Box 1504 La Quinta CA 92253 Subject: OLYMPIC LITTER WALK Gentlemen and Ladies: The Great Marathon Walk Litter Bag Stroll Get in Shape for the Olympics was a tremendous FAILURE! We provided a cool morning, ideal conditions for.the occasion. In short, the weatherman was the only participant. The past week we had radio coverage Red Baron Breakfast Club on Thursday, May 31st Air Watch on Friday, June 1st. The media posters displayed throughout the Community, alerting to the occasion. Result: ZERO participation. Shocking? Yes!!! Solution: City Ordinances requiring owner/occupant responsibility to clean and maintain their property in an acceptable condition. Other communities require the owner/occupant to clean or have cleaned by the City and charged for same. We have allowed this unacceptable situation to exist too long. Volunteers are not the answer to resolving the irresponsible behavior of our residents. So levy a penalty on the unconcerned a pocket book contribution will get their attention and provide favorable results. The Company, through Richard McDowell, would like to arrange a day or evening meeting with the City Council members and others the Council members may wish to invite. At this proposed meeting, the Company would present the Main Replace- ment Program, the estimated capital cost of the pr9gram and the effect on water rates, if the capital cost is Company funded or if the capital cost is Advance for Construction that is, funds provided by the community. Their activities, needs and problems overlap school and city service requirements; they are the responsibility of both governmental organizations. Consequently, it seems desirable that the City and the Dis- trict develop a cooperative relationship to be responsive to these needs. The policy-making level would be the most appropriate starting point for exploration and planning. Therefore, the following is suggested: 1.0. A committee be formed consisting of two school board members, two city council members, the district superintendent and the city manager. 2.0. The committee to meet quarterly to explore possible joint efforts and programs in such areas as: 2.1. Work-study program 2.2. Recreational activities 2.3. Cultural and artistic experiences. 2.4. Education in functions of local government. 2.5. Addressing problems of anti-social behavior. 2.6. The drug problem. 2.7. Community tutorial programs. 3.0. The role of the committe will be to identify desirable activities, possible funding sources, and appropriate staff assignments for implementation. 4.0. If this relationship can be commenced successfully between La Quinta and the District, other cities served by the District may be requested to partici- pate. I hope we can arrive at a use of the funds which addresses the needs and desires of the largest nuinber of people...perhaps through planning for a multi-purpose facility which can serve the old and the young, the not-so-old and the not-so-young; the wealthy and the not- so-wealthy; the sports minded and the arts minded and the literary minded; etc., etc. etc. I suggest the following process to assure providing expression from a *ximum number of residents of La Quinta: 1. With the August newsletter, mail a questionnaire see attached suggestion) to all residents of La Quinta, asking for their preference for use of the funds. 2. Appoint a coininitteqof residents, representing those interests which received the largest number of responses, and assign them the task of developing a conceptual model of addressing the most-desired programs/facilities. 3. Let a professional person translate the conceptual model into a recommended design. 4. Fresent the final plans at a town-meeting, probably late this year. It is necessary that this n*ratorium be extended in order to allow sufficient staff time to develop and prepare for hearing new regulations governing these types of signs. The Government Code allows a ten*month an* fifteen-day time extension for such a moratorium. Staff has already begun to collect information to facilitate the development of appropriate regulations to govern outdoor advertising signs, but has not developed a work schedule for this project. It may be desirable to incorporate this project with the new sign ordinance on which work is just beginning. **ATI* The Planning Director recar[[ends that the attached ordinance extending this moratorium be adopted. Staff reca**ds that the City Council approve Final Parcel Map No.19730 and accept the bond for the placeeent of survey ir**nueents. The final map consists of the division of 44.65 acres into four 4) parcels1 with the smallest parcel being 3 acres. Because this map is only for the division of the properby into four lots and does not include plans for the residential develo**ent of the site, no requir*r*nts were urposed for the installation of street, se*er or water improvements. These requirements will be placed as conditions of approval for future tentative tract maps or developrre*t plans filed on this property. The City