The event, as conditioned, will not be detrimental to the health, safety and general welfare of the community in the area of the proposed event. B. There is adequate area to conduct the event and to accommodate the anticipated attendance, as conditioned. C. Sufficient parking will be provided for the anticipated attendance. D. Food service operations, medical facilities, solid waste facilities, sewage disposal methods and potable water service have been provided. E. Fire protection plans and facilities have been provided to the satisfaction of the fire marshal. F. Security plans and facilities have been provided to the satisfaction of the sheriff. G. Public roadways providing access to the event are capable of accommodating the anticipated traffic volumes in a reasonable and safe manner with minimal disruption to local traffic circulation. This approval authorizes the applicant to conduct the event pursuant to compliance with all conditions of approval of this permit and does not constitute approval of the necessary building, fire and encroachment permits, or other permits as necessary. The applicant must obtain any permits, as required below, in order to physically set up the event. ta 0"ra LAI 11M 811:1 CONDITIONS OF APPROVAL Completion/confirmation prior to start of the event: The applicant agrees to indemnify, defend and hold harmless the City of La Quinta ("the City"), its agents, officers and employees from any claim, action or proceeding to attack, set aside, void, or annul the approval of this temporary use permit. The City of La Quinta shall have sole discretion in selecting its defense counsel. The City shall promptly notify the applicant of any claim, action or preceding and shall cooperate fully in the defense. 2. The applicant shall provide notification of the event to Home Owners Associations within 500 feet of event site, including PGA West, Hideaway, Madison Club, Citrus, and any other residential developments to be affected by event and traffic control, at least fourteen (14) days prior to the event, by January 1, 2024. Notification shall include date, time, event scope, contact information, and traffic plans. Proof of notification shall be provided to the Design and Development Department by January 8, 2024 and shall include the following: a) a map showing all properties within a minimum 500 -foot radius of subject property, b) a typed list of all property owners and their mailing address within a 500 -foot radius, and all residents/tenants of said properties, c) photographic evidence of addressed envelopes, d) copy of the written notification, and e) signed affidavit by the applicant that notices have been mailed or delivered. These items may be emailed to the Planning Division at Plan ning(a�LaQuintaCA.gov. Please provide the case number with correspondence. 3. The applicant shall finalize and adhere to contract between applicant and Riverside County Sheriff's Department for Police presence throughout event. Contract shall be finalized no later than thirty (30) days prior to event. 4. The applicant shall provide copies of their contracts with traffic, security and crowd control companies for review and approval by the Fire Department and Sheriff Department. Such contracts shall be approved and finalized no later than twenty (20) days prior to event. 5. The applicant shall obtain all other applicable permits, if required, from the appropriate agencies (i.e. Fire Department, Building Division, Sheriffs Department, etc.). A Special Inspection Permit from the Building Division is required for all structures, including TV towers, tent structures, tent platforms/grandstands, and generators. Plans and layouts complying with ICC -300 and structural calculations are required for review and approval - NOTE: a structural observation by the engineer of record is required of the completed structures and its review and approval by the building division prior to occupancy. 6. Any City staff conducting an inspection may request additional or modification of conditions as they arise during inspection. These additional requests shall be responded to in a timely manner, prior to first use. ta 0"ra LAI 11M 811:1 7. A separate fire permit application is required for tents, temporary structures, and stages. Construction documents are required as follows: A detailed site and floor plan for tents or membrane structures with an occupant load of 50 or more. The tent or membrane structure floor plan shall indicate details of the means of egress facilities, seating capacity, arrangement of the seating and location and type of heating and electrical equipment. Construction documents shall include an analysis of structural stability. Tents and membrane structures greater than 7,500 square feet (697 m2) shall be designed and constructed to comply with Sections 1606 through 1609 of the California Building Code 8. All attached Conditions of Approval issued by County of Riverside Fire Department shall be complied with. 9. All vendors shall obtain a City Business License. The serving of food and alcoholic beverages during the event shall be subject to the rules and requirements of the Riverside County Health Department and State of California Alcoholic Beverage Control, respectively. 