CC Resolution 1993-033^"Dm LI RESOLUTION NO. 93-33 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA QUINTA PROTESTING THE STATE CUTBACKS AGAINST LOCAL GOVERNMENTS WHEREAS, the State of California has experienced severe budget problems over the past two years and has had difficulty in addressing these problems; and WHEREAS1 the last state budget approval process in 1992 continued for 64 days beyond the constitutional deadline and resulted in considerable delays, difficulties and uncertainties for local governments; and WHEREAS, the State Legislature and the Governor have exhibited an increasing inclination to reduce levels of funding to local governments while increasing the level of mandated, required and unfunded State programs; and WHEREAS, the balanced budget actions" by the State have hampered the City of La Quinta in its efforts to serve its citizens, have threatened the financial stability of the City and all local governments and special districts throughout the State, and have compromised the ability of said governments to provide basic services to their citizens; and WHEREAS, the State*s reduction in funds to local governments resulted in both new and increased charges, withholding of traditional revenues, and therefore, forced tremendous cuts in all local budgets; and WHEREAS, the City of La Quinta, in 1991-92, was forced to increase the budget for new County Jail Booking Fees, new Property Tax Collection Fees, for California Fire Incident Reporting Systems CFIRS) required upgrades; and lost revenue transfers of Motor Vehicle License Fees, Motor Vehicle Code Violations and Parking Citation Fines; and WHEREAS, the City of La Quinta, in 1992-93, was forced to increase the budget for County Jail Booking Fees, Property Tax Collection Fees and required CFIRS maintenance; and lost revenue from Cigarette Tax Revenue elimination, Parking Citation Fines and Motor Vehicle Code Violations; and after City Budget adoption, the State confirmed permanent elimination of the City*s share of Cigarette Tax Revenue by 9 percent; and 5613Q 1- BIB] 08-14-1998-U01 11:59:53AM-U01 CCRES-U02 93-U02 33-U02 ^"Dm Lu, 4 I-.--' WHEREAS, the City of La Quinta has been severely impacted by these cuts resulting in the need to consider reductions in the funding of full-time positions, reductions in part-time staff and the potential elimination of programs in order to balance its own budget; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LA QUINTA DOES RESOLVE AS FOLLOWS: Section 1 The City Council demands that State of California balance its own Budget without raiding the treasuries of local governments and special districts. Section2 The City Council directs the City Clerk to send a copy of this resolution to the Governor*s Office, the President of the Senate, the Speaker of the Assembly and to all local legislators that represent the City of La Quinta. ADOPTED this 4th day of May 1993.
