The City Council response was conveyed to the Planning Commission at the December 12th study session and the Commission directed Staff to set the matter for hearing for January 10th, 1989. The text of the General Plan Amendments are attached as Amendments Nos. 1-4. The Land Use Map Amendments are discussed as Amendments 1'A", 1'B", C" and D" and are shown on the accompanying Exhibit Map. An Environmental Assessment of the proposed changes in the General Plan has been conducted EA *88-108). The overall conclusion reached was that the changes are within the level of impacts considered as a part of the Master Environmental Assessment. All the proposed land use changes are reductions of densities. The sole remaining consideration is one of possible impact on housing. This will be taken up in the update of the Housing Element to be conducted this Spring. As a result, a Negative Declaration has been prepared. At the Planning Commission's public hearing, two matters of note arose. The first matter related to the proposed Map Amendment B" the redesignation of a small commercial area on the southeast corner of Fred Waring and Washington to Medium Density Residential). The ownership of the property is in litigation. The attorney for the equitable owner" requested a continuance to allow further research and consultation with the City Attorney and City Engineer letter attached). The second matter related to the privately initiated General Plan Amendment at the southwest corner of Miles and Washington known as the Spanos application. The Commission considered the density range options, which could be added as a suffix to the zoning classification, to specify the minimum development site per unit, and thereby control the dwelling unit density. The exact placement of the Senior Center within the Civic Center site was not determined and will be established as a part of the larger Civic Center Master Plan effort. An Environmental Assessment for the Senior Center itself was not conducted at the time of the request for CDBG funding. PUBLIC HEARINGS: Today's public hearing is being conducted to establish a Negative Declaration so that the file on this project at the Riverside County Department of Economic and Community Development can be completed. Environmental Assessment No. 88-103 has been prepared which considers the adoption of a Negative Declaration for funding, acquisition, design, and construction of the La Quinta Senior Center in accordance with the California Environmental Quality Act. RECOMMENDATION: Adopt the attached Resolution which accepts the findings of Environmental Assessment No. 88-103.
