FISCAL IMPLICATIONS: It is anticipated that the 1 997-98 implementation activities would cost up to $100,000 to implement; this cost is a combination of staff, consultant, and legal counsel time. Specific budget allocations will be brought forth for additional review and consideration in the City's and Redevelopment Agency's 1997-98 Fiscal Year Budgets. BACKGROUND AND OVERVIEW: In 1 996, the City Council approved the Economic Development Plan that set forth the strategy for City and Redevelopment Agency economic development initiatives. Activities accomplished during Fiscal Year 1 996-97 and proposed activities for Fiscal Year 1 997-98 were reviewed by the City Council during an April 22, 1997 workshop. At the conclusion of said workshop, the Council directed staff to revise the 1 996-97 Economic Development Plan, as appropriate, and bring it forward for subsequent City Council consideration and approval. Attachment 1 to this report presents the recommended plan and implementation activities for Fiscal Year 1997-98. Revisions to the plan include the following: I Page 8. BACKGROUND AND OVERVIEW: The City Council, at its regular meeting of May 20, 1 997, authorized staff to establish procedures for the City's Community Services Grant and Contract Services programs. To that end, staff has prepared the following: Community Services Grant Program Staff has finalized the application form and process outline. In addition, staff has drafted a public notice and letter advising the public and prospective applicants, accordingly, of the City process. These documents, and the prospective applicants' list, are included as Attachment 1 to this report. The City Council will note that the applicants' list does not include organizations previously funded by contract service agreements or by specific line item authorization within the City's budget. Staff seeks City Council authorization to implement this process, including publication of notice and delivery of letters to the identified prospective applicants. FISCAL IMPLICATIONS: Any known fiscal impacts of this Work Plan have been included in the draft Fiscal Year 1 997-98 budget. Specifically, funds have been requested for conference attendance and memberships for arts organizations. BACKGROUND AND OVERVIEW: As part of their annual activities, the Cultural Commission prepares a Work Plan outlining major programs for consideration by the City Council. The Cultural Commission views the Work Plan as a living document, subject to revisions during the course of the year. The City Council last reviewed and approved the Cultural Commission's Work Plan on December 3, 1996. The Cultural Commission's Fiscal Year97-98 Work Plan is being submitted to the Council for its consideration. FISCAL IMPLICATIONS: None. BACKGROUND AND OVERVIEW: General Procedure State law1 gives authority to City Councils to vacate city streets, or portions of city streets, that it finds are unnecessary for present or prospective public street purposes. The statute prescribes a specific procedure under which the vacation may be implemented. The vacation process requires that the City Council adopt a resolution that declares its intent to vacate the specifically identified portion of street Right-of-Way. The resolution of in tent sets a date and time for a public hearing to hear evidence offered by any interested person. The public hearing must occur at least fifteen 15) days after the resolution of intent is adopted; the proposed public hearing date is July 1, 1997 which provides a twenty-eight 28) day noticing period. The proposed Notice of Intent Resolution contained herewith sets in motion a number of administerial activities that are required to occur prior to the public hearing at which the Council makes its decision as to whether or not to approve the proposed vacations. The activities include posting notices at the proposed street vacation location and publishing a public hearing notice in the newspaper. These new tracts are being developed by Roger Snellenberger and Associates. The traffic signal security included with the Subdivision Improvement Agreement for Tract 28457-1 is based on the percentage, by land area, that Tentative Tract 28457 represents of the underlying Parcel Map 27131 Attachment 3). Because other parcels in Parcel Map 27131 are designated for commercial development, total contribution of traffic to the signals planned for both ends of Palm Royale Drive would be a more equitable method of cost sharing between the individual parcels. At this time, the subdivider is conducting a traffic generation study for Parcel Map 271 31. When that study is complete and approved by the City Engineer, it is recommended that staff accept replacement traffic signal security for Tract 28457 based on percentage traffic generation rather than land area. The EIR Mitigation Measure states, The applicant shall pay a per-unit school fee as determined by the Desert Sands and Coachella Valley Unified School Districts". RECOMMENDATION: Informational Public Meeting only. FISCAL IMPLICATIONS: None. BACKGROUND AND OVERVIEW: On May 6, 1997, the City Council adopted the following two 2) resolutions: * Resolution No.97-33 Attachment 1), approving the Preliminary Engineer's Report for Landscape and Lighting Assessment District 89-1, Fiscal Year 1997/98; * Resolution No. 97-34 Attachment 2), declaring intention to levy annual assessments for construction, maintenance, and servicing landscape and lighting improvements within the boundaries of the territory included in the Citywide Landscape and Lighting Assessment District 89-1, and giving notice thereof. The Engineer's Report is required by the Landscape and Lighting Act of 1972 and must include the following information: 1. A description of the services to be provided throughout the District. 2. Total costs necessary to provide all services described in the report. 3. A diagram showing the boundaries of the District, including special benefit zones. 4. An assessment schedule. The April 1997 preliminary Engineer's Report prepared by Berryman & Henigar provides the required information for the Landscape and Lighting District 89-1 for Fiscal Year 1997/98.