Engineer has certified that the final map conforms with the design and the conditions of approval on the tentative map as approved by the Planning Director on February 7, 1984, that it carplies with all provisions of the State Subdivision Map Act and the Municipal Land Division Ordinance, and that the final map is technically correct. I recommend we move the reorganization of the Council from April to November. Like any legislative body, the newly elected Council has the right to reorganize after the new members are seated. Leaving the reorganization in April raises the possibility of Mayor and Mayor Pro- Temp serving for six months following the election, or six months prior to election as is the case now). It just doesn!t seem reasonable or orderly. Mayors should serve a minimum of one year to provide stability and experience in that position; and that can only be achieved if reorganization takes place in November. 2. I recommend that the Council act to place the issue of direct election of Mayor on the ballot for this November's election. I think two gains would be achieved: 1.Selection of a Mayor by the Council does always create some bitter feelings, and tends to interfere with the team spirit of the Council. I don't think the rotation- system is very desirable either because not all Council members PRESENT COUNCIL EXCLUDED!) are necessarily equally qua*fied for the position of Mayor. That role does require additional skills, leadership, and time- commitment; 2. The Mayor is perceived as the ceremonial and political leader of the community by the people in the city. It seems appropriate that they be provided the opportunity to select the person for that role. Please keep in mind that, should this be favorably voted upon by the city, none of us would be affected* during our present term. The issue would be brought to vote on the November 1984 ballot; the first election for Mayor would not be until November 1986. The scenario involved an earthquake of 8.6 Richter occurring near the Coachella Valley. The earthquake was foll*ed by a tropical storm with heavy rain and flooding. The drill was broken up into time increments of Time Zero when the quake happens), Four *urs post*guake, and Twenty-four hours post*uake. The purpose of the drill was to exercise the response capability and reactions of various agencies. *ounications were also tested for capabilities without the benefit of the mountain-top repeater. Several city staff were declared dead" during the drill to facilitate carrying on of normal operations. The entire C**ty Safety Department participated as did Riverside County Fire Department staff at Station #32 La Quinta). The drill was organized through the Coachella Valley Err*rgency Services Group of which our city participates regularly. The plan for a regional-wide disaster earthquake or flooding) evolves around the Incident CcXrTr*d System ICS). This means the establishment of a centralized *mand center sanewhere in the valley to which each agency sends a representative. This is where the decisions are made particularly in regards to resource allocation and manag*nent. The critique doesn' t so much critique" as it outlines fictional, but entirely possible happenings and the reaction to them. Staff response was excellent and our co*unication options if we lose our repeater were established. A basic message was quite clear as a result of this drill: more planning and preparation is needed. The data was based on the Jan. 1983 study which was done by the Automobile Club of Southern California. Prior to authorizing the sheriff's department to enforce speed zones with radar, we need to establish the City Council's approval of those speed zones as established by the ACSC. If the City Council wishes to modify or change those speed zones in any manner, then we need to conduct another speed survey. The courts will only prosecute those cases where radar is used if a valid and current speed survey is on file with the courts. To attempt to issue citations in non-approved speed zones constitutes running a speed trap" and is in violation of the California Vehicle Code. This is not wise and hurts the city two ways: it destroys our credibility with the court system, and it damages our relationship with the sheriff's department. The Traffic Safety Committee recommends the following action fror** the City Council: 1. Adopt the speed survey as it presently exists ACSC study) and authorize staff to re-sign and re-legend those areas accordingly. This will allow court approved use of radar for speed enforcement immediately. 2. Advise staff to conduct another speed survey via ACSC) or contract for a private consulting firm to conduct a separate speed survey at an unknown cost. It would then be up to the City Council to approve the new speed survey which would then have to be certified by the courts. A new speed survey does not guarantee different or popular findings on certain speed zones. It is a scientific study and is based on factual data gathered in the field.
