CC Resolution 1989-040^#9 CITY COUNCIL RESOLUTION NO. 89-40 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA QUINTA, CALIFORNIA, MAKING CERTAIN COMMITMENTS TO THE COMPLETION AND OPERATION AND MAINTENANCE OF THE SENIOR CENTER WHEREAS, Year 13 CDBG Entitlement Funds in the amount of $120,000 was committed to the purchase of approximately one-and-one-half acres of the Civic Center site for the construction of a Senior Center; and, WHEREAS, Year 14 CDBG Entitlement Funds plus reprogrammed funds in the combined amount of $66,653 was committed to the design, site preparation, and start of construction of the Senior Center; and, WHEREAS, Year 15 CDBG Entitlement Funds less $2,700) plus a reprogrammed amount of $29,297 were committed to the continuation of the Senior Center construction; and, WHEREAS, in a Public Hearing to be conducted in April, the City Council anticipates committing Year 16 CDBG Entitlement Funds to the completion of the Senior Center; and, WHEREAS, the Riverside County Department of Economic and Community Development ECD) has requested certain commitments to be expressed by the City Council regarding the completion, operation, and the maintenance of the Senior Center. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of La Quinta, California, as follows: 1. That the above recitations are true and correct and constitute the understandings of the Council in this matter; 2. The planned Senior Center Phase I) is envisioned as approximately 2,000 square feet, single story, to serve on an annual basis a Senior population of approximately 500 persons. The budget for the Senior Center is prior to actual design) projected as follows: o Architectural and Engineering Design $ 24,000 o Site preparation 60-80,000) 80,000 o Construction approximately 50/SF 2,000 SF 100,000 o Furnishings City Funding) 25,000 o Operation and Maintenance approx. yearly, depending on programs offered) City Funding from General Fund 65,000 CDBG SUBTOTAL: $204,000 CITY SUBTOTAL FIRST YEAR): 90,000 TOTAL FIRST YEAR): $294,000 4. If, in the event that Year 16 CDBG Entitlement Funding were to become unavailable, the City hereby commits to the completion of the Senior Center using local City funding from the capital portion of the City budget. 5. The operation and maintenance of the Senior Center will be conducted as an ongoing City department, funded each year from the General Fund for personnel, supplies, equipment, and program costs. 6. The City hereby commits to be responsible for the continued operation and maintenance of the Senior Center, once construction is completed. 7. CEQA requirements were completed as a result of the Hearing and Resolution passed February 21, 1989. Copies are being forwarded to ECD.
