CC Resolution 1990-094#= RESOLUTION NO. 90-94
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LA QUINTA, CALIFORNIA EXPRESSING CONCERN TO THE
STATE OF CALIFORNIA WITH RESPECT TO THE CONSE-
QUENCES OF REVENUE ENHANCEMENTS AUTHORIZED BY
SENATE BILL 2557.
WHEREAS, Senate Bill 2557 Maddy) Chapter 766, Statutes
of 1990, amended the Revenue and Taxation Code Section 97) to
allow the County to recover from all public agencies its actual
cost of administering property tax disbursements; and
WHEREAS, Government Code Section 29550 was also amended
by this legislation to authorize the County to recover its actual
costof processing individuals arrested and brought to the County
Jail for booking or detention; and
WHEREAS, it is estimated the cost for administering the
property tax distribution system and booking prisoners will be at
least eight million dollars for Fiscal Year 1990-91; and
WHEREAS, revenue authorized by SB 2557 was critically
needed to balance the County's FY 1990-91 budget in order to avoid
severe reductions in health, welfare, criminal justice and other
county programs and services which are essential to residents of
Riverside County; and
WHEREAS, the actions by the State of California in
allowing the County to recover its costs for providing state-
mandated services to all public agencies imposes an adverse
financial impact to these affected jurisdictions.
NOW THEREFORE, BE IT RESOLVED that the La Quinta City
Council hereby requests the State of California to provide before
March 1, 1991 Riverside County1 5 implementation date), alternative
funding to counties sufficient to offset the booking fee and
property tax administration fee provided for in SB 2557.

Council on December 4, 1990 by the following vote:
