Budget increase of $55,000) ALTERNATIVE The Authority may deny this adjusted funding request or direct staff to revise the contribution allocation.
