SUBJECT: Plans +or Using the Million.
I would respect+ully suggest the 4ollowing course 0+ action 4or planning the
use o4 the mill ion dollars provided by Landmark +or community
services/+facilities, based on the responses received in the survey.
The pool and the library received an almost equal number 0+ votes. 1+ we
wanted to be responsive to the largest number 0+ votes, consider this: Public
1 library, senior citizen center, teen center, new community center and cultural
arts center received 245 votes combined. All +five 0+ these need! could be
served by a multi-purpose center, providing separate +facilities within one
building +or these purposes.
In addition, we can probably supplement the million dollar! with other
resource!, such a! categorical grants, block grants, etc. to really provide a
+first class!!, well equipped 4acility. The County Library might stock and
manage that service i+ * provide the building.
I think we might be able to provide both the pool and the multi-service
center, drawing also on the +und! coming +rom the Grove, thus meeting almo!t
all identi4ied needs.
1+ you agree with the above, I*d suggest the 4ollowing:
1. Direct sta+4 to determine an approximate cost o4 constructing a pool
and needed +acilties...about the siZe 0+ the one operated by the Rec. District
in Indio.
2. Direct sta+4 to develop a very rough plan o4 a multi-purpose center,
and bring a rough estimate o4 cost +or building and equipping.
3. Direct sta++ to explore other +unding sources and also contact the
Chie+ Librarian +or Riverside County to determine i+ they'd be interested in
participation.
4. 1 suggest the Coordinator 0+ Administrative Services would by the best
person to handle this assignment.
5. Direct a report on iterns 1,2 and 3 be brought to Council at the
mid-January rneeting.
6. Schedule o4 town-meeting as soon as the in+ormation has been provided
to share the tentative plans and seek approval +rom the community

SUBJECT: Human Relations Commission
La *uinta is composed o4 a very hetrogeneous population: senior citizens, a
large percentage o4 Hispanic!, some *lacks, and various other group!. There
is minimal participation 4rom other than the *majority* in the a+4airs 0+ the
City, and also limited interaction between di44erent groups in the community.
I believe a healthy city implies interaction between all egments o4 the
population, a! well a! e4+orts to meet diverse needs. I also believe that, as
elected leaders in the community, we have a responsibility to 4oster these
behaviors and provide a social climate which will lead to meeting the
above-stated needs.
A Human Relations Committee, meeting quarterly, with minimal representation
4rom those whose needs it is to address, just cannot do the job.
Consequently, I respect+ully propose the +ollowing:
1. We constitute a Human Relations Commission 0+ seven members, who will
be actively recruited to re+lect the diversity o4 the population o4 La Ouinta.
2. The Commission shall meet monthly, and the Administrative Services
Coordinator shall serve as sta44 to the Commission.
3. I suggest the +ollowing as some 4unctions 0+ the Commission:
3.1 Identi+y needs 0+ various groups in the community
and develop solutions to be recommended to the Council, or
implemented directly.
3.2 Assist the City in developing an a44irmative
action program.
3.3 Identi4y potential areas o4 4riction or
con+lict in the community and seek resolution.
3.4 9eek training in how to reduce prejudice and
inter-group con4lict in La *uinta.
4. 14 the above is desirable, I suggest the City Attorney be instructed to
prepare the proper docurm*Rts to establish the Commission at our 4irst meeting in
January.

prpposed revision to the subject tentative tract and un*ously recoenended approval
of the revised tract ii*p subject to the conditions contained in the attached staff
n*rtornndun with the following revisions:
Change Condition *. 7.a. to read as follows:

the installation of sidewalk with a full width of 24 feet. Avenida
Obregon shall be adequately designated for no parking

and concerning general revisions of the site plan.

AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF LA QUINTA, CALIFORNIA, AMENDING
THE OFFICIAL ZONING MAP FOR THE CITY, BY
REZONING CERTAIN PROPERTY REFERRED TO IN
CHANGE OF ZONE CASE NO. 84-0l4.
The City Council of the City of La Quinta does ordain as follows:
SECTION 1. Section 4.10 of Riverside County Ordinance No. 348
which was adopted by reference by this City Council by Ordinance No. 5,
operative August 29, 1982) and La Quinta District Official Zoning Plan
Map No. 14 and Lower Coachella Valley District Official Zoning Plan Map
No. 41, as amended, are further amended by rezoning from R-2-3000,
R-2-4800, R-2-9000, R-5, C-P-S, W-l and w-2 to R-2-20,000/PD, those
certain parcels shown and depicted for such rezonings on the map which
is attached to and made a part of this ordinance, and which attached
map is labeled Exhibit *l, Change of Zone Case No. *4-0l4".
SECTION 2. EFFECTIVE DATE. This ordinance shall be in full force
and effect thirty 30) days after its adoption.
SECTION 3. POSTING. The City Clerk shall, within 15 days after
passage of this ordinance, cause it to be posted in at least three
public places designated by resolution of the City Council; shall
certify to the adoption and posting of this ordinance; and, shall
cause this ordinance and its certification, together with proof of
posting, to be entered into the book of ordinances of this City.
The foregoing ordinance was approved and adopted at a meeting of
the City Council held on this day of 1984, by

RECOMMENDATION:
Staff suggests that the Council make the following determinations such that
priorities and objectives in obtaining new street signs may be established.
1. Determine if it is desirable to keep and maintain the old monument marker
street signs.
2. Determine the design of the new signs i.e. style, color scheme, legend
format, etc.)
3. Direct staff to obtain current prices on the type of sign desired.
4. Determine if we wish to purchase only $5,000 worth this fiscal year and
more next year.
5. Determine where or what intersections will receive signs and in what order.
6. Council may wish to earmark the $5,000 budgeted this year toward next year 5
budget, add additional funds, and tackle this project as a whole.
It must be kept in mind that some intersections already have conventional type
street signs i.e. Eisenhower Drive). If we wish to replace those so that they
will conform with a new style of sign, it will necessitate additional cost and
labor. We must also consider that only the new stop signs on steel posts are
and will be) equipped to receive the new street signs.
I recommend that the Council consider a replacement program for all existing
4" x 4" wood post mounted stop signs next fiscal year in order to create
uniformity. This will also make it possible to install new street name signs,
eventually at all intersections in town.
Furthermore, staff is already implementing a cost-effective technique in combining
the stop sign and street sign on a single steel post where practical. This will
lend itself to uniformity throughout the city.
Staff is prepared to move ahead with this project at the Council's pleasure upon
reaching determinations on the previously mentioned items.

A nurr*er of *nths ago, a request was sent to the United States Postal Service
requesting that the area in La Ouinta Annexation No.1 be served fr* the La Ouinta
Post Office and that properties in the area bear La Ouinta rather than Indlo
nailing addresses.
On Tuesday, I recieved the attached reply stating basically that the Postal Service
has chosen not to effect the change because the ZIP CODE boundries were established
21 years ago, and the realigritient would not be cost or syst*n effective. No
reference was made to the confusion and possible econc*tLi*c loss which results when
the mailing address is not the sarne as the property address. This confusio*
currently exists for the residents of the Indian Springs area. *rse confussion
will result when additional h*nes are developed in the area and when businesses are
developed on Highway 111.
In a rapidly growing area such as the Coachella Valley the United States Postal
Service should be eppected to be it*re flexible. Service areas and orientations
which were established 20 years ago should no longer be considered to be
aut**natically valid. New o*rini*ty orientations should be acc*tim*ated.
It is respectfully rea*rinended that we contact Congres*nan M*andless to determine
if s*ne assistance may be obtained in adjusting the postal service areas.

Subject: REPEATER SITE RENTAL AGREEMENT
BACKGROUND:
The city radio cotflmunications system went on line in January 1984. Part of
that system is a radio repeater located in a vault on top of Indio Hill. Motorola, Inc.
was to make the arrangements for the lease for our space in the vault as a part of our
original bid specifications for the radio system. Adequate funds were budgeted in
the fiscal year 1983-1984 budget to cover those costs. However, no bill was received
and the budgeted money went into the budget surplus.
STATUS:
We have been in touch with Motorola and now have a lease agreement that covers
calendar year 1984. We have adequate funds budgeted in the fiscal year 1984-1985
bueget to cover the 1984 charges. I have consulted with the lessor, Communications
Associates of California, and they have indicated a willingness to accept our payment
now for 1984 and then to accept the 1985 calendar year payment once the fiscal year
1985-1986 budget is approved.
RECO*IMENDAT ION:
Staff recommends that we enter into agreement with the lessor for the repeater
site rental as indicated and pay for said services as previously noted.