10. The applicant shall apply for and comply with a City approved Encroachment permit. This permit shall include a stamped traffic control plan with appropriate insurance that is reviewed and approved by City of La Quinta Public Works department, Traffic Engineer, and Riverside County Sheriff and Fire Department. Approved traffic control plan shall be adhered to throughout the event. Completion/confirmation during the event: 11. Applicant shall provide resources, including location and personnel on site, to allow for City public safety staff and Riverside County Fire and Sheriff's Department staff to have emergency and active personnel on site. Final location and total resources shall be agreed to and finalized ten (10) days prior to event. 12. The use of amplified equipment for music presentations is permitted, provided that all provisions of the City of La Quinta's Noise Ordinance (LQMC 9.100.210) are complied with. 13. The use of amplified equipment for a music concert on Friday January 19, 2024 and Saturday, January 20, 2024 from 5:00 p.m. — 8:00 p.m. each day is permitted, along with sound checks occurring between 4:00 p.m. and 5:30 p.m. on Friday and Saturday, provided that all provisions of the City of La Quinta's Noise Ordinance (LQMC 9.100.210) are complied with, with the exception of the Noise Standard temporarily being raised from 60 dB(A) to 75 dB(A) for this time period. During this time period, the noise standard will be temporarily raised to 85 dB(A) for the western -most neighboring homes and the applicant shall implement noise limiters, gates, or compressors per technology mitigation measure #2 from the noise study dated January 12, 2018 and on file. ta wk�a LA1.1FU RNIA 14. Noise emitting from generators for the scoreboards must comply with all provisions of the City of La Quinta's Noise Ordinance (LQMC 9.100.210). Applicant shall place generators as far from residences as possible. 15. Certain areas providing access to the event area are public and, as such, general public access may not be denied or restricted in any manner that extends beyond the limits of this event as approved. 16. No on -street parking outside the approved event area may be utilized for valet parking services. All on -street parking areas shall remain available for public use. 17. Security personnel shall be easily identifiable to the public by the provision of uniformed personnel. All designated private security personnel must be licensed by the State of California and possess a valid Private Security license. 18. Public property shall not be defaced by paint or other types of permanent materials such as pen, markers, etc. 19. The serving of food at the event shall be subject to rules and requirements of the Riverside County Health Department. 20. Smoking shall not be permitted in any tent or canopy or in any adjacent area where hay, sawdust or any other combustible materials are stored or used unless approved by the fire inspector. NO SMOKING signs shall be posted in all tents and canopies. 21. No fireworks, or open flame, or any other device emitting flame or fire or creating a glow capable of igniting combustibles shall be permitted. 22. All motor vehicles shall be parked in designated parking areas. Designated Fire Lanes are to be kept open with minimum of 20 feet unobstructed access at all times. Fire lanes shall be clearly outlined in an approved manner throughout the event grounds by posting "NO PARKING FIRE LANE". 23. Staff shall be available to remove the temporary road closures so as to provide emergency access at Pete Dye Entrance at all times during the event. 24. As the applicant proposes to place signs in City street rights of way, the signs shall conform to Section 9.160 of the La Quinta Municipal Code (the Sign Ordinance) and the conditions set on the encroachment permit for said signage. 25. All required traffic control and dust mitigation measures shall be implemented by the applicant at no cost to the City of La Quinta. Dust control measures shall be employed during all event activities, pursuant to Chapter 6.16 of the Municipal Code. ta O"ra LAI 11M 811:1 26. Applicant to provide manual traffic control by Police Department officers at the roundabout if determined to be necessary by the Public Works Director. Completion/confirmation after the conclusion of the event (if necessary): 27. The event sites used shall be left clean and in its original manner after the event. Temporary trash receptacles shall be provided in and around the event areas. All event areas shall be left free of debris at the end of each day's activities, and after the event concludes. 28. All signage must be removed at the conclusion of the event, or removal of each sign is subject to a fine. Please contact the Code Compliance Department at (760) 777-7050 regarding removal of signage. 