A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LA QUINTA, CALIFORNIA, DECLARING ITS INTENTION
TO AMEND THE CITY OF LA QUINTA S SPHERE OF
INFLUENCE AND THAT AN APPLICATION FOR THIS
AMENDED SPHERE OF INFLUENCE BE FILED AND
EXECUTED WITH THE RIVERSIDE COUNTY LOCAL
AGENCY FORMATION COMMISSION.
WHEREAS, the City of La Quinta seeks an amendment to its
existing Sphere of Influence to include an area of real property
located within the County of Riverside, State of California, and
which is delineated as Exhibit *A'*, attached hereto and by this
reference incorporated herein; and,
WHEREAS, the City of La Quinta was directed by the Riverside
County Local Agency Formation Commission to secure cooperative
agreements for the ultimate logical and compatible boundaries between
La Quinta and the Cities of Coachella and Indio; and,
WHEREAS, the proposed amended Sphere of Influence implements
agreements made during 1986, between the City of La Quinta and the
City of Indio, and the City of La Quinta and the City of Coachella,
regarding the location of planning areas of these referenced
jurisdictions; and,
WHEREAS, the La Quinta City Council has determined that the
amended Sphere of Influence is a logical and contiguous expansion of
planning areas and will contribute to the orderly growth of the City
of La Quinta; and,
WHEREAS, an environmental assessment has been completed
regarding the proposed Sphere of Influence amendment, and it has been
found that this action will not have a significant adverse effect on
the environment, and therefore, a Negative Declaration shall be
completed pursuant to Section 15074 of e.t., seq., of the Government
Code of the State of California; and,
WHEREAS, for the above stated reasons and subject to approval of
the Riverside County Local Agency Formation Commission, the City of
La Quinta proposes a Sphere of Influence amendment to include all the
territory depicted on attached Exhibit A", defined as inhabited
territory, pursuant to the provision of the Municipal Organization
Act of 1977 as set forth in Section 35000 e.t., seq., of the
Government Code of the State of California; and,

,4 NOW, THEREFORE, BE IT RESOLVED, DETERMINED, AND ORDERED AS
FOLLOWS:
SECTION 1. That the La Quinta City Council hereby authorizes
the City Manager of the City of La Quinta to commence proceedings
with the Riverside County Local Agency Formation Commission for the
approval to amend the La Quinta Sphere of Influence as herein
described above to include territory as depicted on Exhibit A".
SECTION 2. The City Manager, being the same as hereby
authorized, is directed to file a certified copy of this Resolution
with the executive officer of the Riverside County Local Agency
Formation Commission.
SECTION 3. That the La Quinta City Council has determined that
this action will not have a significant adverse impact on the
environment and adopts a Negative Declaration for the project
proposal and hereby authorizes the City Manager of the City of
La Quinta to process a Notice of Environmental Determination
regarding this decision.