Valley-wide impact.
A transportation study for The Valley is about to be done. In order to achieve
greater validity,current land use plans need to be entered into the MEA. The C.V.A.G.

pr*rated share of The cost is being reguested fran the cities and The County.
The share for La Quinta will be $717.00.

Subject: EXPERIMENTAL PROGRAM CODE ENFORCEMENT BY WARNING NOTICE INFORMATIONAL)
In an effort to find an alternative to the standard time consuming methods of code
enforcement in the area of public nuisances, city staff has implemented an experi-
mental warning notice program effective November 1, 1984.
The program is intended to expedite the process of nuisance abatement in two areas:
vehicle abatement and occupied prope*ty nuisance abatement. This program was also
designed to provide on-the-job training to our new code enforcement officer in the
area of nuisance abatement.
In just twenty days. we have already had success in completely abating 19 property
nuisances and 6 vehicles through the exclusive use of warning notices alone, with
no other formal action taken. This has resulted in a 90% compliance rate and has
thereby saved considerable time by avoiding a formal abatement process.
It is our intention to expand this warning notice program into other violations of
municipal codes.

Subject: PARAMEDIC/AMBULANCE STUDY INFORMATIONAL)
BACKGROUND:
A study of emergency medical services for La Quinta has been requested by the
City Council. Staff has previously addressed this subject in some detail in a
report to the Council dated April 13, 1984 copy attached for reference).
There seems to exist a certain degree of misunderstanding or lack of knowledge
as to what emergency medical services EMS) consist of. I feel it best to provide
some basic data regarding EMS so that we all may share a general knowledge level
about this topic.
DEFINITIONS:
FIELD EMERGENCY MEDICAL AID FEMA): This describes any and all treatment for
the victim(s) of an accident, illness or traumatic injury which occurs outside of a
medical facility hospital).
EMERGENCY MEDICAL SERVICES EMS): This describes any organized or planned system
with which to provide FEMA.
BASIC STANDARD OR ADVANCED) FIRST AID: This is treatment provided by any person
certified and trained in the immediate care given to a person who has been injured or
taken ill. A person so trained knows what to do and what not to do while avoiding
errors that are frequently made by untrained persons through well-intentioned but
misguided efforts. This type of training is typically provided by the American Red
Cross, and usually takes from six to twenty-four hours to complete.
CARDIOPULMONARY RESUSCITATION CPR): This is a special technique used to revive
persons who have stopped breathing and/or whose heart has stopped beating. The
technique incorporates victim assessment, airway obstruction removal, mouth-to-mouth
resuscitation and closed-chest heart massage. CPR is typically taught by the
American Red Cross and the American Heart Association. Training usually takes
eight hours to complete and requires periodic recertification.
EMERGENCY MEDICAL TECHNICIAN EMT): This is a person who has completed an 80+
hour course in the assessment and treatment of victims of injury or illness. Suc-
cessful completion of this training results in State certification. ENT training
is designed primarily for professional responders" i.e. ambulance, fire, rescue,
and police) to medical aid situations. State law requires that ambulance staffing
be at least EMT trained, and EMT training is the typical standard for paid fire-

CITY OF LA QUINTA

Subject: CROSS-COUNTRY BICYCLE RACE INFORMATIONAL)
A group, which calls itself the Mission Aviation Fellowship, has sought City of
La Quinta approval to conduct a cross-country bicycle race in La Quinta on
February 23, 1985 from 0700 hours to about 1000 hours. The purpose of the race
is to raise money for relief efforts in Ethiopia.
The race committee is well organized and has coordinated use of La Quinta Park with
the Coachella Valley Recreation and Park District. The committee indicates that
they are anticipating 300 to 500 participants. The committee has requested some
limited traffic control for cyclists on Washington Street at Avenue 50.
The course that will be used involves Eisenhower Dr., Avd. Bermudas, Avenue 52,
Jef ferson St., and Avenue 50 in La Quinta.
The Community Safety Department has advised our contract police and fire services of
this event and has solicited their input and comments.
City staff may assist in this event on a voluntary basis and provide some communications,
traffic control or course monitoring.
Staff recommends approval by the City Manager regarding this event.
