PRESENT: Commissioners Beck, Benedict, Franke, Kennedy, Mendoza, Molina, and Chairwoman Ladner ABSENT: None ANNOUNCEMENTS: None WRITTEN COMMUNICATION: None PUBLIC COMMENT: None OLD BUSINESS: 1. CULTURE AND FINE ARTS COMMITTEE a. Discussion of Art in Public Places" Mrs. Mendoza introduced Kay Wolff, one of the subcomittee members for Art in Public Places". Also introduced was Elaine Reynolds and John Kennedy. The Committee discussed the Art in Public Places" Ordinance. Mrs. Mendoza explained the procedures used in forming the Ordinance. Mr. Beck questioned the funding procedure of Art in Public Places Mrs. Wolff responded to Mr. Beck that $250,000.00 would be set aside by the City Council for Art in Public Places" and the interest earned would be used for Art purchases. She added that the City of Palm Desert uses a similar procedure, setting aside $200,000.00. Mrs. Mendoza said the Art Subcommittee suggested that the Community Services Commission go to City Council with this Ordinance in March. Mrs. Kennedy suggested that the committee be more specific on the three committee members from the La Quinta Arts Foundation. Mrs. Mendoza suggested that one member from the La Quinta Arts Foundation be a resident non artist. Mrs. Kennedy stated that Mr. John Kennedy who is an artist had spoken to her about an Art in Public Places program in New York, where Art is purchase on a temporary basis and placed on exhibit for 8 years span. Mrs. Wolff said the Ordinance which the subcommittee has drawn up is the most fair of the 8 to 10 that the committee researched. MOTION Moved by Mrs. Kennedy and seconded by Mr. Beck to approve the La Quinta Art in Public Places" ordinance proposal as amended. Motion carried unanimously. 2. HUMAN SERVICES COMMITTEE a. Discussion of New Leaf Award Program Mrs. Mendoza reported on the New Leaf Award Program. She told the Committee she made a judgement call, instead of a whole grade point average, a half grade point raise would be used. Mrs. Mendoza said only a few students qualified using the whole grade point average. She said letters could be sent out to each student and their families inviting them to the next Community Services Commission meeting and presenting them with the award. Committee members concurred. 3. PARKS AND RECREATION Mrs. Ladner said that Lucy Swain could not attend the meeting tonight, but has plans of attending the March 26, 1990 meeting. Some of his primary tasks are; get demolition work done and cleared at the Fritz Burns Park, possibly get the sprinklers installed so that the park will be usable by this summer, and preliminary analysis on a swimming pool. 4. HUMAN SERVICES COMMITTEE a. Discussion of possible elimination of Honorable Mention La Quinta Beautiful" Mrs. Kennedy stated that she and Mrs. Mendoza were not present at the voting of the Honorable Mention Award. Mrs. Mendoza stated she felt that the Committee should step back from the Honorable Mention award. Mrs. Kennedy concurred with this. Mr. Beck stated that the Honorable Mention is an honor and the committee should retain it without question. Mr. Ladner said that in view of that, in the future when the award is delivered there should be a standard letter delivered with it stating on what basis it became honorable mention and that it would be put back into the pot" for the future La Quinta Beautiful Award. Mrs. Kennedy said that she would not want to get the Most Beautiful award after getting Honorable Mention in the beginning months of the program. Mrs. Mendoza suggested that when the committee does select the Most Beautiful and Most Improved the committee should rank the recipients 1 to 10, with 10 being the best.
