SUBJECT: Assessment District 91-1 City of La Quinta
In my memorandum to you on June 10, 1991, Staff recommendations to the City
Council were proposed for their consideration.
In my discussion with the Bond Counsel, he recommended that since Area D"
will be deleted, that the portion of Engineer's Report which indicates
assessments for individual parcels and 31 Debt Limit Report be revised to
reflect no assessments for these parcels.
These changes have been made and copies of these changes are attached
hereto.
The balance of the report, including Part III Subsection of Assessment
Roll, Balance to Assessment of $2,614,400.73 remains valid.
Staff Recommends that City Council:
1. Conduct the Public Hearings as scheduled.
2. Confirm Assessments in Areas A, B and C in the amount of $2,614,400.73.
3. Reject the bid of Tarmac California Inc. for Area D'? in the amount of
$994,187.00.
4. Award Construction Contract to Tarmac California, Inc. for Areas A, B
and C in the amount of $7,7O7?334.9O, subject to receipt of funds.

On June 5, 1991, City of La Quinta received bids for Assessment
District 91-1, consisting of four 4) areas.
Areas are more specifically de?cribed as follows:
Area A Cove Area
Area B East of Washington, South of Ultimo
North of Nuestra and West of Rhondo
Area C Highland Palms, West of Washington
Area D Westward Ho Area
These areas were identified as individual areas, providing for four
separate public hearing times in order for the property owners within
each area to have an opportunity to speak on the improvements wIthin
their area.
The City Council therefore can confirm the areas individually, and
award the conbracts accordingly.
Five bids were received for each of the areas.
Summary of total bids for each of the contractors was as follows:
1. Yeager $ 9,407,073.40
2. Simon $ 9,259,489.80
3. Kenko $ 9,233,874.00
4- Natich $ 9,444,754.45
5. Tarmac Calif. Inc. $ 8,701,521.90
The low bidder is Tarmac California in the amount of $8,701,521.90.