29. Any damage to public hardscape due to the installation and/or removal of the directional signs shall be repaired as directed by the City Engineer. This includes but is not limited to sidewalks, curb and gutter, landscaping, and pavement especially within the surrounding public streets. A separate fire permit application is required for the tents, temporary structures, and stages. Create a permit type called "fire special event" and a work class type "special event structures /tents" through the online portal and upload the documents. Construction documents Required: A detailed site and floor plan for tents or membrane structures with an occupant load of 50 or more shall be provided with each application for approval. The tent or membrane structure floor plan shall indicate details of the means of egress facilities, seating capacity, arrangement of the seating and location and type of heating and electrical equipment. The construction documents shall include an analysis of structural stability. Tents and membrane structures greater than 7,500 square feet (697 m2) shall be designed and constructed to comply with Sections 1606 through 1609 of the California Building Code. 2.) Special Event Structures (Stage, tent foundations, platforms and grandstands): Provide the site layout for the concert component of the event, including stage location. The following documents shall be submitted to the fire code official and the building official for review before a permit is approved: Construction documents: Construction documents shall be prepared by a registered design professional in accordance with the California Building Code and ANSI E1.21 where applicable. Construction documents shall include: a. A summary sheet showing the building code used, design criteria, loads and support reactions. b. Detailed construction and installation drawings. c. Design calculations. d. Operating limits of the structure explicitly outlined by the registered design professional including environmental conditions and physical forces. e. Effects of additive elements such as video walls, supported scenery, audio equipment, vertical and horizontal coverings. f. Means for adequate stability including specific requirements for guying and cross -bracing, ground anchors or ballast for different ground conditions. g. Designation of responsible party: The owner of the temporary special event structure shall designate in writing a person to have responsibility for the temporary special event structure on the site. The designated person shall have sufficient knowledge of the construction documents, manufacturer's recommendations and operations plan to make judgments regarding the structure's safety and to coordinate with the fire code official. h. Operations plan: The operations plan shall reflect manufacturer's operational guidelines, procedures for environmental monitoring and actions to be taken under specified conditions consistent with the construction documents. 3.) A separate fire permit application is required for the mobile fueling operation. The responsible party shall create a permit type called "Fire Flammable/ Combustible Liquids" and a work class type "Dispensers Only" through the online portal and upload a copy of the mobile fueling safety procedures and emergency response plan for this event. 4.) A separate fire permit application is required for the above ground fuel tank associated with the generator. The responsible party shall create a permit type called "Fire Flammable/ Combustible Liquids" and a work class type "above ground fuel tank" through the online portal and upload generator and fuel tank details. 5.) FIRE LANES/ACCESS [CFC 503] No designated fire lanes, fire hydrants or any other Fire Department appliances shall be blocked or obstructed. All motor vehicles shall be parked in designated parking areas. 6.) EXTENSION CORDS Extension cords shall be over -current protected and/or ground -fault interrupter protected. No additional taps are to be in any device. All extension cords shall be of 12/3 gauge wire or greater with approved connectors. 7.) HEATING AND COOKING EQUIPMENT [CFC 3107.121 At least one 2A10BC fire extinguisher, with a current service tag (within one year), shall be provided at all vendor booths that are cooking. One Class K type fire extinguisher, with a current service tag (within one year), shall be provided for each vendor booth with a deep fat fryer. Deep fat fryers shall be located outside tents and protected from the public, unless otherwise directed or approved by The Department of Environmental Health and the Fire Department. 8.) All L.P.G. tanks (empty or full) shall be secured with a chain or other approved device to prevent tipping over/unintentional movement and kept a safe distance from open flame. The pressure relief vent should be pointed away from any open flame. 