LA QUINTA CA 92253.619564-3199 March 17, 1986 Dear City Council, City Manager and Planning Staff, On January 9, 1986 the Marketing Committee, a committee of the La Oninta *iamber of Corrinerce, stated their goal to be Develop a marketing pLan to promote La *iinta in general and to attract new commercial developers, residents, tourism and consumers." On the afternoon of March 13th the Marketing Plan Committee developed a marketing plan, Exhibit A. The evening of March 13th the Board of Directors of the **amber of Commerce along with the Marketing Plan Committee unanimously adopted the market plan and committed themselves to begin work br[nediately. The Chamber will continue to actively support the City in our joint efforts to promote La Qiinta. We feel that the forming of the Marketing Committee and the work they have begun and will continue to do, has been the major accomplishment of the Chamber this year. The Marketing Committee has been carefully comprised of twenty-five people **ho represent the City, the Planning Staff, developers and local business owners. In addition to our regular program of work, the Chamber President, Earle Ellson and the Executive Director, Suzanne Boodry have met with the Marketing Committee several times since our first meeting in December,in preparation for our meeting March 13th. As you will note on Exhibit A the objectives of the Marketing Committee that are marked current" have been accomplished, and with additional funding from the City, we are prepared to carry out the remainder of the plan as noted in the specific time frame. The current Phase 2 and 2A component consists of lots for fourplex dwelling units and single-family lots for custom home development. The resubdivision was necessary in order to shift and add lot lines as requested by the developer for a shift in unit mix. The net impact was an increase of 49 units from 547 to 596) of the entire Tract 20717 project, and per Condition of Approval No. 31(b), the net increase was termed minor and approved administratively per this condition of approval. As no real changes were made to the required on-site improvements, the existing letter of credit and subdivision agreement for the entire Tract 20717-2 project covers the Tract 20717-2A adjustments. With the exception of a few minor technical concerns, the City Engineer has certified that Tract Map No. 20717-2A is in substantial conformance with the tentative trct map approved by the City Council on June 5, 1985, that the map complies with all provisions of the State Subdivision Map Act and the Municipal Land Division Ordinance, and that the map is technically correct. It is the opinion of Staff that the items of concern on the part of the City Engineer, being minor in nature, will not affect the approval process. The Conditions of Approval associated with this map have been reviewed and Staff has determined that the conditions have been satisfactorily complied with. On February 11, 1986, the Planning CommissiQn conducted a public hearing on the proposed tract and unanimously approved the project subject to the conditions in the attached report dated February 11, 1986. The Planning Commission conducted the review on March 11 and unanimously approved the revised tract subject to the conditions in the attached report dated March 11, 1986. There was only liruited discussion by the Planning Commission on this matter primarily since it further implements the PGA West Specific Plan and since it is a continuation of previous tract approvals in the area. We have received an appeal of a Notice of Public Nuisance from: Will and Kathy Wade 53-745 Eisenhower Drive La Quinta, California The City has received several complaints regarding the condition of their property. Directly behind the dwelling there are stacks of beehive boxes. Also, behind the dwelling and on their lot to the north, there are large stacks of wood that are apparently for use in the fireplace. The wood to the rear of the house is stacked partially on the lot to the west. Photos will show the stacks of wood and the beehive boxes. It is staff's recommendation to abate the beehive boxes and to have the Wades neatly stack the wood on their own property. Usher, City Manager Date: March 14, 1986 Subject: Special Census I have received the accompanying proposal from Human Service Consultants to conduct a special census for the City of La Quinta. It provides for a fee of $4,000 to HSC, plus reimbursement for mileage and out of pocket.expenses, and a total cost of approximately $20,000. Approximately $16,000 would be used for salaries for the enumerators. I have reviewed this estimate of cost with the City of Palm Springs, where their current special census is expected to cost $75,000 to $80,000, and the HSC proposal seems to be in line for the present size of La Quinta. The services to be performed by HSC include: Handle census planning and communications with the state and city staff Conduct a public information program to maximize community participation and willingness to answer census questions Assist in the formulation of the City's questions to be made a part of the census Recruit the enumerators Serve as the state-required co-supervisor of the census in cooperation with the state supervisor on site Arrange for phones, office space, and related items It is respectfully recommended that the Council adopt the resolution appropriating $20,000 for the special census, and the motion authorizing the City Manager to execute an agreement with Human Service Consultants to administer the special census and authorizing the City Manager to send a letter of intent to the State Department of Finance.
