LOCATION: 47225 WASHINGTON STREET EXECUTIVE SUMMARY • The applicant proposes to create the St Francis of Assisi Catholic Church Sign Program (Program) to establish sign allowances for the Church. BACKGROUND The St Francis of Assisi Church (Church) is an existing church on 47225 Washington Street. This Church has an existing monument sign along Washington Street identifying the Church and additional incidental and information signs. PROPOSAL AND ANALYSIS The applicant proposes a Program for the Church to establish allowances for six (6) identification signs on the buildings, temporary signs, and a Center Identification monument sign. The building signs are allowed at a maximum of 50 square feet (sf) each and can be placed on some general locations throughout the multiple Church buildings. The Program allows for a 20 sf temporary banner as well as periodic promotional banners not exceeding 32 sf. The Center Identification monument sign is proposed to have a LED message board to advertise programming and information. The LED portion of the sign will be 3’-6” x 7’ and the entire monument sign size will be 8’ high and 10’ wide. The proposed sign program amendment will not substantially alter the aesthetics of the project site and will provide increased visibility to the existing Church. This proposed sign program amendment is consistent with other sign programs, allowing for additional sign visibility. Future signs for this location shall be submitted under the general sign permit process as they are identified and reviewed against the parameters of this approval. ENVIRONMENTAL REVIEW The Design and Development Department has determined that this project is exempt from environmental review pursuant to Section 15301 (Existing Facilities) of the California Environmental Quality Act in that the proposed project includes on-premise signs. The buildings they identify. The Center Identification sign incorporates color palette, materials, and design motif similar to the existing and future buildings on the site c. Surrounding development. Implementation of the planned sign program will not adversely affect surrounding land uses or obscure adjacent conforming signs. GENERAL 1. The applicant agrees to defend, indemnify and hold harmless the City of La Quinta (“City”), its agents, officers and employees from any claim, action or proceeding to attack, set aside, void, or annul the approval of this Sign Program Amendment. The City shall have sole discretion in selecting its defense counsel. The City shall promptly notify the applicant of any claim, action or proceeding and shall cooperate fully in the defense. 2. Any changes to the sign program, including sign size, sign placement and/or sign design, will require a sign program amendment application to be filed with the Design and Development Department. General Requirements: General Specifications: Signs shall be placed only in the locations described herein (refer to individual building Sign Elevation drawings). The type of sign, color, materials, and maximum size are described in the Detail Requirements section of this document. Prior to sign fabricatioon or installation, the Church shall submit two (2) copies (one in full color) of the proposed sign for Landlord’s approval. Drawings must include sign location, size, layout, design and color, including all lettering and/or graphics. Sign area allowances expressed in this Sign Program are stated as maximum. Should the City Sign Ordinance requirements be more restrictive, the City Sign Ordinance shall apply. No exposed raceway, crossovers, conduits, transformers, etc. which are visible when facing building elevation shall be permitted. All electrical signs and their installation shall comply with all local building and electrical codes. Electrical service to all signs (as applicable) shall be connected to Church’s electrical service panel. All illuminated Building Wall and Fascia Signs shall be internally illuminated individual channel letters. Detail Requirements, Main Business Sign: Upon submission approval of permit for main signage, a temporary banner, not to exceed 20 square feet in area, may be installed in main sign area, pending approval and fabrication of main sign. Periodic display of banners for promotional events is authorized in accordance with City of La Quinta Ordinance. Such promotional banners may not exceed 32 square feet in arrea. Temporary Signs: Freestanding doublesided center identification (monument) sign shall be permitted. Existing monument size is eight (8) feet high by ten (10) feet wide. The LED Message Board shall not exceed twenty eight (28) square feet in area and the overall height shall not exceed four (4) feet from the average finish grade at the sign base. The Center ID sign face shall be an LED Message Board. Center Indentification Signs: Upon removal of any sign, the building or wall surface shall be patched, textured, sealed and painted to match its original condition, at Tenant’s sole expense.