9.) COMBUSTIBLE MATERIAL [CFC 3107.19] Accumulation of combustible material (including trash) will be prohibited near any ignition sources within 30 -feet of the perimeter of tents and membrane structures. Such waste shall be stored in approved containers and removed from the premises not less than once a day. 10.) FOOD TRUCKS All food truck apparatus shall be of the motorized type to provide easy relocating and evacuation in the event of an emergency or where otherwise required. All food trucks shall have their own compliment of a minimum 2A10BC (51b) fire extinguisher under current service tag. All food trucks that have fuel -fire equipment shall be provided with adequate ventilation and a commercial kitchen hood extinguishing system. The hood, plenum and duct shall be maintained in a clean and safe operation. The hood suppression system shall be operational and provided with current service tag 11.) PORTABLE OUTDOOR GAS-FIRED HEATERS The storage or use of portable outdoor gas- fired heating appliances is prohibited inside tents, canopies and membrane structures. The heating appliance shall be located not less than 5 -feet from buildings, exits and exit discharges. The heating appliance shall not be located beneath or closer than 5 -feet to combustible decorations and combustible overhangs, awnings, sunshades or similar combustible attachments to buildings. Heating appliances shall be listed and labeled in accordance with ANSI Z83.26/CSA2.37 and provided with a tip -over switch that automatically shuts off the flow of gas if the appliance is tilted more than 15 degrees from vertical. 12.) DESIGNATED SMOKING AREAS [CFC 3106.4.5] Smoking shall be permitted only in designated areas. Other areas shall have approved "No Smoking" signs conspicuously posted and maintained. 13.) FIRE INSPECTION Prior to this Special Event, you must be cleared by the Fire Department by way of a Pre -Event Fire Safety Inspection. Requests for inspections are to be made at least 48 hours in advance and may be arranged by calling (760)777-7131. The 2024 tournament is the 65t' iteration and is scheduled for January 15th to 21st hosted at PGA West and La Quinta Country Club. American Express, based in New York, NY, is the title sponsor of the event. American Express has made a commitment as the title sponsor of this event and will remain with the tournament through 2028. The tournament is operated primarily by approximately 1,100 volunteers for the benefit of charity. Tournament Grounds The tournament grounds will be a secured environment from January 15th to January 21st. A ticket is required to access the tournament grounds at all times. Gate times will be announced, and are expected to open one hour prior to the first tee time and close one hour after conclusion of play. The tournament grounds include, but are not limited to, the PGA West Pete Dye Stadium Course, PGA West Niklaus Tournament Course, La Quinta Country Club, all practice facilities, and the main cart staging area. Access to PGA West PGA West Members will be able to access PGA West throughout the tournament week but may not access the tournament grounds January 15th to January 21st without a ticket. There will be no access to the tournament grounds when the tournament is closed. Member and Resident Cart Parking Member and resident cart parking will be available behind the driving range. There will be no cart parking at the PGA West Clubhouse nor main parking lot areas. The PGA TOUR prohibits any private vehicles and private golf carts inside the tournament grounds throughout tournament week. Vehicle Access to PGA Blvd. PGA Blvd. will remain open to the public during the tournament week, with some limited closure on Friday and Saturday. Signage will be provided indicating all traffic or parking restrictions. The tournament is played at the Stadium and Nicklaus Courses at PGA West and La Quinta Country Club. • Concerts: In addition to golf tournament, the American Express also host two concerts on Friday and Saturday night of the event. Such as: o Course & Hole Number o Green, Tee, or Fairway o Golfer's Left of Right • Hole Captain will inform Volunteer leaders of their situation • Marshals will attempt to control spectators to allow medical and/or Security personnel to quickly access the victim and provide medical or Security assistance. • An Incident Report is to be completed by Volunteer/Security personnel at the time of the incident. PGA - 9 l. Command & Control THE AMERICAN EXPRESS �' • The Director of Operations, Security Director, PGA Tour Security, Chief Rules Official, Law Enforcement and the Emergency Management Team, will take the lead in the assessment and procedural handling of all site -wide threats and or incidents. • Once the threat or incident has been internally identified, the Director of Operations, Tournament Executive Director, PGA TOUR Security, Chief Rules Official, BWG Live Representative, and the directors of contracted security will be notified to assist in threat evaluation and development of response options. It