Over 700 vehicles were removed or made operable last year with the City removing 48 vehicles or parts thereof. This abatement is a resul of numerous complaints. Upon our investi*ation, there are two inoperative vehicles on the premises. See photos. The vehicles are particularly noticeable to pedestrians. It is staff's recommendation to let the abatement stand. WHEREAS, the City Council of the City of La Quinta previous*y adopted Resolution No. 85-97 pursuant to Sections 65350 et seq., 65354, and 65300 et seq. of the California Government Code establishing a General Plan for the City; and, WHEREAS, a Master Environmental Assessment has been prepared and certified for the General Plan as prescribed by the California Environmental Quality Act and identifies various mitigation measures to reduce potential impacts to a level of insignificance or identifies various impacts which cannot be so mitigated with a Statement of Overriding Considerations; and1 WHEREAS, the adopted Resolution No. 85-97 granted provisional approval of the Housing Element pending review and comment by the State of California, Department of Housing and Community Development as required by Section 65585 of the California Government Code; and, WHEREAS, the State of California, Department of Housing and Community Development, has recommended minimum technical revisions to the Housing Element; and, WHEREAS, the State of California, Department of Housing and Community Development has advised the City that in their opinion the Housing Element, as amended, complies with the provisions of Article 10.6 of the Government Code. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of La Quinta, California, hereby amends the Housing Element of the General Plan as set forth in the attached Exhibit A', and finds no further environmental evaluation is required. Casitas La Quinta Homeowners Association Gate at Avenida Montero. In 1983, the City Council approved a certain private street vacations to accommodate a gated community and installation of gates at Avenida Montero. As part of the approval, certain indemnification agreements were requested to save the city harmless from partial liability for vacating the streets and approving the gate. These agreements are now in order and ready for signature. Mr. Howard Tons, the homeowners' representative, is anxious to pull permits and that is why this item is on tonight1s agenda as an added item. Recommendation City Attorney recommends that the City Council approve the attached agreements and authorize the Mayor to sign. FROM: Murrel Crump, Planning Director DATE: October 31, 1986 SUBJECT: Village Commercial Center Specific Plan Preparation BACKGROUND The City of La Quinta General Plan in Policy 6.3.5, provides: The City shall prepare and adopt a Specific Plan for the Village at La Quinta area as soon as possible with specific design standards including landscaping, signing, building architecture, and streetscape criteria. There have been some initial steps taken in this regard, prior to the current City organization structure and staffing. Unfortunately, the described activities also took place prior to setting the current boundaries for the village core; and therefore, this material is expected to need extensive updating and/or regene*ration. APPROACH To THE TASK Development of a Specific Plan will involve the use of consultant services to augment City Staff. In the process of defining the approach to this task, an option has been identified which would go one step beyond the typical scoping of a request for consultant service proposals. This option would involve the conduct of a De5ign Charett", a technique used to focus the concentrated efforts of a professional panel on a given design project. In this case, the product would be a conceptualization of the village core, its constraints and opportunities,questions to be answered and issues to explore in detail within the Specific Plan exercise. The results of the Charett would be incorporated into the request for proposal developed for this task. SETTING UP A DESIGN CHARETT Staff has discussed this approach with the Inland *mpire Chapter of the American Planning Association and has received a very enthusiastic response from the Board of Directors for participation and co-sponsoring of this activity. The APA Chapter would assist the City to recruit volunteers through newsletter announcement and personal contacts. To proceed, the City would need to determine when the Charett is to take place and the number of days the selected panel members would need to participate. BUDGET AND FUNDING At this juncture of exploring the Charett option, a tentative budget should be identified. Design Charetts are typically conducted in the course of a two to three-day on-site workshop. Consultant run Charetts of this length involve fees of $15,000 to $20,000. The obvious advantage of the APA sponsored program is that the City would receive the value of the participant's time, but would not be paying professional fees. The City, if it is to pursue this option, should consider providing for lodging and/or some meals for the volunteer panel. The technical value of the Charett would be maximized by at least conducting it over a two-day period. Lodging would then be the principal cost item, and would range in the neighborhood of $600 to $700, with minimum, City provided meals amounting to $120 to $180. The two-day Charett could be accommodated by a basic funding not to exceed $880. Some benefit could be received by structuring only a one-day panel session, although the product would be similarly limited. Then, of course, the only expense would be for meals. CONSIDERATION/RESPONSE This memorandum is being offered as an introduction to this option and as a basis for administrative consideration and discussion with the City Council. California 90005.213/385-1000 August 7, 1986 MEMORANDUM TO: City Managers and County Administrative Officers FROM: Arnold Sherwood, *irector of Community & Economic Development, SCAG SUBJECT: 1986 Historic Preservation Grants It has come to my attention that the State Office of Historic Preservation is allocating nearly $3 million in historic preservation grants to local governments. SCAG is concerned that there are few applications from Southern California as compared to other parts of the State. In speaking with the State Office of Historic Preservation, SCAG has learned that fewer applications had been received from Southern California cities and that the quality of applications 15 not as high. Also, most of the applications that were submitted to the State were related to parks. I would like to reiterate that these funds are earmarked for all historic preservation projects.
