Box 351 LA QUINTA, CALl rORNIA 92253 61 9*564A483 April 1, 1986 City of La Quinta Mayor Pena and City Council Members Dear Editor: I would like to respond to a certain La Quinta councilman's March 27th letter in the Desert Sun, since it is a personal attack on me. He states that I am critical of La Quinta. It is not La Quinta that I am criticizing it is the officials that are presently controlling this City's destiny. I am also not against the Art Festival at all, as he says I am. But I am against the City's FINANCIAL CONTRIBUTION, the sum of $27,000 which this council person calls a small amount) when the ROADS are in such a terrible state of repair. Furthermore, over 250 year-round residents previously have signed a petition that they wanted the money used for more pressing needs. I commend all those who are volunteering their time and effort for La Quinta. As everyone knows, I attend most of the meetings in La Quinta, including the City Council, Planning Commission, General Plan, Downtown Advisory Committee, and Study Meetings, and I find them NOT AT ALL DEMOCRATIC. I do not choose to dignify the councilman's personal comments about me by responding in kind, but I can add a comment. There is a psychological mechanism called projection which basically means that you put all your own undesirable traits into others and then through this mechanism you attack them, instead of yourself. It is clear that this councilman and I disagree completely, as well as with many, many other citizens of La Quinta) about what is good for La Quinta. I love La Quinta; I have chosen to live here since 1977, and I choose not to let the citizens of La Quinta be pushed around by those who claim they know what is best for the people", and who resent and retaliate against individuals of opposing opinions. I believe that the people of La Quinta want a watchdog to keep the City Council on its toes. At the last two City Council meetings, two councilmen verbally insulted a mayoral candidate in the audience. It would have been good manners for a candidate for public office sitting on the La Quinta council to interrupt an attack on another candidate in the audience who was not given the courtesy to respond. The City Councilwoman chose not to interrupt. It may be good politics, but it is not good manners. Box 1504 La Quinta, CA 92253 Honorable Mayor and Members of the City Council: The Community Services Commission would like for our city officials to know that our recently held symposium on Latch Key Kids" the issues, problems and parents was not well attended. We all know the history of the La Quinta citizenry's apathy often to public forums in general. This program although receiving a magnificent response from the press, drew but a hand full of concerned citizens. One very positive result from the program was the public awareness of this problem which, until our program no one had taken and run with it" but since the initial press stories about Latch Key Kids" we have found a variety of suddenly surfacing news stories about proposed Latch Key" programs in various other cities in the Coachella Valley. We feel certain that our project stirred the pot and we will now be seeing the problem addressed by responsible organizations throughout the Coachella Valley. Box 1504 La Quinta, CA 92253 Honorable Mayor and Members of the City Council: It is from a variety of views that I wish to express most strongly to the City Council, as a member of the City's original Traffic Safety Committee, my hardy approval of the proposed stop sign on Avenida Obregon. As a private citizen who happens to live on Obregon I am doubly in approval. I have personally heard so often the remark Oh! Obregon thats the street with no stop signs that I can go fast on". At this writing I know not what the study has or will suggest as placement streets but I would like to highly recommend to include the corner of Chihuahua as it can serve one of the desired purposes as a slower downer spot". I would further like to use this means to once again heartily recommend to the City Council the paving of that section of Avenida Montezuma which *s now unpaved. It will take a hefty load from Eisenhower Drive and Avenida Obregon if drivers realized they will not put their cars out of alignment on that through street. I have personally canvassed some residents within that western section of the cove from Obregon and Montezuma who have stated that they would prefer using Montezuma in and out to Obregon but not in its present condition. I heartily recommend the City Council take constructive action on this matter as it will be a general traffic improvement. A maintenance bond in an amount of 10% of the original performance bond will be posted just prior to Council action, as required by Municipal Code Subdivision Ordinance). The conditions of approval with respect to construction of the Washington Street and Eisenhower Drive improvements have been met. A sidewalk ease- ment is being prepared now for those areas that the meandering sidewalk is outside of street right-of-way for Eisenhower Drive and Washington Street and will be presented for City acceptance in the near future. This should not hold up acceptance of improvements as the warranty bond and release of other on-site bonds are sufficient guarantee. STAFF RECOMMENDATION The Community Development Department recommends that the City Council accept