is at this point the Emergency Management Team will dictate the level of response including evacuation, if any, initiated by The American Express staff. • Upon direction to evacuate, The American Express staff will be responsible for managing the process via a predefined format specified in the procedural guideline below. After evacuation, the site will be screened for the threat and staff and patrons will return only upon direction of the Emergency Management Team. Communications Plan THE AMERICAN EXPRESS �' • Communication and coordination by and among staff and patrons alike are of the essence for a successful plan and as such, a calm and consistent message is imperative in the implementation of predetermined evacuation procedures that will ultimately minimize the potential impact. • To this end, the Command Center (located by the Fitness Center at the Palmer Clubhouse) will be employed to enhance communication between the various groups. • The delivery of emergency communication and instructions will be delivered via tournament radios to Tournament staff, Volunteers, Marshals, PGA Tour, Law Enforcement, Fire/Medical Responders and Security personnel. Each of them will notify spectators in their general vicinities on which actions to take with regards to properly responding to any incident or threat. Inclement Weather Weather Alerts • The following weather alert scale is designed to define the threat level of the inclement weather based on the potential likelihood and severity of presenting dangerous conditions to persons onsite and/or impacting the competition. • These advisory messages are issued at the beginning and throughout each Tournament Day and include guidance about potential conditions (e.g., "Inclement Weather Possible Today") • Weather alerts will be assigned a color indicating a combinations of the level of impact and the likelihood of the severe weather. The colors will be assigned according to the matrix found. • The alerts will be displayed based upon the information available at the time and, therefore, may not be displayed in ascending order. Decision and Notification: The PGA TOUR Chief Referee will evaluate the weather information provided by the PGA TOUR Weather Consultant, and in consultation with Tournament Leadership, Title Sponsor, and TOUR Executives, will make decisions pertaining to activation of the Inclement Weather Plan. All weather decisions will consider the potential impact of inclement weather on the safety conditions for all persons on the golf course and disruption to the competition. After making the decision to classify the appropriate weather alert, the PGA TOUR Rules Official will then notify Tournament Leadership, On -Course Rules Officials, ShotLink personnel, Media Official, TOUR Broadcast Liaison and Security via radio or other communication method to enact the appropriate response plan through the provision of warnings, communication and operational procedures. THE Course Evacuation Scenarios- Controlled AMERICAN Evacuation EXPRESS" Golf Evacuation • In the event of a controlled evacuation, Players and caddies, marshals and walking scorers for each group on the course will be evacuated to a designated Safe house on the fairway of the hole they are playing or to the clubhouse depending on the situation and the preparation time. Due to the vastness and the openness of the area available for spectators, in the event of a Controlled Evacuation, Spectators will be directed to return to the shuttle buses to return them to their personal vehicles, valet or to their personal residences on the course. Examples: a weather incident with warning & planning time, end of play due to darkness, etc. Concert Evacuation • Due to the vastness and the openness of the area available for Attendees, in the event of an Emergency Evacuation, Attendees will be directed, if it is safe, to exit through the North or South Entrances/Exits located on the West side of the concert area to return to the shuttle buses and be taken to the parking lot and their personal vehicles; to the Clubhouse valet or directed to continue to their personal residences on the course. THE Course Evacuation Scenarios- Emergency AMERICAN J4 Evacuation Golf Evacuation • In the event of an emergent incident such as a severe weather incident, criminal acts of violence or violent threats to the site, it is imperative the Emergency Teams immediately respond to their areas of responsibility and initiate emergency operations as soon as it is safe to do so. In this case each team should respond to the team leader's designated location to organize, assess and mobilize the appropriate response specific to the emergency as directed by the Emergency Management Team. Concert Evacuation • In the event of an emergent incident at or during a concert, BWG Live, EES Security, Sheriff's Office and the remainder of the Emergency Management Team to determine where and when further actions will be necessary by other Division members. If the system is