CC Resolution 1993-029^"D[ RESOLUTION NO. 93-* RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA QUINTA, CALIFORNIA ADOPTING ENV*RONMENTAL ASSESSMENT #93-258 AND THE 1993 PARKS AND RECREATION MASTER PLAN, A POLICY DOCUMENT AS ENVISIONED AND REQUIRED BY SECTION 5-5.1.3. OF THE GENERAL PLAN OF THE CITY OF LA QUINTA WHEREAS, the City Council of the City of La Quinta, California adopted a General Plan in October, 1992 which required the City to create and utilize a Parks and Recreation Master Plan for the City of La Quinta in accord with General Plan Section 5-5.1.3; and WHEREAS, the Community Services Commission is the parks and recreation advisory body to the City Council responsible for assisting in the development of such a document and the Commission recommends adoption of the Master Plan; and WHEREAS, the Commission conducted a 6,500 piece mail survey composed of seventeen questions related to assessing the needs and desires of the citizens of La Quinta, and receiving 1,024 completed surveys back from the residents, and three public forums where held between March and June of 1992 to ascertain public opinion and preferences, and to note such in the Master Plan; and WHEREAS, the draft Parks and Recreation Master Plan was reviewed by over thirty public agencies and business orgaiizations, including the City of La Quinta Planning Commission and Design Review Board, the Coachella Valley Association of Governments, the Coachella Valley Recreation and Parks District, the Cathedral City and Palm Springs Parks and Recreation Departments, and La Quinta non profit recreation and cultural organizations, and the Master Plan was reviewed, judged and found to be a comprehensive, detailed, accurate and reliable planning tool by the reviewing agencies and organizations.; and WHEREAS, the La Quinta Parks and Recreation Master Plan complies with the requirements of the Rules to Implement the California Environmental Quality Act of 1970 as amended) by Resolution 83-68 in that the Planning Director conducted an initial study *nvironmentai Assessment #93-258) and has determined that the proposed Parks and Recreation Master Plan will not have a significant adverse impact on the environment, and that a Negative Declaration of Environmental Impact should be adopted; and WHEREAS, the City Council of the City of La Quinta, California did on the 20th day of April, 1993 hold a duly noticed Public Hearing to consider the adoption of the Environmental Assessment and the Parks and Recreation Master; and BIB] 08-14-1998-U01 11:55:39AM-U01 ADMIN-U01 CCRES-U02 93-U02 29-U02 ^"D[ *II WHEREAS, at said Public Hearing, upon hearing and considering all testimony and arguments, if any, of all interested persons desiring to be heard, said Council did find the following facts and reasons to justif*r the adoption of said Master Plan: 1. The Parks and Recreation Master Plan flilfills the requirements called for by the City of La Quinta General Plan for such a policy document. 2. The Environmental Assessment does not find or foresee significant adverse environmental impacts from adoption of the Master Plan, and that a Negative Declaration is recommended for adoption. 3. The Master Plan is not likely to place the public's health, safety, or welfare at risk. NOW, THEREFORE, the City Council of the City of La Quinta, California does confirm the conclusions of Environmental Assessment #93-25S and that the Negative Declaration is appropriate in this case; and resolves that the Parks and Recreation Master Plan submitted is a fillfillment of the requirement of the City of La Quinta General Plan Section 5-5.1.3; and the Master Plan consists of maps and text; and the Parks and Recreation Master Plan is adopted for purposes stated in the General Plan, for City park and recreation planning and development purposes, and for elevating the quality of life for all of the residents of La Quinta. PASSED, APPROVED AND ADOPTED this 20th day of April, 1993.
