The building faces south from the north side of Calle Cadiz. It features an L-shaped floorplan with an asymmetrical front façade. The building has a low-pitched front- gabled roof clad in asphalt and gravel. The roof has a wide open overhang with exposed rafters and wooden brackets on the gable end. An attached garage is located on the west side of the front elevation facing south. The exterior walls of the building and garage are clad in stucco. The fenetration at the front elevation is obscured by a concrete masonry privacy wall and a large awning. However, street view photography from 2019 indicates that the front elevation featured a front patio with stucco-clad square arches with rounded corners (Google Maps). Post- 2019, the building is obsucured by a high wall and sun shades; the window or door types, materials, or condition are not visible. Character defining features of Spanish Styled Ranch style buildings that can be seen on the subject property include the stucco clad walls, exposed rafters, and an arched front patio. P1. Construction History: The subject property was constructed in 1960. A historic aerial from 1965 indicated that the residence initially had an "L" shaped form, with the front wing at the southeast corner of the building. Between 1965 and 1972, there was no change to the building plan. In 1971, the property owner Jack Judy obtained a permit to construct a swimming pool (Permit No. 200084). In 1976, property owner Bob Procko obtained a permit to construct an addition with the work completed by Tony Gonzalez (Permit No. 286179). This construction project included the addition of a bedroom, family room, bathroom, and garage. The addition expanded the southwest elevation, which is visible in a 1978 aerial image. In 1985, the property owner Procko obtained a permit to construct a patio slab and cover (Permit No. 001693). In 1986, Robert Procko obtained a permit to re-roof the entire building with the work completed by Custom Roofing (Permit No. 002343). In 2004, property owners Connie and Tony Galati obtained a permit for the building's change of use from residential to commercial (Permit No. 0403-344). In 2009, property owner Anthony Galati obtained a demolition permit with the work completed by Galati Enterprises (Permit No. 09-0229). This permit was for the demolition of the swimming pool. In 2019, property owner Anthony Galati obtained a permit to install a shade structure with the work completed by Statewide Services Inc. and Statewide Construction (Permit No. 2019-0045). In 2019, the property owner Khaled and Ada Habash obtained a permit for tenant improvements with work completed by Statewide Services Inc. Statewide Construction (Permit No. 2019-0055). This construction was related to the operation of the newly installed Village Pup dog daycare at the property. Improvement projects infilled the existing garage door and created a new opening at the east wall of the garage, installed of a grooming tub, constructed wood fences and gates to separate different outdoor areas, and constructed a new concrete path to the entrance. It is unclear what changes occurred to the elevations facing the public right-of-way after 2019 due to a privacy wall and front awning. *B7. Statement of Significance Continued: Past owners and occupants include: Jack Judy (1971; Permits), Robert Procko (1976-1986; Permits), Connie and Anthony Galati (2004-2019; Permits), Khaled and Ada Habash (2019; Permits). Jack Judy owned the property in 1971. Robert Procko owned the property between 1976 and 1986. In 1969, Procko was employed with United Way as the head of the schools division (Desert Sun; 26 Sep 1969). In 1986, Procko was a board member with the Palm Springs-Desert Division California Retired Teachers Association (Desert Sun, 17 Oct 1986). Connie and Anthony "Tony" Galati owned the property between 2004 and 2019. In 1992, Galati owned a company called Totally Tile operating out of Palm Springs (Palm Desert Post, 02 Dec 1992). Khaled and Ada Habash owned the property begining in 2019 and are listed as the current owners. The building was changed from a residential to a commerical property in 2004. The building was built in a Spanish Style Ranch style within the Desert Club TR Unit 1 tract, recorded in 1940, and is within the Village commerical district. The Village was the first area of commerical development in La Quinta, constructed in tandem with the Cove and the Desert Club by Harry Kiener, Guy Maltby, and S. Charles Lee. The first two buildings constructed in the Village were a Spanish Colonial Revival style administration building for Harry Kiener at 77855 Avenida Montezuma (built in 1936) and a two-story Monterey style building directly to the east of Kiener’s building for Guy Maltby and the La Quinta Building and Lumber Company (built in 1940). The first few commercial buildings constructed in the Village were built in the Spanish Colonial Revival style, echoing the design standard established by the La Quinta Hotel in 1926. However, no singular architectural style was planned for the commercial tract. Buildings also adopted related styles, such as the Mediterranean Revival, Mission, and Monterey styles. It took decades for the Cove and Village to fully develop. Only after the golf resort industry began to rapidly expand in the 1980s, did the Cove become a viable affordable community, and the Village a steadily growing commercial district. The Village commerical district is significant to the theme of Commerical Development (1934 – 1970s), however, as the subject property was zoned as a residential building until 2004, it is not associated with this theme. The 78050 Calle Cadiz property is associated with the theme of Residential Development (1934-1970s), but it does not possess individual documented significance in relation to this theme. The property is assigned a 6Z status code: Found ineligible for NRHP, CRHR or Local Register through survey evaluation. The building was significantly altered with a large addition at the front elevation. The building was further altered as it underwent renovations in order to be used as a commerical space. The building is considered NRHP / CRHR / Local Register ineligible due to significant exterior alterations to elevations facing the public right-of-way. The building is not individually eligible under NRHP/CRHR/Local Criterion A/1/B, as it has not been associated with significant events or patterns of events in local, regional, state, or national history; not individually eligible under Criterion B/2/B, as it has not been identified as having an association with an important person; not individually eligible under Criterion C/3/C, as it does not embody the distinctive characteristics of a type, period, or method of construction; and not individually eligible under Criterion D/4/D, as further study of the dwelling would not appear to yield information which could be considered important in local, regional, state, or national history. Additionally, the property is not individually eligible under Local Register Criterion A, as it was not found to exemplify a special element of the City of La Quinta.
