*P3a. Description: The subject property was constructed as a commercial building in the Spanish Colonial Revival style. The building has
an "L" shaped form. There are five commercial spaces, with five separate entrances at the front of the building. The building has a moderate-
pitch cross-gabled roof with red barrel tile roofing at the front of the building, and a flat roof at the rear. The end wings of the building are
constructed with slanted walls. The exterior of the building is clad in stucco. At the front elevation, there are five commercial store front
windows. The north elevation features fixed signage for the La Quinta Bakery / Panaderia. East of the building is a parking lot for the
property.

The First City Hall in La Quinta was not previously evaluated. Upon incorporation, the first city council meetings were held in this building at
78105 Calle Estado, which was then known as City Hall. In August of 1982, the city's Planning Commission held its inaugural meeting at the
subject property. In 1991, the La Quinta City Council approved plans to construct a new civic center complex on Calle Tampico. The subject
property continued to serve as the City Hall until the new City Hall, part of the Civic Center complex, was completed in 1993 at 78495 Calle
Tampico. The building at 78105 Calle Estado has since been used for a variety of commercial businesses, including the La Quinta Barber Shop
and La Quinta Bakery / Panaderia. Previous owners of the subject property include Mort Brenner (1979-1982; Permits), George and Katherine
Fenady (1991-2019; Permits, Desert Sun). See Continuation Sheet for significance and integrity conclusions.
*B6. Construction History: In 1979, property owner Mort Brenner obtained a permit for the construction of a commercial building
(Permit No. 384280). In 1982, property owner Mort Brenner obtained an electrical permit with work completed by RM Miguel Inter Inc
(Permit No. 55014). In 1995, property owner George Fenady obtained a permit too re-roof the residence with the work completed by Pro-
Tech Roofing Company (Permit No. 15003). In 1996, Juan and Yolanda Perez obtained a permit for a commercial remodel as part of the
building was converted to a bakery space (Permit No. 4443). In 2019, property owner Katherine Fenady, obtained a permit to re-roof the
building with the work completed by TRI Construction Services (Permit No. 2019-0066). Historic aerial images do not show any significant
alterations to the building.

B10. Statement of Significance Continued:
The subject property was built in a Spanish Colonial Revivial style commercial building within the Desert Club Unit 1 tract, and is within the Village
commercial district. The Village was the first area of commerical development in La Quinta, constructed in tandem with the Cove and the Desert Club
by Harry Kiener, Guy Maltby, and S. Charles Lee. The first two buildings constructed in the Village were a Spanish Colonial Revival style administration
building for Harry Kiener at 77855 Avenida Montezuma (built in 1936) and a two-story Monterey style building directly to the east of Kiener’s building
for Guy Maltby and the La Quinta Building and Lumber Company (built in 1940). The first few commercial buildings constructed in the Village were
built in the Spanish Colonial Revival style, echoing the design standard established by the La Quinta Hotel in 1926. However, no singular architectural
style was planned for the commercial tract. Buildings also adopted related styles, such as the Mediterranean Revival, Mission, and Monterey styles.
It took decades for the Cove and Village to fully develop. Only after the golf resort industry began to rapidly expand in the 1980s, did the Cove become
a viable affordable community, and the Village a steadily growing commercial district. The Village commerical district is significant to the commerical
development history of the city. The subject property was constructed in 1981.
The property is associated with the themes of Residential and Commercial Development (1934-1970s) and the subtheme of civic development. As
the first city hall for La Quinta following the city's incorporation, the property possesses individual documented signficance related to these themes.
However, because the building was constructed in 1981. the property does not meet the age threshold for National Register of Historic Places
evaluation. Therefore, the property is assigned a 3CS and 5S2 status codes: appears eligible for CR individually through survey evaluation; and
individually eligible for local listing or designation.
The commercial building is eligible under CRHR/Local Criterion 1/B(events) for its association with the residential and commercial development of La
Quinta following the city's formal incorporation; not eligible under CRHR/Local Criterion 2/B(persons), as it has not been identified as having an
association with an important person; not eligible under CRHR/Local Criterion 3/C, as the building has not been identified as embodying the distinctive
characteristics of a type, period, or method of construction and has not been identified as being the work of a master or an important and creative
individual; and not eligible under CRHR/Local Criterion 4/D, as further study of the building would not appear to yield information which could be
considered important in local, regional, state, or national history. Additionally, the property was not found to be individually eligible under Local
Register Criterion A, as it was not found to exemplify a special element of the City of La Quinta. The building retains integrity from its 1981
construction.