operational, the stage sound system will be utilized to provide audio messaging for directions and when to evacuate. Due to the vastness and the openness of the area available for spectators, in the event of an Emergency Evacuation, Attendees will be directed, if it is safe, to exit through the North or South Entrances/Exits located on the West side of the concert area to board the shuttle buses and be taken to the parking lot and their personal vehicles, to the Clubhouse valet or directed to continue to their personal residences on the course. PGA - 9 Course Evacuation Procedure THE AMERICAN EXPRESS �' • In the event a controlled or emergency evacuation of the golf course is ordered, The American Express Desert Classic presented by American Express and the Mickelson Foundation, Inc. has the following system to get players, caddies, volunteers, and spectators safely off the course. The procedures are the same for both types of evacuations. However, emergency evacuations will have an emphasis on speed and finding safe shelter for players. Unless specific directions are given to alter the plan, the following guidelines should be followed in all evacuations. With a minimum of hard structures with very limited occupancy capacity, spectators and attendees as well as all staff and working personnel will be encouraged to leave the area as soon as it is safe. • Radio transmissions will be made on all channels advising of a course evacuation and each respective group will commence with their evacuation responsibilities. THE Course Evacuation: Group Assignments AMERICAN Players • When the announcement is made by the PGA TOUR to halt play, specific instructions will be given to begin or not to begin the evacuation of the players. If it is announced that a player evacuation is required all players will proceed to their designated Hole Safe House or to carts that will be provided for each hole. It is the responsibility of the Hole Captain to ensure that they know the location of the Hole Safe House and the pickup location for the carts. Walking Scorers • Walking Scorers will stay with the players and caddies in their respective group and direct them to the nearest evacuation Hole Safe House or to the location of the pickup location for the carts. Marshals • Marshals should be prepared for direction from their Hole Captain and group leaders on how to best assist the evacuation process. Marshals may be asked to assist players getting Hole Safe Houses or to transportation carts. They are to remain in place to control spectators or return to a gathering place for their individual group. If Marshals do not receive direction from their Hole Captain, they should return to the Volunteer Headquarters for further instructions. Hole Captains • Hole Captains are responsible for guiding the players and caddies to their evacuation Hole Safe House or transportation carts/vans. They are to oversee the other marshals' activities on their hole. Hole captains will have a radio and will be expected to provide updates to their leader on the status of the evacuation of their hole. Once their hole has been completely evacuated, Hole Captains are expected to update the Volunteer Leader via radio. THE R Course Evacuation: GroupAssignments AMERICAN EXPRESS Volunteer Leaders and Assistants • The primary function of the leaders and assistant leaders during the evacuation will be to gather information from their Hole Captains on the evacuation and assistwith the flow of evacuation resources. Leaders and Assistants should proceed to the Volunteer Tent to streamline communications. Information gathered by the leaders will then be communicated to the Volunteer Chairman. Transportation • In the event of a course evacuation the Transportation Committee should mobilize to their designated areas to evacuate players, caddies, walking scorers and standard bearers. Volunteer Chairman • Manage the Volunteer Leaders and Assistants in the Volunteer Tent. Coordinate evacuation effort from the volunteers and report status updates to the Emergency Management Team. Shuttle Buses • Preparations should be made to accommodate the influx of spectators leaving the venue. Spectators • Depending on the type of weather conditions, information will be given to staff and volunteers how to direct spectators during this evacuation. Direction will be given for spectators to proceed to the shuttles or personal residences. In some weather conditions the Emergency Management Team will inform staff and volunteers to direct spectators to temporarily remain in the Hospitality tents and structures until given additional instructions. Hospitality Guests • Apart from the exception of high winds or an earthquake, patrons within hospitality structures will be advised to stand by inside their hospitality tents until the weather issue subsides. The Emergency Management Team will be monitoring the safety of the hospitality structures and will give direction if an evacuation is necessary for those structures.
