Description: The La Quinta Cottages at 51049-51099 Eisenhower Drive consists of two one-story multi-family residential buildings constructed in the Custom Ranch style. Both buildings feature low-pitched gable roofs and concrete block masonry walls sheathed with coursed ashlar stone masonry at the front elevations. The 51099 Eisenhower Drive building features a wood plank wainscot at the front elevation and vertical wood siding in the gable ends. The 51049 Eisenhower Drive building is partially obsucrred by a wood privacy wall seperating the residences from the parking lot at the front. There are several sliding glass windows at the front elevations of each building. The property features modern signage stating the name of the property, the contact information, and advertising the cottages as "Remodeled large 2 bedroom, 2 bath cottages." Character defining features of Custom Ranch style homes that can be seen in the subject property include the wide horizontal massing, the single-story form, the low-pitch gable room, the stone masonry siding and wood wainscot. Construction History: The subject property was constructed in 1964. The Desert View Construction Company obtained permits for the construction of two duplexes in 1964 (Desert Sun, June 2, 1964). The property is first seen on historic aerial images from 1965. This early aerial shows the property as two rectangular buildings. The property is also seen in aerial images from 1972 and 1978, with no changes to the buildings' form. In 1974, property owner Hoffman obtained a permit to replace two water heaters at the property (Permit No. 258238). In 1984, property owner Jule T. Faulkner obtained a permit to re-roof the residence (Permit No. 0846). In 1998, property owner Kathy Mays obtained a permit to re-roof the residence (Permit No. 9807-005). This construction included the removal of the existing single ply roofing and the installation of new dimensional shingles, and removing and replacing thehe facia. Photos from the building's Apartment Home Living listing show the brick facade of the residences have been replaced in recent years. Statement of Significance Continued: Past owners and occupants include: the Desert Vista Construction Company (1964; Palm Desert Post 04 June 1964), Hoffman (1974; Permits), Jule T. Fualkner (1984; Permits), Kathy Mays (1998; Permits). The Desert Vista Construction Company obtained permits to construct the property in 1964. The construction was for two four unit apartment buildings, with the project valued at $40, 142 (Palm Desert Post 04 June 1964). The Desert Vista Construction Company built several other apartment buildings in La Quinta, including at 78100 Avenida Buena Ventura and at 51111 Desert Club Drive (Palm Desert Post, 18 June 1964). A Mr. Hoffman owned the property in 1974. Jule T. Faulkner owned the property in 1984. Faulkner lived in Los Angeles in 1984, and authorized the apartment's manager, Rudy Perez, to obtain permits on his behalf. Kathy Mays owned the property in 1998. Kermit and Carolyn Bonner occupied the 51049 Eisenhower property in 1965 (Desert Sun). Ella Butler was an occupant of the 51049 Eisenhower Drive in 1969; Butler passed away at age 81 in 1969 (Palm Desert Post, 24 April 1969). In 1971, Elizabeth Fay Mugni was living at the 51099 Eisenhower Drive property (Desert Sun, 19 July 1971). Frances C. Rogers was a resident of the 51049 Eisenhower property in 1972; Rogers passed away in 1972 (Palm Desert Post, 10 Feb 1972). Roland Spates and his family lived at the 51049 Eisenhower property in 1972 (Palm Desert Post, 20 April 1972). Arthur and Judy Flint occupied the 51049 Eisenhower property in 1975 (Desert Sun). David and Patricia Peterson occupied the property in 1976 (Desert Sun). George Louis Cuevas occupied the property in 1983 (Desert Sun). Cuevas attended California State Northridge, studying civil engineering. In 1986, Cuevas employed as the assistant construction superintendent for Rick Johnson Construction (Desert Sun, 05 July 1986). The residence was constructed as custom ranch multi-family residence style within the Santa Carmelita Unit 14 tract, recorded in 1935, and is within the La Quinta Cove neighborhood. In 1932, E.S. Kiener purchased thousands of acres of land in what would become the La Quinta Cove neighborhood. The area was subdivided into a grid of small vacation home lots. Sixty-three casitas were built between 1935 and 1941, the first residences in the Cove. These casitas were built in the Spanish Colonial Revival style to imitate traditional Spanish style homes. In the following years, the La Quinta Cove neighborhood would continue to infill with single family residence, constructed in a wide variety of architectural styles. The subject property was constructed as two four-unit apartment building, built in 1964. The residence retains the two building, multi-unit plan since construction, though the exterior facade has been altered. While the 51049-51099 Eisenhower Drive property is located within the proposed La Quinta Cove Historic District, it is a non-contributor due to its architectural style and date of construction. The dwelling is associated with the theme of Residential Development (1934-1970s), but it does not possess individual documented significance in relation to this theme. The property is assigned a 6Z status code: Found ineligible for NRHP, CRHR or Local Register through survey evaluation. The dwelling is considered NRHP / CRHR / Local Register ineligible due to significant exterior alterations to elevations facing the public right-of-way. The buildings are not individually eligible under NRHP/CRHR/Local Criterion A/1/B, as they have not been associated with significant events or patterns of events in local, regional, state, or national history; not individually eligible under Criterion B/2/B, as they have not been identified as having an association with an important person; not individually eligible under Criterion C/3/C, as they do not embody the distinctive characteristics of a type, period, or method of construction; and not individually eligible under Criterion D/4/D, as further study of the buildings would not appear to yield information which could be considered important in local, regional, state, or national history. Additionally, the buildings are not individually eligible under Local Register Criterion A, as they were not found to exemplify a special element of the City of La Quinta. As the buildings have been substantially altered, they no longer maintain integrity from the historic period. B10.
