City Council Staff Report - Frontier Wall Mural (Hydra)City of La Quints CITY COUNCIL MEETING February 11, 2019 STAFF REPORT BUSINESS SESSION ITEM NO. 2 AGENDA TITLE: APPROVE ART IN PUBLIC PLACES FUNDING AND RECOMMEND MURAL FOR FRONTIER WALL RECOMMENDATION Approve Art in Public Places funding and recommend mural for City -owned wall adjacent to the Frontier building. EXECUTIVE SUMMARY • In January 2019, a Request for Proposal (RFP) was distributed for art mural designs on the wall. • Two local artists proposed murals for the wall (Attachment 1). • Mural will be painted along the eastern side of the wall. FISCAL IMPACT Total project cost is not to exceed $5,000. Funds are available in the Art for Public Places (APP) fund (207-0000-74800). BACKGROUND/ANALYSIS In January 2019, the Community Services Commission agreed to proceed with the distribution of a Request for Proposal (RFP) to design and paint art murals on the city -owned wall adjacent to the Frontier building. The RFP was posted on the City's website and distributed to art organizations across the Coachella Valley. Two local artists submitted proposals and bring a unique element. The first submission is from John Cuevas and is currently installing a mural on the exterior of the La Quinta Library. His proposal is inspired by the constellation Hydra, is painted realistically to give the illusion that the figures cast shadows, and costs $5,000 (Attachment 1). The second submission is from Adam Rodriguez and has no existing murals with the City. His proposal is inspired by the surrounding area which includes colorful mountains, palm trees, illustrative indigenous flora with bright and exciting movement (Attachment 1). Adam's proposal costs $4,700. The wall mural will serve as a cultural asset connecting the Civic Center Campus to the Village corridor. To successfully deliver its purpose, the mural should reflect the surrounding area's natural beauty and embrace the Village and Campus' vibrancy. Staff would like a mural complete by March 1, 2019. ALTERNATIVES This project is a top priority from the 2018 Community Workshop and staff does not recommend an alternative. Please see the attachments for further details on my proposal for the site. It's been an utter pleasure working with the City of La Quinta to complete the Murals for the Library location. I've met so many great La Quinta residents, tourist and Coachella Valley visitors working on the Library Murals. What has struck me the most is how eager and welcoming the public has been. The feedback has been overwhelmingly posi- tive and I am eager to continue with another beautification project in this warm, inspiring city! Sincerely, dmQ1--% John Cuevas Artist Project Statement: The Proposal I am submitting is inspired by the constellation Hydra, which is the longest of the 88 modern constellations. It is visible in the summer months here in the Coachella Valley when Jupiter is visible. The tail end of the mural will feature a detailed reproduction of a Public Domain constellation map showing the Constellation Hydra in relation to more known constellations like Virgo, Corvus and Cancer. The snake I chose to embody the constellation is the California King Snake, which is resistant to the venom of a Rattlesnake and keeps the Rattler population in balance. The Mural will be painted realistically and will give the illusion that the figures cast shadows. The texture of the peeling wall will be glazed and also foreshadowed to help create this illusion. I can create this effect with this wall because it is smooth and flat with no competing texture. The areas of the mural that depict a Mayan Coda like wall will be detailed drawings that only look like Mayan Coda in structure and will be composed of hybridized stacks of contemporary remnants. The adjacent wallpaper will do the same but will be inspired by Shaker and Quaker Gift Drawings. really hope I am chosen for this project. I have many of the materials ready to go for this project as I love working on Cinder Block, minimally textured walls. I can create some real magic on these types of walls and know from my interactions with the residents, tourist and local visitors that everyone is ready for it. Contact Information: a. I also guarantee that the colors of the mural will remain vibrant and stable for 5 years, and following 5 years the mural will still be vibrant due to the color harmonies and contrast chosen for the mural. 10.
