EXECUTIVE SUMMARY • Annually, the budget for the La Quinta Housing Authority is prepared and submitted for the Housing Authority's review and approval. • The Housing Commission reviewed and approved the Housing Authority's Budget. • The Housing Fund includes total expenditures of $604,000 and operating revenue of $315,000. The shortfall ($289,000) will be covered by fund balance (estimated at $9.9 million). • The RDA Low -Mod Fund recognizes loan payments in unassigned reserves. The loan repayment for 2018/19 will be $622,613. Expenditures for this fund total $250,000. FISCAL IMPACT Projected expenditures for all Housing Funds are $854,000 with revenues of $945,613 (inclusive of loan repayment). Twenty percent of loan repayments to the General Fund from the Successor Agency are designated for housing at approximately $622,613 in 2018/19. This payment of $622,613 increases funds in the Housing Authority's fund balance for available appropriation. BACKGROUND/ANALYSIS The draft Housing Authority budget was presented to City Council on May 15tH Subsequently the Housing Commission reviewed and approved the proposed budget on June 13, 2018. Since the initial budget presentation, there has been one change to salary and benefits for a position reclassification partially funded by the Housing Fund. HA 2018- A RESOLUTION OF THE LA QUINTA HOUSING AUTHORITY APPROVING A BUDGET FOR FISCAL YEAR 2018/19 WHEREAS, each year the La Quinta Housing Authority adopts a Budget for Revenues and Expenditures for the upcoming Fiscal Year; and WHEREAS, the Housing Authority desires to make provisions for a level of services commensurate with the needs of the City; and WHEREAS, the Housing Authority has reviewed said budget and has had several public meetings to receive public input; and WHEREAS, the Housing Authority has, after due deliberation and consideration, made such amendments in the proposed budget as it considers desirable; and NOW, THEREFORE, BE IT RESOLVED by the La Quinta Housing Authority to adopt, as follows: SECTION 1. The Fiscal Year 2018/19 Budget, which is on file with the La Quinta Housing Authority Secretary is hereby approved. SECTION 2. Budget adjustment procedures are approved as follows: A. Additional appropriations and the transfer of cash or unappropriated fund balance from one fund to another shall be made only upon Housing Authority approval. B. Transfers of budgeted appropriations between divisions or capital projects shall be made only upon Housing Authority approval. C. Transfers of budgeted appropriations between accounts within a division or capital project may be made with the approval of the Executive Director or his designee. D. Prior year budget continuing Appropriations and Encumbrances for unexpended capital project appropriations remaining from uncompleted prior year capital projects shall be made with Executive Director approval. These carry-over appropriations are for prior year Housing Authority approved capital projects and shall not exceed the approved project budget. The Executive Director shall render a monthly report on the status of City operations as it relates to the approved budget and any amendments thereto. SECTION 4. Continuing Appropriations which remain unspent and were authorized by Authority in Fiscal Year 2017/18 are approved in the Fiscal Year 2018/19 Budget in an amount not to exceed $10,277,200 (Exhibit A). In no event shall a carryover exceed the per account amount noted above. 9 10 BUSINESS SESSION ITEM NO. 2 City of La Quinta HOUSING AUTHORITY MEETING: June 19, 2018 STAFF REPORT AGENDA TITLE: REMAND TO THE HOUSING COMMISSION AMENDMENT NO. 3 TO PROFESSIONAL SERVICES AGREEMENT WITH BECKY CAHA FOR HOUSING COMPLIANCE AND MONITORING SERVICES RECOMMEDATION Approve by minute order a remand to the La Quinta Housing Commission, as a business session item, Amendment No. 3 to the Professional Services Agreement with Becky Caha for Housing Compliance and Monitoring Services. EXECUTIVE SUMMARY • State law (Brown Act) prohibits a majority of the members of the commission, outside of a public meeting, from using a series of communications of any kind, directly or through intermediaries, to discuss, deliberate, or take action on any item of business that is within its subject matter jurisdiction. • City staff informed the City Attorney's Office that a housing commissioner discussed with a majority of other housing commissioners, prior to calling to order the June 13, 2018 Housing Commission meeting, Consent Calendar Item No. 2 regarding the amendment to the Professional Services Agreement with Ms. Caha. No approval of the amendment occurred, as the commission only makes recommendations. • To ensure Ms. Caha receives a fair hearing and opportunity to respond to any comments or concerns that may have been expressed by any commissioner prior to the commencement of the commission's June 13, 2018 meeting, a remand is recommended by the City Attorney's Office. FISCAL IMPACT Nominal administrative costs associated with remanding and reconsideration by the Housing Commission. IACKGROUND/ANALYSIS City staff who attended the June 13, 2018 Housing Commission meeting observed Commissioner Johnson discussing his views on Consent Calendar Item No. 2 with other members of the Commission prior to the start of the meeting. Apparently he 11 spoke with Chair Rogers while Commissioners Long, McDonough, and Davidson were on each side of her. The Commission recommended that the City Council not approve the amendment, but no final decision has been made as state and city law requires final decisions to be made by the Housing Authority Board of Directors (Board). Prior to the Board considering and making a decision on the amendment, the City Attorney's Office recommends remanding the item to the Housing Commission as a business item, with instructions to the commissioners not to discuss or consider the item outside of the public meeting, to ensure Ms. Caha and/or her representative(s) have an opportunity to address any comments or concerns raised by commissioners. Under further consideration as a business item, the Housing Commission may change or maintain its current recommendation, provided Ms. Caha and/or her representatives) are given an opportunity to respond. The Smith Family is the first, hopefully of many, to enter the Coral Mountain Homeless Prevention Trial Program (Program). The Family has been homeless since the youngest daughter, now three years old, was born. They have been residents at Martha's Village and Kitchen. Through hard work and dedication, they proved to be prime candidates for the Program. The family has been assigned a case manager through the County of Riverside Housing Authority to help ensure her success. 13 14
