LOCATION: 46805 DUNE PALMS ROAD EXECUTIVE SUMMARY • The applicant proposes to amend the La Quinta Valley Plaza Sign Program to allow additional sign area and a new monument sign on a free-standing building at the northeastern corner of the Plaza. BACKGROUND The La Quinta Valley Plaza Sign Program was originally submitted in 2003, and has since been amended 4 times previously, including amendments for the currently proposed building. PROPOSAL AND ANALYSIS The applicant requests this amendment to allow: 1. Decrease in number of building -mounted signs allowed from 3 to 2, but increase in aggregate sign area from 50 square feet to 80 square feet. 2. Addition of a monument sign on Dune Palms, 6 feet in height. 3. An increase in letter height from 18" to 21" and logo height from 24" to 42". The proposed amendment will not add any signage interior to the center. The proposed amendment will instead focus signage on the Corporate Center and Dune Palms sides of the building. Therefore, the signage will not conflict with interior project signage, but will increase visibility for the new senior center proposed in this freestanding building. The signage is well designed and ENVIRONMENTAL REVIEW The Design and Development Department has determined that this project is exempt from environmental review pursuant to Section 15301 (Existing Facilities) of the California Environmental Quality Act in that the proposed project includes on -premise signs. Consistency with General Plan The project site is designated General Commercial on the General Plan land use map and the proposed sign program amendment further promotes Regional commercial uses at the center. 2. Consistency with Zoning Code Sign program amendments are authorized by the Zoning Code and the proposed sign program amendment is consistent with the purpose and intent of Chapter 9.160. The sign program amendment is in harmony with and visually related to: a. All signs within the planned sign program, via the incorporation of several common design elements such as materials, letter style, colors, illumination, sign type or sign shape. The new signs will be exterior to the center and will not impact signage within the center. b. The buildings they identify. This may be accomplished by utilizing materials, colors, or design motif included in the building being identified. The amendment allows for larger identification for major tenants. c. Surrounding development. Implementation of the planned sign program will not adversely affect surrounding land uses or obscure adjacent conforming signs. The sign program amendment would allow for additional signs and more square footage per side to increase visibility for patrons traveling on Dune Palms Road and Corporate Center Drive. The sign program allows additional area in order to: a. Achieve an effect which is essentially architectural. The building signs provides compatible and reasonable architectural designs. b. To allow a sign to be in proper scale with its building or use. The free-standing building will be occupied by a single tenant and monument sign will identify that business. c. To allow a sign compatible with other conforming signs in the vicinity. 3. Compliance with California Environmental Quality Act (CEQA) The Design and Development Department has determined that this project is exempt from environmental review pursuant to Section 15301 of the California Environmental Quality Act in that the proposed project can be characterized as an existing facility. 4. GENERAL The applicant agrees to defend, indemnify and hold harmless the City of La Quinta ("City"), its agents, officers and employees from any claim, action or proceeding to attack, set aside, void, or annul the approval of this Sign Program Amendment. The City shall have sole discretion in selecting its defense counsel. The City shall promptly notify the applicant of any claim, action or proceeding and shall cooperate fully in the defense. 2. Sign Program 2018-0002, Amendment #5 This proposed sign program amendment aligns with the current sign program allowances with the following minor exceptions: • Single tenant users in the current sign program are allowed a maximum of (3) building signs, (1) per elevation. This amendment proposes (2) building signs for a single tenant use. • The maximum sign area is one (1) square foot per foot of lineal lease frontage not to exceed 50 square foot aggregate. This amendment uses the same area allowance formula (1 sq. ft. per lineal foot of frontage) and proposes increasing the maximum sign area to 80 square foot aggregate to correspond with the scale of this two (2) story 17,979 square foot single tenant building. • The current sign program restricts sign sizes to a maximum height of 18" for letters and 24" for logos. This amendment proposes to increase the maximum letter height to 21" for letters and 42" for logos in scale with the building design and architecture. • Freestanding signs are allowed to be a maximum of 50 square feet x 8' overall height. This amendment proposes to allow an additional monument sign along the Dune Palms Road frontage to provide facility identification to patrons on this street near the driveway entry.
