Approximately 350 feet to the west of the site, along Calle Tampico, are several small commercial buildings, including a restaurant, pharma* and convenience market. *ter, sewer, electricity and gas services are available to the site. Environmental *nsiderations: An Environmental Irrpact Report S* #83061305) was prepared on the overall Specific Plan and was certified on April 10, 1984. This EIR adequately addresses the environmental jirpacts associated with the proposed project. Mitigation measures added to the entire Duna La Quinta project, in addition to those added to this project, respond to all potentially significant inpacts, including traffic and circulation, air quality, water resources, and public services and utilities reducing their irrpacts to a level of insignificance. Pursuant to the State California Environmental Quality Act Guidelines, the previous EIR applies to the proposed project since the circumstances of the project are essentially the same as those addressed in the EIR. The reca*dations by the engineering geologist and soil engineer shall be incorporated into the grading plan design prior to grading permit approval. The soil engineer and engineering geologist must certify to the stability of the site prior to issunnce of any building permits. SIABF *tLN1 *D AN*YSIS In reviewing this proposal, both General Plan and *ific Plan consistency issues have been incorporated into the body of this report. The Analysis section of this report breaks down planning considerations into five categories which include Land Use, General Design, Parking and Circulation and Miscellaneous Issues. It is urportant to note that this project has only gained concept approval and not specific design approval. The Plaza Tampico iv concept plan was approved on November 5, 1985, relative to Specific Plan No. 83-001, Amendrent No. 2. L*ND USE CONSIDERATIONS With regard to Zoning, the project site is within the C-P-S Scenic Highway *rmercial) Zone. Although the uses of the two large office/c*rercial buildings are not specified in detail, C-P-S provides for a wide variety of uses. The Applicant has indicated that the uses of office building No.1 will be all office related while office building No.2 will be prirarily office oriented uses. The proposed restaurant is a permitted use in the C-P-S Zone. Although medical offices are not specified in the permitted use section of Municipal Lard Use Ordinance Section 9.50, the specified uses of the building, as described by the eventual uses of the building, is to be used for general medical office space refer to letter fran Benton R. Fonner, Attachment No. 2). Offices and businesses are permitted uses within the C-P-S Zone. Overall, the proposed uses within 1Plaza Tar[picot1 are consistent with the C-P-S Zone. Further regulation of specified detailed uses will be done at business license issuance time when Staff is authorized to limit those uses which are permitted by the *inicipal Land Use Ordinance Refer to Attachment No.3, C-P-S Zone). Relative to the General Plan, the project site is located in the village commercial*trrercialt' area. The uses proposed are consistent with the village COMMERCIAL*rercial1' concept of the General Plan. The proposed restaurant, at the corner of Desert Club Drive and Calle Tampico, particularly, will lend itself well to encouraging a pedestrian-oriented atro*iere. The proposed medical office will provide a needed service to the cormunity. The overall proposed uses of the project are consistent with the Duna La Quinta Specific Plan. Concerning the locations of uses on the site, the medical office is located with 75' of the easterly propeety which is planned for residential uses. This is also the case for the north and east properties near the office/*mercial buildings. In terms of conflicts beteeen the two different uses, an appropriate buffer should be provided. The site plan indicates a living wall with a 6'-high chain link fence along the bordering property lines. At the minimum, a 6' high masonry wall should be installed along here to minimize jir*acts of Plaza Tampico" on adjoining residential properties. This require- tr*nt is in conformance to the *micipal Parking Regulations, Section 18.12(5) of the Lard Use Ordinance. Since these buildings are * the view onto the adjoining residentially planned properties is inevitable. *wever, to minijnize this irrpact, a minjirurn of one tree every 40 feet should be planted along the c*rrron property line. These trees should be a minirrrm of 10 feet in height at installation and should be of a fast growing, spreading variety. Since the project site is located close to a major street Calle Tampico), a noise study shall be conducted on the project. This is consistent with Policy 3.25 and 3.26 of the Hazards Element. Of critical concern is the project' 5 irrpact on the nearby residential areas, particularly with regard to the ambulance service. GE*RAL DESIGN CONSIDERATI*S a. Site Plan: The proposed locations of the buildings and uses are well distributed on the site with the restaurant at the main corner and iredical office at the main project entrance; both highly visible fr* the street. It is irrportant to point out that the location of the site is at the main gateway entrance into the Village. The design of this project may, therefore, set significant precedent for designs of other projects within the Village. Several aspects of the project will have to be redesigned to iteet General Plan consistency guidelines. Policy No.6.13 of the General Plan requires that parti- cular attention be given to encourage a unique pedestrian-oriented atmosphere in the Village area. The project is clearly autorrobile oriented, dc**a' ted by parking areas and driveways, and generally lacks any pedestrian-oriented opportunities. The project needs to incorporate a design for pedestrian orientation and should consider the following redesign criteria: o Central landscaped park area, including park benches and other pedestrian furniture. Ideally, this park area should be located in the center of the parking area between the restaurant and medical office. o A system of walkways