A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LA QUINTA, CALIFORNIA AUTHORIZING AGREEMENT
FOR THE LOCATION AND MANAGEMENT OF DIRECTIONAL
SIGNS WITHIN THE PUBLIC RIGHT OF WAY
WHEREAS, there exists a need to coordinate the display of
subdivision and community directional signs, and to avoid a
proliferation of unapproved signs in the City of La Quinta; and,
WHEREAS, the Riverside County Region Building Industry
Association of Southern California, Inc. BIA) is a
not-for-profit trade organization that represents commercial,
industrial and residential builders and developers; and
WHEREAS, the BIA has sufficient resources and willingness to
successfully administer and coordinate a uniform offsite
directional sign program in the City of La Quinta.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City
of La Quinta, does hereby authorize the City Clerk to enter into an
agreement with the Riverside County Region BIA for administration
and coordination of said program.
BE IT FURTHER RESOLVED that said sign program shall conform to
the provisions as herein set forth:
a) The BIA shall assume all liability for the construction,
maintenance and administration of said sign program at no
cost whatsoever to the City.
b) The City shall issue to the BIA a blanket encroachment
permit for construction in the public right of way, but
each and every sign shall individually be approved by the
city.
c) A sign location plan shall be made a part of the agreement
hereby authorized, which identifies the site of each
directional sign, and the standards and specifications of
sign construction. Said plan shall be subject to the
approval of the City Engineer, Planning Director and
Building Official.
d) Any sign to be placed in the right of way of State Highway
111 shall comply with the requirements of the California
Department of Transportation.
e) The City Council at its discretion, may review the overall
sign program and cause any changes it deems necessary to
ensure the continued provision or removal of said program.
