AGREEMENT FOR COOPERATION HEZEEN THE
CITY OF LA QUINTAZ THE LA QUINTA REDEVELOPMENT
AGENCY AND THE COACHELLA VALLEY WATER DISTRICT
This Agreement is entered into on this day of
November, 1983 between the CITY OF LA QUINTA the City'), THE LA QUINTA
REDEVELOPMENT AC;ENCY the Agency") and THE COACHELLA VALLEY WATER DISTRICT
the District").
RECITALS
1. The City and the Agency propose to undertake certain
redevelopment activities known as the Redevelopment Plan for the La Quinta
Redevelopment Project" pursuant to the Community Redevelopment Law of the
State of California in the interest of the health, safety an6 general
welfare of the people of the City of La Quinta.
2. The Community Redevelopment Law authorizes Redevelopment Agencies
to pay to any taxing agency within territory located within a project area
other than the community which has adopted the project any amounts of money
which in the Agency S determination is appropriate to alZeviate any
financial burden or detriment caused to any taxing agency by the
Redevelopment Project. In addition, the Agency and the District have the
authority to agree as to the details of the Redevelopment Plan and its
implementation
3. The parties wish to enter into an agreement to alleviate any
financial burden or detriment caused to the District by the Redevelopment
Plan and to agree as to certain details of the Redevelopment Plan and its
implementation.

ORDINANCE
AN ORDINANCE OF THE CITY CF LA QUINTA
APPROVING AND ADOPTING THE REDEVELOP-
MENT PLAN FOR THE LA QUINTA REDEVELOP-
MENT PRZECT
WHEREAS, the City Council of the City of La Quinta has received
from the La Zuinta Redevelopment Agency the Agency") the proposed
Redevelopment Plan for the La Quinta Redeveloprnent Project, a copy of
which is on file at the office of the City ClerZ, 78-105 Calle Estado,
La Quinta, California, and at the office of the Agency at the same
address, together with the Report of the Agency including thZ reasons
for the selection of the Project Area, a description of the physical,
social and economZc conditions existing in the Project Area, the
proposed method of financing the redevelopment of the Project Area, a
plan for the relocation of families and persons who may be tenZorarily
or permanently displaced from housing facilities in the Project Area, an
analysis of the Preliminary Plan, the report and recommendations of the
Planning Comnussion of the City of La Quinta, a summary of meetings with
Project Area residents, community organizations and others, an environ-
mental impact report oty the Redevelopment Plan, the report of the County
Fiscal Officer and the Agency's analysis thereof, the Report of the
fiscal review cornrrLittee, a summary of consultations with affected taxing
agencies, and a neighborhood impact report; and
WHEREAS, the Planning Coinmission of the City of La Quinta has
submitted to the City Council its report and recommendations concerning
the Redevelopment Plan and its certification that the Redevelopment Plan
conforms to the General Plan for the City of La Quinta; and
WHEREAS, the Agency onZ, 1983 held a duly noticed public
hearing on the Draft Environmental Impact Report FIR), prepared in ac-
cordance with California Environmental Quality Act Public Resources
Code Section 21000 et seq.), the Guidelines for implementation of the
California Environmental Quality Act 14 Cal. Adm. Code Section 15000 et
seq.) and environmental procedures adopted by the Agency pursuant there-
to; and the Draft FIR was thereafter revised and supplemented to incor-
porate comments received and responses thereto, and as so revised and
supplemented, a Final FIR was prepared by the Agency; and
WHEREAS, the Agency has certified the adequacy of the Final Envi-
ronmental Impact Report, submitted pursuant to Public Resources Code
Section 21151 and Health and Safety Code Section 33352, and has deter-
mined that the redevelopment of the Project Area pursuant to the Rede-
velopment Plan will have significant effects on the environinent based upon
the impacts identified in a StateZent of Facts regarding iniplernentation of
the Redevelopment project as adopted by Agency resolution on November 15,
1983; and
