LOCATION: EXECUTIVE SUMMARY 79900 HIGHWAY 111 • The applicant proposes to amend the Jefferson Plaza Sign Program Phase 1 - Home Depot to allow additional sign area on the Tool Rental Center Expansion on the west side of the Home Depot building BACKGROUND The Jefferson Plaza Sign Program Phase 1 - Home Depot (SA1997-378) was originally submitted in 1997, and has not been previously amended. On January 26, 2023, The Planning Commission approved Modification by Applicant 2022-0004 (MBA2022-0004) and Conditional Use Permit 2022-0003 (CUP2016-0004 Amendment 2) for the construction of a Tool Rental Center Expansion. PROPOSAL AND ANALYSIS The applicant requests this amendment to allow: 1. An increase in the number of allowed building -mounted signs on the south facing elevation of the expanded Home Depot building from 3 to 4. The proposed amendment will add new sign at the dedicated entrance to Tool Rental Center. The signage is well designed and will help direct customers intending to pick-up or return rented tools to the dedicated Tool Center Entrance and therefore assist with an improved traffic flow and parking space utilization within the Jefferson Plaza and Home Depot parking lot. ENVIRONMENTAL REVIEW The Design and Development Department has determined that this project is exempt from environmental review pursuant to Section 15301 (Existing Facilities) of the California Environmental Quality Act in that the proposed project includes on -premise signs. Proposed Amended Sign Program CONDITIONS OF APPROVAL -APPROVED NOVEMBER 30, 2023 SIGN PROGRAM AMENDMENT 2023-1002, SA 1997-378, AMENDMENT #1 JEFFERSON PLAZA (PHASE 1 — HOME DEPOT) SIGN PROGRAM AMENDMENT Page 1 of 2 FINDINGS Consistencv with General Plan The project site is designated General Commercial on the General Plan land use map and the proposed sign program amendment further promotes Regional commercial uses at the center. 2. Consistencv with Zonina Code Sign program amendments are authorized by the Zoning Code and the proposed sign program amendment is consistent with the purpose and intent of Chapter 9.160. The sign program amendment is in harmony with and visually related to: a. All signs within the planned sign program, via the incorporation of several common design elements such as materials, letter style, colors, illumination, sign type or sign shape. The sign will incorporate the corporate colors and lettering style of Home Depot, a national home improvement chain. Additionally, the new sign will incorporate internally illuminated channel letters consistent with other signs on the building. b. The buildings they identify. This may be accomplished by utilizing materials, colors, or design motif included in the building being identified. This amendment will identify the separate entrance for the Tool Rental Center. The building design and the new sign will be visually cohesive and utilize a complimentary color palate. c. Surrounding development. Implementation of the planned sign program will not adversely affect surrounding land uses or obscure adjacent conforming signs. The additional sign will not be visually distracting from adjoining properties or obscure any existing signs. The sign program allows additional area in order to: a. Achieve an effect which is essentially architectural. The building signs provides compatible and reasonable architectural designs. b. To allow a sign to be in proper scale with its building or use. The sign program amendment would allow one additional sign for the recently expanded Tool Rental Center. c. To allow a sign compatible with other conforming signs in the vicinity. 3. Compliance with California Environmental Quality Act (CEQA) The Design and Development Department has determined that this project is exempt from environmental review pursuant to Section 15301 of the California Environmental Quality Act in that the proposed project can be characterized as an existing facility. Surrounding Uses As conditioned, approval of the application will not create conditions materially detrimental to the public health, safety and general welfare or injurious to or incompatible with other properties or land uses in the vicinity. The proposed sign program amendment design elements are consistent in size and scale with the existing signage in surrounding commercial centers. C-,FNFRAI 1. The applicant agrees to defend, indemnify and hold harmless the City of La Quinta ("City"), its agents, officers and employees from any claim, action or proceeding to attack, set aside, void, or annul the approval of this Sign Program Amendment. The City shall have sole discretion in selecting its defense counsel. The City shall promptly notify the applicant of any claim, action or proceeding and shall cooperate fully in the defense. 2. Any subsequent changes to the sign program, including sign size, sign placement and/or sign design, will require a sign program amendment application to be filed with the Design and Development Department.