the street improvement for public maintenance for Eisenhower Drive and Washington Street for Tract No. 13640-3 and Tract 20052-1 and authorize acceptance of the warranty bond and release of the Performance and Labor/Materials Bonds. The Applicant requests approval to file a Notice of Non-Renewal; if approved, the contract will continue in effect for the remainder of its term without the annual extensions. During this period, the land must continue in agricultural use unless the contract is approved for cancellation by the City Council. JIM REED REPRESENTING MARGE J. VITHIN, APPLICANTS We have received an appeal of the cost of abating a public nuisance from Marge J. Vithin represented by Mr. Jim Reed. The lot in question is the first lot north of 52-163 Ave*ida Herrera, Assessor' 5 Parcel Number 773-223-017. This lot bad very heavy growth on the rear third of the lot. Over a period of what must have been years, there appeared to be an abundance of illegal dumping on this lot. Also, there was a dead palo verde tree that had to be removed and another palo verde tree that needed extensive trimming. It is staff's recommendation to let the cost of abatement remain as is. The installation of an interim connection is necessary between a planned sewer in Desert Club Drive, which will serve a portion of the Village at La Quinta, and sewers operated by the Coachella Valley Water District. The agreement is being reviewed by Landmark. Some modif ication may be requested, which will be reported on Monday. Approval of the ultimate agreement will be respectfully recommended. CITY OF LA QUINTA OF* To: Honorable Mayor and Members of the City Council From; Ann Jennings, Deputy City Manager Date: April 10, 1986 Subject: Request for Authorization to Hire Two 2) Temporary Full-Time Employees. BACKGROUND At your meeting of January 21, 1986, the Council approved an Agreement between the City and County of Riverside for funding through the Job Training partnership Act. The period of this Agreement was from December 19, 1985, through April 25, 1986, and included funding for two personnel positions: Maintenance Aide and Clerical Aide. ANALYSIS The Maintenance Aide worker began December 19, 1986, and has been employed in the Engineering/Streets department. His primary duties have consisted of the performance of a wide range of unskilled and semi-skilled manual work under close supervision) in the City streets department. He has learned to safely operate small hand and power tools and has assisted as needed, whether it be land- scaping maintenance work or pothole repair. His salary has been $4.00/hour under the JTP program, and his program terminates on April 24, 1986. The Clerical Aide worker began on January 13, 1986, and has been employed in the Administrative Services/Finance departments. Her primary duties have consisted of computer data entry, typing, filing, telephone reception, assistance with the business license program and cashiering duties as required. She has proven to be very proficient during her performance of computer data entry, is a capable typist, and has been invaluable in filling in when extra clerical help has been necessary. Her salary has been $3.35/hour under the JTP program, and her program will terminate April 25, 1986. Both above employees have worked into their respective departments very well, and have proved to be extremely useful. Both employees have received excellent performance ratings during their programs. However, because it is very near the end of the ***yY5 fiscal year, and since we have not yet began budgeting for Fiscal Year 1986-87, it would be desirable to fund these positions on a temporary basis, through June 30, 1986, until such time as we are able to determine if new positions will be available in the FY 1986-87 budget. Currently, these employees have been receiving $4.00/hr. and $3.35/hr. respectively. It would be Staff's recommendation to set their wage at $5.00/hr. through June 30, 1986. This would result in a cost to the City of $1,840.00 per position, or a total expenditure of $3,680.00, plus fringe benefit costs Workers compensation and unemployment insurance), a cost of approximately $107.45. Monies to fund the requested temporary positions are available in Account No. 01-4311-101-000, Engineering/Streets, Salaries- Regular. Informal traffic counts indicate major increases in usage and higher speeds were also observed. The City Engineer was requested to evaluate possible traffic controls. Accident history and other available data were reviewed and it was determined that none of the Obregon intersections met standard traffic warrants for additional controls. However, as a result of the Circulation Plan changing Obregon from a collector to a local street, it does seem that the previous designa- tion of Obregon as a through street1' Resolution No. 84-20) could be changed. Since obregon would no longer be a through street", stop signs can then be erected at all the intersections of Obregon with through streets which means every intersection of Obregon will become a 3- or 4-way stop since all east/west streets are through streets. RECOMMENDATION The Community Development Department recommends adoption of the attached Resolution deleting Avenida Obregon from the through street" designation and authorizing stop signs to be placed at each intersection of Avenida Obregon with designated through streets.