within the parking area *hich ties in pedestrian orientation between the park and all four buildings. o peduction in parking along building perimeters to allow direct pedestrian access to all buildings. The Applicant is encouraged to provide additional amenities to the pedestrian area, including but not limited to, a central oreaental fountain, designated areas for bicycle parking, and additional pedestrian openings fr* main perimeter sidewalks to main buildings and central park. Another General Plan concern is the project's treatment of building mass, height, and bulk. Based on Policy 6.34 of the General Plan, along Calle Tampico, designated as a Ceremonial Street Corridor", the City shall establish appropriate building height limits to assure a low density character and appearance. The Dnna La Quinta Specific Plan limits all structures to a maximurn height of 35 feet. Building heights of the restaurant and particularly the two-story medical building present * con- cern in this regard. Building heights are not indicated for these buildings. As indicated previously, separate plot plan approvals will be required fo* the restaurant and medical building. The Applicant should be aware that a two-story structure located close to Calle Tampico may not be appropriate. As discussed in the Land Use Considerations portion of this report, the location of buildings on the site have taken into account, to the extent feasible, the residential properties to the north and east of the site. In terms of design, all two-story structures within Plaza *Tampico" should maintain a minimum sethack fran the north and east property lines of 75 feet. It is anticipated that this parkway will enhance the pedestrian o*ortunities of the project as well as provide for attractive streetscape amenities. In overviewing the entire Plaza Tampico" plan, it can be inferred that the project is overbuilt to permit both adequate parking and minimum conflicts between pedestrians and rotorists. It is quite evident that a reduction in buildable floor area will be required to both allow for adequate parking and circulation flow and facilitate the Village Commercial" concept. The Applicant has indicated that redesign of the project to acccrrrodate these interests may involve subterranean type parking. Usher, City Manager Date: November 25, 1985 Subject: Claim of James Robert Grimes The subject claim is related to an accident which occurred on the Avenue 52 curve between Washington Street and Avenida Bermudas on September 1, 1985. No facts are presented which indicate any negligence on the part of the City of La Quinta. Rather, according to the accident investigation report by the Riverside County Sheriff's Office, both parties were arrested on suspicion of drunken driving, and it appears that the accident was caused by the negligence of one or both of the parties* Denial of the claim is respectfully recommended. Nadridge presented the Council with a proposal to provide professional medical services to the City. The attached letter from Dr. Nadridge outlines the various types of services offered. It was the Councilts action at that time to refer the matter back to Staff for review arid a subsequent report. At the present time, the City does not utilize the services of a medical consul- tant". Required Pre-*nployeent physical examinations are provided by The Parks ide Physicians Medical Group in Indio, at a cost of $35.00 per exam. Parkside Physicians also perfouns the majority of any wor]*nan' 5 c*npensation injury exaainations to City erployees, unless they are of an emergency nature, at which tinie the employee is taken to the nearest hospital or emergency treatment facility. Dr. Nadridge is offering a medical packagett, which we can accept all or in part, or not at all. The Nadridge Medical Corporation provides services to Lv* other local cities, Palm Desert and Rancho Mirage, and both cities indicate a high level of satisfaction with the services received. However, Palm Desert and Rancho Mirage utilize the services quite differently. In Palm Desert, The Nadridge Medical Corporation performs all employee pre-employ- ment physical examinations, handles all workman's cempensation cases other than medical emergencies), acts as a member of their management team" and meets with the management team for bi-monthly staff meetings, and performs executive physical examinations for their Council mambers, planning personnel and deparnt heads, as set forth in their City ordinance. The City of Rancho Mirage currently uses Dr. Nadridge for pre-employment physical examinations only. *lile Staff believes that not all of the proposed services are necessary, such as medical review of health care related construction projects, other aspects of the program could be acceptable. It would be the Staff rea*rirrendation that if Council chooses to enter into an Agreement with Dr. Nadridge for performance of any or all of these services, it be on a six-month trial basis. In May, 1985, the City applied for two 2) Office Assistant I positions under the Title V Senior Employment Program, funded through the Riverside County Office on Aging. Criteria established for this Program stipulate that the applicant be 55 year* of age or older and low-income according to Federal guidelines. Under the program, enrollees are limited to a maximum of 20 hrs./week, at a salary not to exceed $3.51 per hour. Maximum funding under this Program is $3,921. In late October, we received notification from the Office on Aging that a request for one 1) position had been approved, for the 1985-86 Fiscal Year. Approval of the Agreement will allow us to recruit for one additional person to assist the Program Director and Senior Outreach Worker in on-going outreach activities and associated office activities. RECOMMENDATION It is respectfully recommended that the Council adopt the proposed Resolution approving the Title V Senior Employment Program agree- ment between the City of La Quinta and County of Riverside Office on Aging, for the period beginning July 1, 1985 and ending June 30, 1986, and authorize the Mayor to execute the Agreement on behalf of the City.
